Transparent government, not transparent citizens: a report on privacy and transparency for the Cabinet Office
1. Privacy is extremely important to transparency. The political legitimacy of a transparency programme will depend crucially on its ability to retain public confidence. Privacy protection should therefore be embedded in any transparency programme, rather than bolted on as an afterthought. 2. Privacy and transparency are compatible, as long as the former is carefully protected and considered at every stage. 3. Under the current transparency regime, in which public data is specifically understood not to include personal data, most data releases will not raise privacy concerns. However, some will, especially as we move toward a more demand-driven scheme. 4. Discussion about deanonymisation has been driven largely by legal considerations, with a consequent neglect of the input of the technical community. 5. There are no complete legal or technical fixes to the deanonymisation problem. We should continue to anonymise sensitive data, being initially cautious about releasing such data under the Open Government Licence while we continue to take steps to manage and research the risks of deanonymisation. Further investigation to determine the level of risk would be very welcome. 6. There should be a focus on procedures to output an auditable debate trail. Transparency about transparency – metatransparency – is essential for preserving trust and confidence. Fourteen recommendations are made to address these conclusions
Revisiting the Economics of Privacy: Population Statistics and Confidentiality Protection as Public Goods

We consider the problem of the public release of statistical information about a population–explicitly accounting for the public-good properties of both data accuracy and privacy loss. We first consider the implications of adding the public-good component to recently published models of private data publication under differential privacy guarantees using a Vickery-Clark-Groves mechanism and a Lindahl mechanism. We show that data quality will be inefficiently under-supplied. Next, we develop a standard social planner’s problem using the technology set implied by (ε, δ)-differential privacy with (α, β)-accuracy for the Private Multiplicative Weights query release mechanism to study the properties of optimal provision of data accuracy and privacy loss when both are public goods. Using the production possibilities frontier implied by this technology, explicitly parameterized interdependent preferences, and the social welfare function, we display properties of the solution to the social planner’s problem. Our results directly quantify the optimal choice of data accuracy and privacy loss as functions of the technology and preference parameters. Some of these properties can be quantified using population statistics on marginal preferences and correlations between income, data accuracy preferences, and privacy loss preferences that are available from survey data. Our results show that government data custodians should publish more accurate statistics with weaker privacy guarantees than would occur with purely private data publishing. Our statistical results using the General Social Survey and the Cornell National Social Survey indicate that the welfare losses from under-providing data accuracy while over-providing privacy protection can be substantial
Proposition d'un modèle de processus pour les affichages publics adaptatifs supportant la participation citoyenne
National audienceIn recent years, public displays have been studied as a way to foster citizen participation. However, their surroundings and users are prone to high variability, which makes it tedious to accommodate different contexts with an optimal participation experience. In this paper, we propose adaptive public displays as a lead for solution in tackling this issue. From a review of the motivators and barriers affecting citizen's interaction with public displays we defined a process model destined to serve as a guide for designers of such systems.Au cours des dernières années, les affichages publics ont été étudiés comme moyen d'encourager la participation citoyenne. Cependant, leur environnement et leurs utilisateurs sont sujets à une grande variabilité, ce qui rend fastidieuse l'adaptation à différents contextes en conservant une expérience de participation optimale. Dans cet article, nous proposons les affichages publics adaptatifs comme piste de solution à ce problème. A partir d'une revue des motivations et des barrières qui affectent l'interaction des citoyens avec les affichages publics, nous avons défini un modèle de processus destiné à servir de guide aux concepteurs de tels systèmes
E-voting vs. e-trust: A test bed for e-democracy in a world in crisis?
The world is currently experiencing a number of real challenges in the face of persistent economic crisis, local conflicts and huge waves of refugees. All of the above are affecting secure access to, completion of peoples’voting rights and participation in Democratic processes in their homeland.The relevant technological solutions appear to have matured and have successfully responded to rigorous testing. The need for digital access to election events is today higher than ever in the digital age. The question that remains to be answered is whether all this is enough to inspire people to trust the systems and participate in e-voting; particularly in areas where the political climate might be volatile and Trust is a rare commodity. The authors present the outcome of a survey among the Palestinian diaspora to gauge their trust and willingness to use e-voting systems in the Palestinian Authority’s elections. This work does not consider political implications or even the willingness of a specific government to embrace e-voting for conducting election

Information sharing in e-government initiatives: Freedom of Information and Data Protection issues concerning local government
In e-government initiatives, the sharing of information is crucial for empowering citizens and boosting joined-up services. The lack of clear guidance on how to share government data can potentially harm Freedom of Information and or Data Protection rights. This article addresses this issue by drawing from the main concerns governments have when dealing with Freedom of Information and Data Protection issues. As illustration, we comment on the findings of a case study we have conducted in a Local Authority in the United Kingdom (UK). Our findings show that local government managers might be struggling to adequately implement Freedom of Information and Data Protection aspects. Cultural aspects are subtly present in this context, as managers’ values and beliefs regarding public access to information might be biased toward either information disclosure or information withholding

Privacy in the Genomic Era
Genome sequencing technology has advanced at a rapid pace and it is now
possible to generate highly-detailed genotypes inexpensively. The collection
and analysis of such data has the potential to support various applications,
including personalized medical services. While the benefits of the genomics
revolution are trumpeted by the biomedical community, the increased
availability of such data has major implications for personal privacy; notably
because the genome has certain essential features, which include (but are not
limited to) (i) an association with traits and certain diseases, (ii)
identification capability (e.g., forensics), and (iii) revelation of family
relationships. Moreover, direct-to-consumer DNA testing increases the
likelihood that genome data will be made available in less regulated
environments, such as the Internet and for-profit companies. The problem of
genome data privacy thus resides at the crossroads of computer science,
medicine, and public policy. While the computer scientists have addressed data
privacy for various data types, there has been less attention dedicated to
genomic data. Thus, the goal of this paper is to provide a systematization of
knowledge for the computer science community. In doing so, we address some of
the (sometimes erroneous) beliefs of this field and we report on a survey we
conducted about genome data privacy with biomedical specialists. Then, after
characterizing the genome privacy problem, we review the state-of-the-art
regarding privacy attacks on genomic data and strategies for mitigating such
attacks, as well as contextualizing these attacks from the perspective of
medicine and public policy. This paper concludes with an enumeration of the
challenges for genome data privacy and presents a framework to systematize the
analysis of threats and the design of countermeasures as the field moves
forward
First Looks: CATaC '98\ud
The First International Conference on Cultural Attitudes Towards Technology and Communication (CATaC’98), and its affiliated publications, seek to bring together current insights from philosophy, communication theory, and cultural sciences in an interdisciplinary dialogue. The synthesis of disparate scholarly ideas will shed greater light on just how culture impacts on the use and appropriation of new communications technologies. Beyond the individual contributions themselves, some of our most significant insights will emerge as we listen and discuss carefully with one another during the conference itself. As a way of preparing for that discussion, I offer the following overview of the CATaC papers and abstracts, along with a summary of the insights and questions they suggest
