Where's Wally?:in search of citizen perspectives on the smart city
This paper builds upon an earlier conference publication by the authors, offering contributions based on a systematic literature review and qualitative study. The paper begins by drawing attention to the paucity of âcitizenââmore appropriately, âsituatedââperspectives on what a smart city should and could be. The paper then addresses that absence by detailing a research project that explored how people in London, Manchester, and Glasgow responded to the smart city concept. Participants were asked questions regarding their prior familiarity with the phrase âsmart cityâ, their thoughts relating to what it means for a city to be smart, and what a âtrueâ smart city might mean to them. The paper analyses and offers a synthesis of the responses collected throughout the research with the dominant rhetoric about smart cities, as identified through a recent systematic literature review, thereby providing a critical assessment of the values underlying the smart city. It aims to explore and present some of the expectations that citizens hold for their citiesâ politicians, policy makers, planners, academics, and technology companies. We believe that these perspectives from citizens can be used to inform responsible development, spatially and socially inclusive technologies, and ultimately more resilient cities
Attempts to share information between public sector organisations over time: A case-based exploration of value conflicts
Despite the importance of inter-organisational information sharing (IOIS) in the public sector, such endeavours often fail. Existing research has shown that the values held by collaborating organisations are one important factor affecting these kinds of initiatives. However, research has sought only to a limited extent to address how value conflicts come into play over time. Therefore, this paper aims to explore how conflicting values shape an inter-organisational information-sharing practice in the public sector over time. Using the local/global network framework, we analyse four yearsâ worth of information sharing in an inter-organisational advisory group in the context of Swedish nuclear waste management. We conclude that different value conflicts are emphasised to different extents at different points in time. That is, values do not uniformly affect IOIS activities, and such conflicts over time reduce the set of potential IOIS activities. We also conclude that when IOIS activities are driven by an individual organisationâs values, individual value rational activities may co-exist with a dysfunctional long-term IOIS practice.publishedVersio
A decade of Portuguese research in e-government: Evolution, current standing, and ways forward
In this paper, we present an investigation of the Portuguese research on e-government. Bibliometric techniques are used to explore all the documents published by researchers affiliated to Portuguese institutions from 2005 to 2014 and listed in the ScopusŸ database. Research production, impact, source types, language used, subject areas, topics, scopes, methods, authors, institutions, networks, and international cooperation are analysed and discussed. We conclude that so that Portuguese research on e-government can evolve, more researchers should be involved, international cooperation should be developed, and more attention should be given to the study of the reasons behind the very good results of the country in the provision of e-government services, as measured by the international rankings. By establishing the evolution and current standing of e-government research in Portugal and exploring the ways forward, our conclusions may prove useful to e-government researchers, research managers, and research policy makers. © Copyright 2016 Inderscience Enterprises Ltd
A review of the literature on cross-functional integration (2010-2020):Trends and recommendations
Purpose: Structural and technological changes are driving functional reorganization in many organizations. To date, there are very few articles that explicitly, consistently and cumulatively focus on cross-functional integration. This paper aims to review and explore the literature that does directly address cross-functional integration. Design/methodology/approach: The authors conducted a literature review within the general management domain for the time frame 2010 to 2020 and identified 71 relevant articles that provide an overview of current practices and trends. Findings: This conceptual paper reviews this identified literature and outlines key trends, noteworthy articles and a summary of relevant theories, and provides an overview of outcomes linked to cross-functional integration in the literature. The paper concludes with a set of recommendations for practitioners and an outline of potential research areas for academic researchers, including a call for more theory integration, building and testing in the area of cross-functionality. Originality/value: This paper is the first of its kind to attempt to summarize the literature on cross-functionality (published between 2010 and 2020), a currently very fragmented field of study spread out across different management disciplines

Gulf Cooperation Council countries and urbanisation:Are Open Government Data portals helping?
Today, the concepts of the smart city and smart government are well established, and have become key in dealing with the challenges faced by rapidly increasing urbanisation across the world. One of the many ways in which smart cities and government can help meet these challenges is by empowering citizens to take more and better control of their own decisions, by giving them access to open (i.e., public and unrestricted) data via online portals. These portals can enable citizens and professionals to make more informed decisions across a wide variety of areas, from health and traffic issues to developing new businesses. They can also encourage citizens to become more involved in the making of more effective social policy. Open data is increasingly seen as a key enabler in designing and implementing knowledge-based solutions for more sustainable urban development. For these reasons, as well as others, OGD (Open Government Data) portals are already being implemented in many countries. However, if smart cities are to maximise their potential, OGD portals must be understood, accepted andâcruciallyâused by the public. The extent to which this is the case is not clear, as there have been few studies that have specifically examined the impact of open data in a smart city context. This is particularly true in the GCC (Gulf Cooperation Council) countries. This research uses a mixed methods (questionnaires and interviews) approach to examine this issue by carrying out a comparative study of the use of portals across the region and, therefore, whether these countries are making optimum use of open data. An existing evaluation framework was used with a group of evaluators representing professional users who are not experienced in using data portals. The findings of the research suggest that these countries are not yet realising the full potential of their portals, and more effective support for the transition to smart cities could be achieved with fuller and better cross-national cooperation

Dg.o 2022 is fully online and enables to connect to scholars and practitioners around the globe and facilitate global conversations and exchanges via the use of digital technologies. The role of internal stakeholders and influencing factors during the phases of e-government initiative implementation
This thesis was submitted for the degree of Doctor of Philosophy and was awarded by Brunel UniversityGovernments around the globe were actively implementing e-government initiatives in the past two decades. However, the majority of e-government initiatives fail in achieving their objectives before, during or after implementation. This study is addressing the problem, e-government initiatives are still more failure than success. Literature indicates differing models that analyse various stages, stakeholders and factors influencing e-government implementation in the public sector. Yet, these models do not explore in particular the important roles and responsibilities of internal stakeholders and influencing factors during different phases of the implementation cycle of the e-government initiative. There is a need for a framework that guides the e-government initiative implementation internally. To achieve the aim of this research, this study should empirically investigate "managing e-government initiative implementation." Consequently, this thesis results in research that contributes towards successful e-government initiative implementation based on empirical data derived from three case studies. The practical parts of the research are three case studies on e-government initiative implementation, which are analysed using an interpretive and qualitative research approach. Besides document analysis and observation, interview was the main method to collect empirical data for this study. For an accurate result, only managers and above level are selected and interviewed. The study examines the proposed framework in three government organizations in the State of Kuwait by using a qualitative, interpretive, multiple case study research strategy.
As a result, this thesis is proposing a framework that can be used to enhance the implementation process of e-government initiative throughout the different phases of the implementation cycle, and contributes to the body of knowledge by extending the literature. The stakeholders, factors and implementation phases are mapped together to ease understanding the implementation process of e-government initiative implementation across the public organizations.
The study concludes by identifying internal stakeholders, factors, and providing a holistic framework for e-government initiative implementation. The findings of this research are useful for internal stakeholders in the field, as it enables them to gain a better understanding of their own roles and responsibilities. Moreover, researchers in similar fields may find this work useful as a way to approach the study of e-government initiative implementation
