    Environmentally sustainable practices at UK airports

    In response to growing concerns about rising energy bills, long-term energy security and the environmental impacts of greenhouse gas emissions, airport operators worldwide are increasingly implementing new sustainable practices to help reduce costs, increase efficiency and reduce their environmental impacts. These initiatives include the installation of on-site wind turbines, biomass plants, and ‘smart' heating and lighting systems as well as other ‘green' initiatives including rainwater harvesting initiatives, improved recycling facilities and financial incentives to encourage staff to travel to work by modes other than the private car. Drawing on specific examples, this paper examines the ways in which UK airports have responded to the challenge of reducing the environmental impacts of operations for which they are directly responsible by implementing green and sustainable energy and working practices. The paper concludes by discussing the importance of sustainable airport practices in light of future growth in key emerging aviation markets

    This paper aims to contribute to understanding of how organizations respond to risk and uncertainty by combining and balancing routines and innovation. It shows how approaches to risk and uncertainty are shaped by the contractual framework in large multi-party projects. The paper addresses a gap in the literature on how risk and uncertainty is managed to deliver innovation in large-scale ‘megaprojects’. These megaprojects are notorious for high rates of failure that conventionally evoke organizational strategies avoiding risks and uncertainties. Yet strategies for managing risk and uncertainty are essential to the routines and innovation that overcome the challenges of successfully delivering large-scale, complex projects.

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    Operational risk management and new computational needs in banks

    Basel II banking regulation introduces new needs for computational schemes. They involve both optimal stochastic control, and large scale simulations of decision processes of preventing low-frequency high loss-impact events. This paper will first state the problem and present its parameters. It then spells out the equations that represent a rational risk management behavior and link together the variables: Levy processes are used to model operational risk losses, where calibration by historical loss databases is possible ; where it is not the case, qualitative variables such as quality of business environment and internal controls can provide both costs-side and profits-side impacts. Among other control variables are business growth rate, and efficiency of risk mitigation. The economic value of a policy is maximized by resolving the resulting Hamilton-Jacobi-Bellman type equation. Computational complexity arises from embedded interactions between 3 levels: * Programming global optimal dynamic expenditures budget in Basel II context, * Arbitraging between the cost of risk-reduction policies (as measured by organizational qualitative scorecards and insurance buying) and the impact of incurred losses themselves. This implies modeling the efficiency of the process through which forward-looking measures of threats minimization, can actually reduce stochastic losses, * And optimal allocation according to profitability across subsidiaries and business lines. The paper next reviews the different types of approaches that can be envisaged in deriving a sound budgetary policy solution for operational risk management, based on this HJB equation. It is argued that while this complex, high dimensional problem can be resolved by taking some usual simplifications (Galerkin approach, imposing Merton form solutions, viscosity approach, ad hoc utility functions that provide closed form solutions, etc.) , the main interest of this model lies in exploring the scenarios in an adaptive learning framework ( MDP, partially observed MDP, Q-learning, neuro-dynamic programming, greedy algorithm, etc.). This makes more sense from a management point of view, and solutions are more easily communicated to, and accepted by, the operational level staff in banks through the explicit scenarios that can be derived. This kind of approach combines different computational techniques such as POMDP, stochastic control theory and learning algorithms under uncertainty and incomplete information. The paper concludes by presenting the benefits of such a consistent computational approach to managing budgets, as opposed to a policy of operational risk management made up from disconnected expenditures. Such consistency satisfies the qualifying criteria for banks to apply for the AMA (Advanced Measurement Approach) that will allow large economies of regulatory capital charge under Basel II Accord.REGULAR - Operational risk management, HJB equation, Levy processes, budget optimization, capital allocation

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region

    Potential Terrorist Uses of Highway-Borne Hazardous Materials, MTI Report 09-03

    The Department of Homeland Security (DHS) has requested that the Mineta Transportation Institutes National Transportation Security Center of Excellence (MTI NTSCOE) provide any research it has or insights it can provide on the security risks created by the highway transportation of hazardous materials. This request was submitted to MTI/NSTC as a National Transportation Security Center of Excellence. In response, MTI/NTSC reviewed and revised research performed in 2007 and 2008 and assembled a small team of terrorism and emergency-response experts, led by Center Director Brian Michael Jenkins, to report on the risks of terrorists using highway shipments of flammable liquids (e.g., gasoline tankers) to cause casualties anywhere, and ways to reduce those risks. This report has been provided to DHS. The teams first focus was on surface transportation targets, including highway infrastructure, and also public transportation stations. As a full understanding of these materials, and their use against various targets became revealed, the team shifted with urgency to the far more plentiful targets outside of surface transportation where people gather and can be killed or injured. However, the team is concerned to return to the top of the use of these materials against public transit stations and recommends it as a separate subject for urgent research
