Kickoff of offshore wind power in China: playoffs for China wind power development
Year 2010 is the significant year of offshore wind power development in China. The first national offshore wind power project is connected to the grid, and the first round of concession projects marks the strong support from central government. It is foreseeable that offshore wind power capacity in China will expand rapidly in the future, and the understanding pattern of it is crucial for analyzing the overall wind market in China and global offshore wind power development. This paper firstly provides an overview of global offshore wind power development, then in China, including historical installation, potential of resources, demonstration and concession projects, and target of development. Based on this, analysis on current policies related to offshore wind power and their implementation, current wind farm developers and turbine manufacturers of China's offshore wind industry is done. All the previous analysis generates complete evaluation of current status and some issues and trends of China offshore wind power development, based on which some policy recommendations for sustainable development of offshore wind power are made

Financial viability of offshore wind on the Texas Gulf Coast
Offshore wind is already a significant component of the electricity generation mix in Europe, and improvements in technology and cost are enabling increased offshore wind penetration in new markets around the world. Thus far, the US has struggled to materially participate in this industry, with only a single 30 MW offshore project in operation. Navigating a complicated regulatory framework, the lack of a coherent national policy, and facing local opposition, the industry has experienced some spectacular failures in recent years. However, the US now has an opportunity to take advantage of the lessons learned from years of (primarily) European development and combine them with excellent offshore wind resources close to transmission-constrained load centers.
By far the leader of the US onshore wind industry, and with a long history of offshore oil and gas development, Texas has some major advantages when it comes to offshore wind. Wind resources in the Gulf of Mexico are more than adequate for economic production. With shallow depths and relatively calm seas, the Texas Gulf Coast is also well suited to offshore wind construction. These factors, coupled with a pro-development state regulatory scheme and extended jurisdiction over submerged lands, suggest that Texas is an ideal candidate for offshore wind development.
With no currently active projects in the pipeline, this thesis examines the economic viability of offshore wind development on the Texas Gulf Coast at the project level. Using an ideal location and cost data from National Renewable Energy Laboratory (NREL), the Energy Information Administration (EIA), and industry sources, a hypothetical âtest projectâ was developed and evaluated against three cost estimate cases and ten regulatory scenarios. These inputs were fed into a Discounted Cash Flow model to determine potential competitiveness in the Power Purchase Agreement (PPA) market in the ERCOT region.
Results indicate that without significant cost reductions or major changes to either market conditions or federal/state incentive schemes, Texas Gulf Coast offshore wind cannot compete with other forms of onshore renewable generation. With ever-decreasing costs, it is not impossible that offshore wind could become viable at some point in the future, but given current conditions, it is not likely that any projects are on the near-term horizon.Energy and Earth Resource

Wind power development : economics and policies
This study reviews the prospects of wind power at the global level. Existing studies indicate that the earth's wind energy supply potential significantly exceeds global energy demand. Yet, only 1 percent of the global electricity demand is currently derived from wind power despite 40 percent annual growth in wind generating capacity over the past 25 years. More than 98 percent of total current wind power capacity is installed in the developed countries plus China and India. It has been estimated that wind power could supply 7 to 34 percent of global electricity needs by 2050. However, wind power faces a large number of technical, economic, financial, institutional, market, and other barriers. To overcome these barriers, many countries have employed various policy instruments, including capital subsidies, tax incentives, tradable energy certificates, feed-in tariffs, grid access guarantees and mandatory standards. Geospatial multi-criteria analysis for identifying high priority clean energy investment opportunities: A case study on land-use conflict in Bangladesh
Bangladesh is a globally important emerging economy with rapidly increasing energy demand. The Bangladeshi government's primary capacity expansion plan is to install 13.3 GW of new coal by 2021, including the 1.3 GW Rampal coal power plant to be developed in the Sundarbans. Inadequate geospatial and economic information on clean energy investment opportunities are often a significant barrier for policy makers. Our study helps fill this gap by applying a new method to assess energy investment opportunities, with focus on understanding land-use conflicts, particularly important in this context as Bangladesh is constrained on land for agriculture, human settlements, and ecological preservation. By extending a geospatial multi-criteria analysis model (MapRE) we analyze the cost of various renewable energy generation technologies based on resource availability and key siting criteria such as proximity to transmission and exclusion from steep slopes, dense settlements or ecologically sensitive areas. We find there is more utility-scale solar potential than previously estimated, which can be developed at lower costs than coal power and with minimal cropland tradeoff. We also find significant potential for decentralized roof-top solar in commercial and residential areas. Even with a conservative land use program that reserves maximum land for agriculture and human settlement, there is more renewable energy capacity than needed to support Bangladeshi growth. This study provides critical and timely information for capacity expansion planning in South Asia and demonstrates the use of geospatial models to support decision-making in data-limited contexts
Wind turbine condition monitoring : technical and commercial challenges.
Deployment of larger scale wind turbine systems, particularly offshore, requires more organized operation and maintenance strategies to ensure systems are safe, profitable and cost-effective. Among existing maintenance strategies, reliability centred maintenance is regarded as best for offshore wind turbines, delivering corrective and proactive (i.e. preventive and predictive) maintenance techniques enabling wind turbines to achieve high availability and low cost of energy. Reliability centred maintenance analysis may demonstrate that an accurate and reliable condition monitoring system is one method to increase availability and decrease the cost of energy from wind. In recent years, efforts have been made to develop efficient and cost-effective condition monitoring techniques for wind turbines. A number of commercial wind turbine monitoring systems are available in the market, most based on existing techniques from other rotating machine industries. Other wind turbine condition monitoring reviews have been published but have not addressed the technical and commercial challenges, in particular, reliability and value for money. The purpose of this paper is to fill this gap and present the wind industry with a detailed analysis of the current practical challenges with existing wind turbine condition monitoring technology
