    Development and Evaluation of An Adaptive Transit Signal Priority System Using Connected Vehicle Technology

    Transit signal priority (TSP) can be a very effective preferential treatment for transit vehicles in congested urban networks. There are two problems with the current practice of the transit signal priority. First, random bus arrival time is not sufficiently accounted for, which’ve become the major hindrance in practice for implementing active or adaptive TSP strategies when a near-side bus stop is present. Secondly, most research focuses on providing bus priority at local intersection level, but bus schedule reliability should be achieved at route level and relevant studies have been lacking. In the first part of this research, a stochastic mixed-integer nonlinear programming (SMINP) model is developed to explicitly to account for uncertain bus arrival time. A queue delay algorithm is developed as the supporting algorithm for SMINP to capture the delays caused by the interactions between vehicle queues and buses entering and exiting near-side bus stops. A concept of using signal timing deviations to approximate the impacts of TSP operations on other traffic is proposed for the first time in this research. In the second part of the research, the deterministic version of the SMINP model is extended to the arterial setting, where a route-based TSP (R-TSP) model is develop to optimize for schedule-related bus performances on the corridor level. The R-TSP model uses the real-time data available only from the connected vehicle communications technology. Based on the connected vehicle technology, a real-time signal control system that implements the proposed TSP models is prototyped in the simulation environment. The connected vehicle technology is also used as the main detection and monitoring mechanism for the real-time control of the adaptive TSP signal system. The adaptive TSP control module is designed as a plug-in module that is envisioned to work with a modern fixed-time or adaptive signal controller with connected vehicle communications capabilities. Using this TSP-enabled signal control system, simulation studies were carried out in both a single intersection setting and a five-intersection arterial setting. The effectiveness of the SMINP model to handle uncertain bus arrival time and the R-TSP model to achieve corridor-level bus schedule reliability were studied.     Bus Rapid Transit: A Handbook for Partners, MTI Report 06-02

    In April 2005, the Caltrans Division of Research and Innovation (DRI) asked MTI to assist with the research for and publication of a guidebook for use by Caltrans employees who work with local transit agencies and jurisdictions in planning, designing, and operating Bus Rapid Transit (BRT) systems that involve state facilities. The guidebook was also to assist to transit operators, local governments, community residents, and other stakeholders dealing with the development of BRT systems. Several areas in the state have experienced such projects ( San Diego , Los Angeles , San Francisco , and Alameda County ) and DRI wished to use that experience to guide future efforts and identify needed changes in statutes, policies, and other state concerns. Caltrans convened a Task Team from the Divisions of Research and Innovation, Mass Transportation, and Operations, together with stakeholders representing many of those involved with the BRT activities around the state. Prior to MTI’s involvement, this group produced a white paper on the topic, a series of questions, and an outline of the guidebook that MTI was to write. The MTI team conducted case studies of the major efforts in California, along with less developed studies of some of the other BRT programs under development or in early implementation phases around the state. The purpose was to clarify those issues that need to be addressed in the guidebook, as well as to compile information that would identify items needing legislative or regulatory action and items that Caltrans will need to address through district directives or other internal measures. A literature scan was used to develop a bibliography for future reference. The MTI team also developed a draft Caltrans director’s policy document, which provides the basis for Caltrans’ actions. This ultimately developed to be a project within a project. MTI submitted a draft document to Caltrans as a final product from the Institute. Task team members and Caltrans staff and leadership provided extensive review of the draft Bus Rapid Transit: A Handbook for Partners. Caltrans adopted a new Director’s Policy and published the document, BRT Caltrans. The MTI “wraparound” report presented below discusses in more detail the process that was followed to produce the draft report. The process was in many ways as much a project as the report itself

    Arterial traffic signal optimization: a person-based approach

    This paper presents a traffic responsive signal control system that optimizes signal settings based on minimization of person delay on arterials. The system's underlying mixed integer linear program minimizes person delay by explicitly accounting for the passenger occupancy of autos and transit vehicles. This way it can provide signal priority to transit vehicles in an efficient way even when they travel in conflicting directions. Furthermore, it recognizes the importance of schedule adherence for reliable transit operations and accounts for it by assigning an additional weighting factor on transit delays. This introduces another criterion for resolving the issue of assigning priority to conflicting transit routes. At the same time, the system maintains auto vehicle progression by introducing the appropriate delays for when interruptions of platoons occur. In addition to the fact that it utilizes readily available technologies to obtain the input for the optimization, the system's feasibility in real-world settings is enhanced by its low computation time. The proposed signal control system was tested on a segment of San Pablo Avenue arterial located in Berkeley, California. The findings have shown the system's capability to outperform static optimal signal settings and have demonstrated its success in reducing person delay for bus and in some cases even auto users

    Effects of Transit Signal Priority on Traffic Safety: Interrupted Time Series Analysis of Portland, Oregon, Implementations

    Transit signal priority (TSP) has been implemented to transit systems in many cities of the United States. In evaluating TSP systems, more attention has been given to its operational effects than to its safety effects. Existing studies assessing safety effects of TSP reported mixed results, indicating that the safety effects of TSP vary in different contexts. In this study, TSP implementations in Portland, Oregon, were assessed using interrupted time series analysis (ITSA) on month-to-month changes in number of crashes from January 1995 to December 2010. Single-group and controlled ITSA were conducted for all crashes, property-damage-only crashes, fatal and injury crashes, pedestrian-involved crashes, and bike-involved crashes. Evaluation of the post-intervention period (2003 to 2010) showed a reduction in all crashes on street sections with TSP (-4.5 percent), comparing with the counterfactual estimations based on the control group data. The reduction in property-damage-only crashes (-10.0 percent) contributed the most to the overall reduction. Fatal and injury crashes leveled out after TSP implementation but did not change significantly comparing with the control group. Pedestrian and bike-involved crashes were found to increase in the post-intervention period with TSP, comparing with the control group. Potential reasons to these TSP effects on traffic safety were discussed.Comment: Published in Accident Analysis & Preventio

    Evaluation of the Performance of the Sydney Coordinated Adaptive Traffic System (SCATS) on Powell Boulevard in Portland, OR

    The Sydney Coordinated Adaptive Traffic System (SCATS) is used to mitigate traffic congestion along urban arterial corridors. Although there has been research on SCATS\u27 performance, this report combines three different areas of research about SCATS that are not known to be represented in any research literature. These include: (a) the relationship between SCATS, traffic volumes, and Transit Signal Priority (TSP); (b) between TSP and traffic conditions; and (c) the correlation between signal timing and air quality; in particular, human exposure to the air pollutant PM2.5 at intersections. In addition, this research looked at the key factors affecting transit user exposure to traffic-related pollutants at bus shelters. All areas of study present the results of statistical tests and regressions to determine SCATS or traffic variables impacts. SCATS did show statistically significant improvements regarding traffic speeds at one minor intersection, even when traffic volumes showed a statistically significant improvement. At a major intersection, results were mixed and not conclusive. Overall, it was determined that the improvements available through SCATS vary depending on the time of day and the direction of travel. TSP was not negatively affected by SCATS. In controlling for both priority and traffic conditions, each were shown to have a distinguished and significant impact on bus travel time. Non-priority signals had a much greater impact on travel time than priority signals (11.0 and 0.6 seconds for the corridor model, respectively). Utilizing a regression model, results in an intuitive ranking of the intersections’ delay was produced; major intersections with high traffic volumes on crossing streets are likely to not experience TSP benefits. To a high degree, this research has shown that pedestrian exposure can be considered as an outcome of traffic-signal timing decisions made by cities and counties. The statistical results have shown the high impact that signal timing and queuing have on pedestrian level exposure. Heavy vehicle volume was a significant variable as well as the presence of buses. The reduction of bus idling time through more efficient operations and transit-signal priority is likely to reduce pedestrian and transit users\u27 pollution exposure levels. Longer green times along the main corridor are able to significantly reduce particulate matter for transit users and pedestrians waiting at the sidewalk of the intersection, whereas time allocated to cross the street increases queuing and exposure along the main corridor. The impact of heavy-duty diesel engines is also clear. The reduction of bus idling time through more efficient operations and transit-signal priority is likely to reduce pedestrian and transit users\u27 pollution exposure levels. Transit agencies can also reduce pollution significantly by improving the efficiency and cleanliness of their engines. TriMet (the local transit agency) initiatives to improve fuel efficiency by installing EMP engine-cooling devices not only improve fuel efficiency, but also air quality. Finally, significant reductions in transit users’ exposure to traffic-related pollution can be made at bus stops by properly orienting the shelter and by reducing bus idling

    Microsimulation models incorporating both demand and supply dynamics

    There has been rapid growth in interest in real-time transport strategies over the last decade, ranging from automated highway systems and responsive traffic signal control to incident management and driver information systems. The complexity of these strategies, in terms of the spatial and temporal interactions within the transport system, has led to a parallel growth in the application of traffic microsimulation models for the evaluation and design of such measures, as a remedy to the limitations faced by conventional static, macroscopic approaches. However, while this naturally addresses the immediate impacts of the measure, a difficulty that remains is the question of how the secondary impacts, specifically the effect on route and departure time choice of subsequent trips, may be handled in a consistent manner within a microsimulation framework. The paper describes a modelling approach to road network traffic, in which the emphasis is on the integrated microsimulation of individual trip-makers’ decisions and individual vehicle movements across the network. To achieve this it represents directly individual drivers’ choices and experiences as they evolve from day-to-day, combined with a detailed within-day traffic simulation model of the space–time trajectories of individual vehicles according to car-following and lane-changing rules and intersection regulations. It therefore models both day-to-day and within-day variability in both demand and supply conditions, and so, we believe, is particularly suited for the realistic modelling of real-time strategies such as those listed above. The full model specification is given, along with details of its algorithmic implementation. A number of representative numerical applications are presented, including: sensitivity studies of the impact of day-to-day variability; an application to the evaluation of alternative signal control policies; and the evaluation of the introduction of bus-only lanes in a sub-network of Leeds. Our experience demonstrates that this modelling framework is computationally feasible as a method for providing a fully internally consistent, microscopic, dynamic assignment, incorporating both within- and between-day demand and supply dynamic

    Development of an Integrated Incident and Transit Priority Management Control System

    The aim of this thesis is to develop a distributed adaptive control system which can work standalone for a single intersection to handle various boundary conditions of recurrent, non-recurrent congestion, transit signal priority and downstream blockage to improve the overall network in terms of productivity and efficiency. The control system uses link detectors’ data to determine the boundary conditions of all incoming and exit links. Four processes or modules are deployed. The traffic regime state module estimates the congestion status of the link. The incident status module determines the likelihood of an incident on the link. The transit priority module estimates if the link is flagged for transit priority based on the transit vehicle location and type. Finally, the downstream blockage module scans all downstream links and determines their recurrent blockage conditions. Three different urban incident detection models (General Regression Model, Neuro-Fuzzy Model and Binary Logit Model) were developed in order to be adopted for the incident status module. Among these, the Binary Logit Model was selected and integrated with the signal control logic. The developed Binary Logit Model is relatively stable and performs effectively under various traffic conditions, as compared to other algorithms reported in the literature. The developed signal control logic has been interfaced with CORSIM micro-simulation for rigorous evaluations with different types of signal phase settings. The proposed system operates in a manner similar to a typical pre-timed signal (with split or protected phase settings) or a fully actuated signal (with splitphase arrangement, protected phase, or dual ring phase settings). The control decisions of this developed control logic produced significant enhancement to productivity (in terms of Person Trips and Vehicle Trips) compared with the existing signal control systems in medium to heavily congested traffic demand conditions for different types of networks. Also, more efficient outcomes (in terms of Average Trip Time/Person and delay in seconds/vehicle) is achieved for relatively low to heavy traffic demand conditions with this control logic (using Split Pre-timed). The newly developed signal control logic yields greater productivity than the existing signal control systems in a typical congested urban network or closely spaced intersections, where traffic demand could be similarly high on both sides at peak periods. It is promising to see how well this signal control logic performs in a network with a high number of junctions. Such performance was rarely reported in the existing literature. The best performing phase settings of the newly developed signal control were thoroughly investigated. The signal control logic has also been extended with the logic of pre-timed styled signal phase settings for the possibility of enhancing productivity in heavily congested scenarios under a closely spaced urban network. The performance of the developed pre-timed signal control signal is quite impressive. The activation of the incident status module under the signal control logic yields an acceptable performance in most of the experimental cases, yet the control logic itself works better without the incident status module with the Split Pre-timed and Dual Actuated phase settings. The Protected Pre-timed phase setting exhibits benefits by activating the incident status module in some medium congested demand
