SUSTAINABLE DEVELOPMENT OF THE BALTIC STATES (1991 – 2010)

The problems of transfer of the microeconomic decisions taken by the International banks at the level of macroeconomics of the Baltic States and problems of the economic policies forming are considered. The threats of such transfer for the economic and political system of the Baltic States are investigated. It has been shown that in the transformable economics a leading role is played by the psychoeconomic and psychopolitical factors. A factor of a “responsible feedback” in forming of the economical and social provisions of programmes of the political parties is analyzed.sustainable development, microeconomic decision, macroeconomics, crisis, market economy.

Сучасні зміни клімату Луганської області

Досліджено зміни кліматичних умов у Луганській області в період 1991–2010 рр. відносно стандартного кліматичного періоду 1961–1990 рр. Проаналізовано зміни річних і місячних температур повітря й кількості опадів та їх просторовий розподіл. Детально розглянуто сучасні зміни кліматичних індексів у Луганську, зокрема індексів спеки, холоду, зволоження та посушливості разом з комбінованими індексами, запропонованими групою експертів з European Climate Assessment&Dataset.Исследованы изменения климатических условий в Луганской области в период 1991–2010 гг. относительно стандартного климатического периода 1961–1990 гг. Проанализированы изменения годовых и месячных температур воздуха и количества осадков, а также их пространственное распределение в области. Детально рассмотрены современные изменения климатических индексов в Луганске, в частности, индексов жары, мороза, увлажнения и засушливости вместе с комбинированными индексами, предложенными группой экспертов European Climate Assessment&Dataset.Changes of the Luhansk region climate in 1991–2010 relative to standard climate period 1961–1990 are analyzed. Annual and monthly air temperature and precipitation with their spatial distribution over the region are presented. The influence of vegetation, fire spread and fire behaviour on biomass burning and trace gas emissions: results from a process-based model.

A process-based fire regime model (SPITFIRE) has been developed, coupled with ecosystem dynamics in the LPJ Dynamic Global Vegetation Model, and used to explore fire regimes and the current impact of fire on the terrestrial carbon cycle and associated emissions of trace atmospheric constituents. The model estimates an average release of 2.24 Pg C yr−1 as CO2 from biomass burning during the 1980s and 1990s. Comparison with observed active fire counts shows that the model reproduces where fire occurs and can mimic broad geographic patterns in the peak fire season, although the predicted peak is 1–2 months late in some regions. Modelled fire season length is generally overestimated by about one month, but shows a realistic pattern of differences among biomes. Comparisons with remotely sensed burnt-area products indicate that the model reproduces broad geographic patterns of annual fractional burnt area over most regions, including the boreal forest, although interannual variability in the boreal zone is underestimated

Стаття про аналіз організації навчального процесу в школах з 2-3 мовами навчання в контексті диференціації середньої освіти в умовах незалежної України (1991-2010). Встановлено, що протягом навчального періоду була відновлена ​​освітня система національних меншин і в ході реалізації державної політики було оголошено просвіта національних меншин про рівність придбання знань, навичок, забезпеченні вільного розвитку національних мов та культур.Статья об анализе организации учебного процесса в школах с 2-3 языками обучения в контексте дифференциации среднего образования в условиях независимой Украины (1991-2010). Ministerial turnover in the German Länder (1991-2010)

This article examines ministerial turnover in the cabinets of the German Länder by analyzing the determinants of the length of ministerial tenure in the respective governments. The analysis draws on a newly compiled dataset that comprises all cabinets of the sixteen German Länder from 1991 to 2010. Survival analysis shows that aggregate factors describing the (institutional) political setting, such as the type of government (coalition), as well as the parliamentary strength of the government parties influence the hazard for ministerial turnover, while the ideological distance between coalition partners does not show a significant effect. In addition, several individual characteristics of the ministers are of relevance. For example, regional rootedness increases the time period in office. Other socio-demographic characteristics such as gender or holding a PhD do not have any effect.Dieser Artikel untersucht wie lange Länderminister in Deutschland im Kabinett vertreten sind und insbesondere welche Faktoren diese Dauer erklären können. Dabei stehen der individuelle Minister und dessen Verweildauer im Kabinett im Fokus der Analyse. Die durchgeführte statistische Survival-Analyse gründet sich auf einen neu erstellten Datensatz, der sämtliche Kabinette der 16 Länder zwischen 1991 und 2010 enthält. Es zeigt sich, dass sowohl Aggregatfaktoren, die die politisch-institutionelle Arena charakterisieren, wie z. B. die Art der Regierung(skoalition), als auch die parlamentarische Stärke der Koalitionspartei(en) die Wahrscheinlichkeit für einen Wechsel des Ministers erhöhen. Daneben spielen aber auch einige den Minister selbst beschreibende biographische Faktoren eine Rolle. Regional in dem betreffenden Bundesland verwurzelt zu sein erhöht beispielsweise die Dauer im Amt. Penentuan Jadwal Tanam Padi Berdasarkan Skenario Representative Concentration Pathways (RCP) 4.5 periode 2021-2040

Bali merupakan daerah beriklim tropis yang juga rentan terhadap dampak perubahan iklim. Perubahan iklim menyebabkan kemarau panjang sehingga banyak sawah di Provinsi Bali mengalami kekurangan air dan gagal panen. Upaya adaptasi dan mitigasi jangka panjang terhadap perubahan iklim diperlukan untuk mencegah dampak negatif tersebut. Salah satu upaya pencegahan dengan membuat informasi mengenai ketersediaan air tanah bagi tanaman serta memberikan gambaran jadwal tanam yang sesuai dengan kondisi iklim di masa yang akan datang. Representative Concentration Pathways (RCP) 4.5 merupakan skenario yang menggambarkan perubahan iklim di masa mendatang. Tujuan dalam penelitian ini untuk mengetahui perubahan jadwal tanam padi Provinsi Bali berdasarkan skenario RCP 4.5 dengan model MIROC 5. Data model yang digunakan berisi data parameter suhu udara dan curah hujan periode 2006-2040. Data observasi yang digunakan adalah data curah hujan dan suhu udara periode 1991-2010 serta data ketinggian. Hasil penelitian menunjukkan bahwa di wilayah Bali bagian tengah, pada periode proyeksi 2021-2030 terjadi peningkatan ketersediaan air tanah sehingga jadwal tanam dimulai lebih awal dari periode 1991-2010 yaitu dari Oktober menjadi September. Sedangkan pada periode proyeksi 2031-2040, tingkat ketersediaan air tanah hampir sama dengan periode 1991-2010, sehingga jadwal tanam pertama kembali dimulai pada bulan Oktobe
