    Reaching for the Brass Ring: The U.S. News & World Report Rankings and Competition

    [Excerpt] The behavior of academic institutions, including the extent to which they collaborate on academic and nonacademic matters, is shaped by many factors. This paper focuses on one of these factors, the U.S. News & World Report (USNWR) annual ranking of the nation’s colleges and universities as undergraduate institutions, exploring how this ranking exacerbates the competitiveness among American higher education institutions. After presenting some evidence on the importance of the USNWR rankings to both public and private institutions at all levels along the selectivity spectrum, I describe how the rankings actually are calculated, then discuss how academic institutions alter their behavior to try to influence the rankings. While some of the actions an institution may take to improve its rankings may also make sense educationally, others may not and, more importantly, may not be in the best interest of the American higher educational system as a whole. In the final section of the paper, I ask whether the methodology that USNWR uses to calculate its rankings prevents institutions from collaborating in ways that make sense both educationally and financially. My answer is, by and large, no, although I indicate that USNWR could encourage even more such collaborations by fine-tuning its rankings system. In short, although USNWR rankings cause institutions to worry more about the peers with which they compete than would otherwise be the case, the rankings should not prevent institutions from working productively towards common goals.     Decision support model for the selection of asphalt wearing courses in highly trafficked roads

    The suitable choice of the materials forming the wearing course of highly trafficked roads is a delicate task because of their direct interaction with vehicles. Furthermore, modern roads must be planned according to sustainable development goals, which is complex because some of these might be in conflict. Under this premise, this paper develops a multi-criteria decision support model based on the analytic hierarchy process and the technique for order of preference by similarity to ideal solution to facilitate the selection of wearing courses in European countries. Variables were modelled using either fuzzy logic or Monte Carlo methods, depending on their nature. The views of a panel of experts on the problem were collected and processed using the generalized reduced gradient algorithm and a distance-based aggregation approach. The results showed a clear preponderance by stone mastic asphalt over the remaining alternatives in different scenarios evaluated through sensitivity analysis.     Indexing human development in India : Indicators, scaling and composition

    The paper analyses methodological issues concerning selection of indicators, making them scale-free and construction of composite indices within the framework of measuring human development. It reviews the existing literature in the area and highlights the key areas of concern from the viewpoint of methodology of aggregation. It discusses the implications of the assumptions underlying different techniques, currently being used in India, in the context of an empirical exercise of constructing an index of human development at state level. It examines the advantages and disadvantages of these techniques and proposes improvements therein for bringing them closer to empirical reality and thereby increasing their acceptability among the planners and policy-makers. The study suggests that exercises at determining the levels of human development at the state or district level by official agencies like the Planning Commission, concerned ministries or an international agency must enjoy large acceptability so that these can be used in policy-making. Agreements must be obtained in terms of choice of indicators, scaling, methodology of composition, etc. Establishing certain degree of uniformity in methodology through deliberations in a committee at the highest level (as was done in case of measuring poverty) will accord credence to the results and help clear the uncertainty and inconclusiveness that characterise the current debate.Human DevelopmentHuman Development Index

    Dispersion of relative importance values contributes to the ranking uncertainty: sensitivity analysis of Multiple Criteria Decision-Making methods

    Multiple Criteria Decision-Making (MCDM) methods are widely used in research and industrial applications. These methods rely heavily on expert perceptions and are often sensitive to the assumptions made. The reliability and robustness of MCDM analysis can be further tested and verified by a computer simulation and sensitivity analysis. In order to address this, five different MCDM approaches, including Weighted Sum Model (WSM), Weighted Product Model (WPM), revised Analytic Hierarchy Process (rAHP), Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and COmplex PRoportional ASsessment (COPRAS) are explored in the paper. Real data of the case study for assessing housing affordability are used for testing the robustness of alternative ranking and finding the most sensitive criteria to the change of criterion weight. We identify the most critical criteria for any and best ranking alternatives. The paper highlights the significance of sensitivity analysis in assessing the robustness and reliability of MCDM outcomes. Furthermore, randomly generated and model-based data sets are used to establish relationship between the dispersion of relative importance values of alternatives and ranking uncertainty. Our findings demonstrate that the dispersion of relative importance values of alternatives correlate with the Euclidian distances of aggregated values. We conclude that the dispersion of relative importance values contributes directly to the ranking uncertainty and can be used as a measure for finding critical criteria

    Stakeholders perception of recruitment criteria: a RĂ©gnier’s abacus approach of market valued skills

    Together with the emphasis on the technical skills acquisition, higher education institutions have been making an effort on developing and updating undergraduate transferable competences in order to diminish the gap between academic training and working world entrance. In other words, to recognize market needs, teachers and students representations about human resources requirements, and combine them to boost employability in business professions, must be a priority in today’s knowledge based economy. Taking into account the new teaching realities brought by Bologna agreement, as well as the exertion universities have been done in order to tune in enterprises and curricula, this activity intended to accede the way recruiters, alumni and college teachers from Catholic University [CU; Porto Regional Center (PRC), Economics and Management Faculty (MEF)] positioned themselves relatively to some recruitment and selection criteria for management and economics professions. Using a reflection activity based upon RĂ©gnier’s Abacus, participants were asked to positioned individually as experts (in their roles as recruiters, teachers or former CU alumni) in identifying market value skills, and afterwards to build a group debated conclusion to present to a larger audience. Results pointed out only one total consensual factor, that is, flexibility and adjustment skills as the most important factors when recruiting, followed by entrepreneur capabilities and valorization of work experiences in the candidates curricula. Discrepancies were found by group of experts when college of origin was the discussion subject, although there was consensus about the hierarchical place order in the three groups.Market valued skills, Management and Economics College Teachers and Graduates, Employers, RĂ©gnier’s Abacus based activity
