论我国环境资源法的体系

关于我国环境资源法的体系 ,目前学术界尚无定论 ,实际上 ,社会主义市场经济体制下的环境资源法体系尚未完全建立。如何构建我国环境资源法体系是一个热点问题 ,本文试图从我国目前的环境与资源法现状、环境资源法学术理论发展的角度 ,并借鉴国外的环境法的体系 ,构建我国环境资源法的体系 ,我国环境资源法的体系主要由环境资源基本法、环境污染及公害防治法、自然资源法、生态环境保护法、涉外环境资源法五大部分构成

可持续发展战略与我国环境资源立法的完善

Study on the Legal Construction of Ecological Environmental Protection in Tibetan Mining Area

环境与资源的议题，历来是人类社会长期关注的焦点。矿产资源的开发像支锋利的长矛，拉动经济效益的同时对生态环境造成了致命的污染和破坏。西藏作为我国的矿产资源大省和重要的生态安全屏障区，其生态环境的脆弱性决定了该地区矿区生态环境保护的迫切性与必要性。20世纪末开始，我国在探索生态环境保护的法律路径上取得了突破性的进展，陆续出台相关法律文件以遏制生态环境的持续恶化。但是由于立法笼统分散、执法僵化被动、司法停滞不前等各种原因，导致西藏矿区生态环境保护成效不明显且举步艰难。为进一步完善西藏矿区的生态环境保护法制建设，本文将通过分析西藏矿区生态环境保护法制现状的不足，借鉴美国、澳大利亚、加拿大等发达国家的矿...Environmental and resource issues are the common concern in world today. 2010_2016年国际极地研究综合评价分析

极地在气候系统、全球资源和战略中具有重要意义，并且随着人类对它的开发，极地研究也日益成为地球与环境科学领域的核心和热点议题。基于Web of Science 数据库收录的2010 － 2016 年SCI文章，利用文献计量方法，结合国际政策和战略，分析了2010 － 2016 年极地研究的发展格局和变化趋势。结果表明: ( 1) 近年来国际极地研究论文年发文量总体呈持续增长态势，年均增幅为3． 6%。( 2)发达国家及高纬度国家是极地领域的主要研究力量，美国占据绝对优势。( 3) 在SCI 发表的国际极地研究论文来源期刊共计915 种，来自57 个国家，美国期刊占1 /3。( 4) 结合欧盟极地研究优先领域和文献计量方法得出，极地研究未来新的发展方向侧重于人文及社会因素，重点提倡人类对极地的影响以及新技术应用。建议我国科研人员密切关注国际极地研究的发展态势和进展，鼓励海洋学、气象学、地质学、环境生态学、生物学、社会学和政治学等领域专家有计划地开展极地研究，为我国赢取极地研究国际发言权和参与度。</p
