    Making space for proactive adaptation of rapidly changing coasts: a windows of opportunity approach

    Coastlines are very often places where the impacts of global change are felt most keenly, and they are also often sites of high values and intense use for industry, human habitation, nature conservation and recreation. In many countries, coastlines are a key contested territory for planning for climate change, and also locations where development and conservation conflicts play out. As a “test bed” for climate change adaptation, coastal regions provide valuable, but highly diverse experiences and lessons. This paper sets out to explore the lessons of coastal planning and development for the implementation of proactive adaptation, and the possibility to move from adaptation visions to actual adaptation governance and planning. Using qualitative analysis of interviews and workshops, we first examine what the barriers are to proactive adaptation at the coast, and how current policy and practice frames are leading to avoidable lock-ins and other maladaptive decisions that are narrowing our adaptation options. Using examples from UK, we then identify adaptation windows that can be opened, reframed or transformed to set the course for proactive adaptation which links high level top-down legislative requirements with local bottom-up actions. We explore how these windows can be harnessed so that space for proactive adaptation increases and maladaptive decisions are reduced

    In 1996 the UK government introduced competition into the UK residential gas market, the first such nation-wide experiment, and the forerunner of similar choice in the electricity market, both in the UK and later elsewhere. We report consumers’ attitudes to and behaviour in switching suppliers based on a representative nation-wide survey at an intermediate stage, when some consumers had a choice of suppliers, and other markets were yet to be opened.     Driving and sustaining culture change in Olympic sport performance teams: A first exploration and grounded theory

    Stimulated by growing interest in the organizational and performance leadership components of Olympic success, sport psychology researchers have identified Performance Director-led culture change as a process of particular theoretical and applied significance. To build on initial work in this area, and develop practically meaningful understanding, a pragmatic research philosophy and grounded theory methodology were engaged to uncover culture change best practice from the perspective of newly appointed Performance Directors. Delivered in complex and contested settings, results revealed that the optimal change process consisted of an initial evaluation, planning, and impact phase adjoined to the immediate and enduring management of a multi-directional, perception- and power-based social system. As the first inquiry of its kind, these findings provide a foundation for the continued theoretical development of culture change in Olympic sport performance teams and a first model on which applied practice can be based

    Towards the Development of a Simulator for Investigating the Impact of People Management Practices on Retail Performance

    Often models for understanding the impact of management practices on retail performance are developed under the assumption of stability, equilibrium and linearity, whereas retail operations are considered in reality to be dynamic, non-linear and complex. Alternatively, discrete event and agent-based modelling are approaches that allow the development of simulation models of heterogeneous non-equilibrium systems for testing out different scenarios. When developing simulation models one has to abstract and simplify from the real world, which means that one has to try and capture the 'essence' of the system required for developing a representation of the mechanisms that drive the progression in the real system. Simulation models can be developed at different levels of abstraction. To know the appropriate level of abstraction for a specific application is often more of an art than a science.     Applied and conceptual approaches to evidence-based practice in research and academic libraries

    Evidence-based practice is an approach to professional practice that involves a structured process of collecting, interpreting and applying valid and reliable research and evidence to support decision-making and continuous service improvement in professional practice. This paper reports on emerging initiatives in evidence-based practice at the University of Southern Queensland (USQ) Library, a regional multi-campus university in Australia. It demonstrates how evidence-based practice forms part of our organisational strategy to engage with our community and society. The case study describes a new model of embedding evidence-based practice through a role explicitly dedicated to developing the library’s evidence base. While other libraries may have a person responsible for assessment, performance metrics or data analysis, the Coordinator (Evidence-Based Practice) has a broader mandate – to work with library staff to develop tools, skills and expertise in evidence-based practice. The paper will describe why this role was created and how the Coordinator is working to engage with library staff to understand their business and the evidence needed to support service improvement for the Library. By doing this, USQ Library is building the capacity to demonstrate value to stakeholders, gain a deeper understanding of clients’ needs and experiences, promote robust decision-making and improve service delivery. The paper also outlines an initiative led by the Coordinator (Evidence-Based Practice) to develop a conceptual model of evidence-based practice within academic libraries at the organisational, rather than individual level. Current models of evidence-based library and information practice apply predominantly to individuals. Informed by relevant literature and 16 semi-structured interviews with library professionals from Australian and New Zealand university libraries, three themes emerged to describe how evidence-based practice might be experienced at the organisational level.     Big data and smart cities: a public sector organizational learning perspective

    Public sector organizations (city authorities) have begun to explore ways to exploit big data to provide smarter solutions for cities. The way organizations learn to use new forms of technology has been widely researched. However, many public sector organisations have found themselves in new territory in trying to deploy and integrate this new form of technology (big data) to another fast moving and relatively new concept (smart city). This paper is a cross-sectional scoping study—from two UK smart city initiatives—on the learning processes experienced by elite (top management) stakeholders in the advent and adoption of these two novel concepts. The findings are an experiential narrative account on learning to exploit big data to address issues by developing solutions through smart city initiatives. The findings revealed a set of moves in relation to the exploration and exploitation of big data through smart city initiatives: (a) knowledge finding; (b) knowledge reframing; (c) inter-organization collaborations and (d) ex-post evaluations. Even though this is a time-sensitive scoping study it gives an account on a current state-of-play on the use of big data in public sector organizations for creating smarter cities. This study has implications for practitioners in the smart city domain and contributes to academia by operationalizing and adapting Crossan et al’s (Acad Manag Rev 24(3): 522–537, 1999) 4I model on organizational learning

    WSN and RFID integration to support intelligent monitoring in smart buildings using hybrid intelligent decision support systems

    The real time monitoring of environment context aware activities is becoming a standard in the service delivery in a wide range of domains (child and elderly care and supervision, logistics, circulation, and other). The safety of people, goods and premises depends on the prompt reaction to potential hazards identified at an early stage to engage appropriate control actions. This requires capturing real time data to process locally at the device level or communicate to backend systems for real time decision making. This research examines the wireless sensor network and radio frequency identification technology integration in smart homes to support advanced safety systems deployed upstream to safety and emergency response. These systems are based on the use of hybrid intelligent decision support systems configured in a multi-distributed architecture enabled by the wireless communication of detection and tracking data to support intelligent real-time monitoring in smart buildings. This paper introduces first the concept of wireless sensor network and radio frequency identification technology integration showing the various options for the task distribution between radio frequency identification and hybrid intelligent decision support systems. This integration is then illustrated in a multi-distributed system architecture to identify motion and control access in a smart building using a room capacity model for occupancy and evacuation, access rights and a navigation map automatically generated by the system. The solution shown in the case study is based on a virtual layout of the smart building which is implemented using the capabilities of the building information model and hybrid intelligent decision support system.The Saudi High Education Ministry and Brunel University (UK
