    Fostering the development of a ubiquitously networked society, connected over high-capacity networks, is a widely shared goal among both developed and developing countries. High capacity networks are seen as strategic infrastructure, intended to contribute to high and sustainable economic growth and to core aspects of human development. In the pursuit of this goal, various countries have, over the past decade and a half, deployed different strategies, and enjoyed different results. At the Commission's request, this study reviews the current plans and practices pursued by other countries in the transition to the next generation of connectivity, as well as their past experience. By observing the experiences of a range of market-oriented democracies that pursued a similar goal over a similar time period, we hope to learn from the successes and failures of others about what practices and policies best promote that goal. By reviewing current plans or policy efforts, we hope to learn what others see as challenges in the next generation transition, and to learn about the range of possible solutions to these challenges

    Tradern: a collaborative model for improving small business participation in electronic commerce in sub-Saharan Africa.

    The inception of the Internet has brought with it Electronic Commerce (E-Commerce) practices which have greatly transformed the ways firms conduct businesses globally. Internet-based E-Commerce, particularly business-to-business (B2B) holds the key for small businesses to compete on a level playing field with their big business counterparts. Unfortunately, however, there is considerable evidence to show that small and medium sized enterprises (SMEs) in developing countries, particularly those in Sub-Saharan Africa (SSA), have not been reaping the benefits of this new commerce opportunity as their counterparts in North America and Europe. This chasm has given rise to another form of Digital Divide. This research has identified the major factors responsible for this state of affairs as the low level of participation by the SMEs in the SSA region in this global E-Commerce trade. SSA region has been identified as a region with the lowest level of economic, technological and Internet development in the world. There are 49 Countries in this region inhabited by over 633 million people representing about 10% of the world's population. They are characterised by a low income, low-levels of human resource development, as well as severe structural, social, political and economic weaknesses. All these have combined to make the region the poorest region in the world. It has been established that SMEs form the bedrock of every economy. There is also considerable evidence to suggest that the introduction of new technologies into organisations of all kinds and sizes has a major impact on the structure and functioning of the organizations. Furthermore, it has been established that B2B E-Commerce is contributing more to the global economy than all other forms of E-Commerce transactions. Equipping SMEs in developing countries, particularly those in SSA, by with emerging B2B technologies could help improve their growth potential which will invariably place them in a better position to contribute to the region's economic advancement. Existing models have failed in attracting large numbers of SMEs in the region, partly due to the prohibitive costs of these technologies which make them unaffordable by the poor SMEs. This research has identified that the issues of Trust as well as the problems associated with Fraud and Security also play a part in making E-Commerce unattractive to a lot of SMEs in SSA. Current theoretical frameworks have been extended by developing a new taxonomy showing the various components of E-Business where the distinctions between E-Commerce, E-Government, Tele-Medicine and E-Learning are clearly identified. This thesis seeks to find solutions to the identified problems by finding ways of attracting more SMEs in SSA to participate in the global E-Commerce endeavour. This is with a view to enabling them to leverage and maximise their E-Commerce potential, which in turn would help them exploit today's global E-Commerce opportunities. This will ultimately help them in contributing to the economic growth of the region. As a way of making E-Commerce attractive, affordable and profitable, an architectural model has been designed which, it is believed, would make the deployment and implementation of B2B E-Commerce more achievable for the poor SMEs in SSA. This model, known as Tradern Model, combines the trado-cultural and modern methods of conducting business. This combination would help SMEs deploying the technology to conduct their businesses using both methods without compromising their growth. Over and above everything else there is the benefit of a level-playing field which the SMEs in developing economies, like Africa, and particularly Sub-Saharan Africa, can capitalise on to leapfrog, improve and sustain their economic development and global e-business participation as a step towards bridging the digital divide

    Design and implementation of a network revenue management architecture for marginalised communities

    Rural Internet connectivity projects aimed at bridging the digital divide have mushroomed across many developing countries. Most of the projects are deployed as community centred projects. In most of the cases the initial deployment of these projects is funded by governments, multilateral institutions and non-governmental organizations. After the initial deployment, financial sustainability remains one of the greatest challenges facing these projects. In the light of this, externally funded ICT4D interventions should just be used for “bootstrapping” purposes. The communities should be “groomed” to take care of and sustain these projects, eliminating as soon as possible a dependency on external funding. This master thesis presents the design and the implementation of a generic architecture for the management of the costs associated with running a computer network connected to the Internet, The proposed system, called the Network Revenue Management System, enables a network to generate revenue, by charging users for the utilization of network resources. The novelty of the system resides in its flexibility and adaptability, which allow the exploration of both conventional and non-conventional billing options, via the use of suitable ‘adapters’. The final goal of the exploration made possible by this system is the establishment of what is regarded as equitable charging in rural, marginalized communities - such as the community in Dwesa, South Africa

    Towards A knowledge-Based Economy - Europe and Central Asia - Internet Development and Governance

    The diversity and socio-economic differentiation of the real world prevents the full-scale cultivation of Information and Communication Technologies (ICT) to the benefit of all. Furthermore, the lack of determination and political will in some countries and slowness of responses to new technological opportunities in some others are responsible for the creation of another social divide – a digital one. The above problems were fully acknowledged by the World Summit on the Information Society (WSIS). The Summit called for a joint international effort to overcome the digital divide between and within the United Nations Member States under the Digital Solidarity umbrella. This report was prepared as a follow-up to the Summit and represents a brief review of the status and trends in the area of ICT and Internet development in the UNECE region and provides background information on the state of the art in some relevant ICT subsectors in the Member States. The report focuses on the state of the Internet critical resources and, consequently, on the ICT and Internet penetration across countries and social groups. It also looks into existing Internet governance arrangements and makes some recommendations. The report contains three parts and conclusions. The first part, “Towards a Knowledge-based Economy: Progress Assessment”, highlights the situation in the region with regards to the digital divide, both between and within countries, and national strategies and actions aiming at overcoming barriers to accessing the Internet. The second part, “Internet Development: Current State of Critical Internet Resources in the UNECE Region”, concentrates on reviewing the physical Internet backbone, interconnection and connectivity within the Internet in the UNECE Member States. The third part, “Governing the Evolving Internet in the UNECE Region”, focuses on the issues of Internet Governance in the countries of the region, challenges faced by the countries and participation of key stakeholders in ICT and Internet policy formulation and implementation.     Mobile Commerce has gained increasing acceptance amongst various sections of the society in previous years. The reasons for its growth can be traced back to technological and demographical developments that have influenced many aspects of the socio-cultural behaviour in today's world. The need (and/or wish) for mobility seems to be the driving force behind Mobile Commerce. The launch of UMTS technology has provided Mobile Commerce with the necessary verve.Mobile Banking presents an opportunity for banks to retain their existing, technology-savvy customer base by offering value-added, innovative services and to attract new customers from corresponding sections of the society. The customer survey provides evidence that such sections in the meanwhile include the affluent and financially relevant groups of the society in Germany. The time seems to be ripe to convert this non-negligible customer interest into business-driving customer demand. A proactive attitude on the part of the banks seems to be therefore recommendable.Many banks in Germany have come to regard Mobile Banking as a necessary tool for thwarting negative differentiation vis-à-vis rivals and to foster/retain an innovative image. This self-reinforcing dynamism is expected to gain currency in near-future so that Mobile Banking services could soon advance to a standard product - on the lines of Online Banking - offered by more or less each and every bank

    Insights from the Inventory of Smart Grid Projects in Europe: 2012 Update

    By the end of 2010 the Joint Research Centre, the European Commission’s in-house science service, launched the first comprehensive inventory of smart grid projects in Europe1. The final catalogue was published in July 2011 and included 219 smart grid and smart metering projects from the EU-28 member states, Switzerland and Norway. The participation of the project coordinators and the reception of the report by the smart grid community were extremely positive. Due to its success, the European Commission decided that the project inventory would be carried out on a regular basis so as to constantly update the picture of smart grid developments in Europe and keep track of lessons learnt and of challenges and opportunities. For this, a new on-line questionnaire was launched in March 2012 and information on projects collected up to September 2012. At the same time an extensive search of project information on the internet and through cooperation links with other European research organizations was conducted. The resulting final database is the most up to date and comprehensive inventory of smart grids and smart metering projects in Europe, including a total of 281 smart grid projects and 90 smart metering pilot projects and rollouts from the same 30 countries that were included in the 2011 inventory database. Projects surveyed were classified into three categories: R&D, demonstration or pre-deployment) and deployment, and for the first time a distinction between smart grid and smart metering projects was made.
