Uveden je příklad hodnocení kvality správy České republiky, jehož východiskem je projekt Světové banky – Governance Matters. Hodnoceny jsou: kvalita demokracie, politická stabilita, efektivita vlády, kvalita regulace, kvalita práva a kontrola korupce.The article focuses on possibillities of evaluation and measurement of corruption. The text stems from the theoretical framework of new institutional economics. Is mentioned the example of evaluation of institutional quality of the Czech Republic by which means is presented the schneme of the World Bank – Governance Matters. Evaluated are following characteristics: voice and accountability, political stability, government effectiveness, regulatory quality, rule of law and control of corruption

    Transformační změny, které v českém školství v současnosti probíhají, jsou často spojovány s pojmem kvalita. Obvykle jsou používána slovní spojení, jako je kvalita vzdělávání, kvalita školy, kvalita kurikula, kvalita výuky aj. Hovoří se také o kvalitě jednotlivých vzdělávacích oborů, přičemž z logiky věci vyplývá, že cílem reforem má být pozitivní ovlivnění kvality vzdělávání v těchto oborech. Kvalita vzdělávání je ale problematikou teoreticky málo propracovanou a výzkumně obtížně uchopitelnou. V předloženém textu se proto pokoušíme nastínit některé pohledy na hodnocení kvality vzdělávání, a to v kontextu oborových specifik tělesné výchovy. Uvádíme faktory, které ovlivňují kvalitu vzdělávání, a upozorňujeme, k jakým změnám dochází při různých koncepčních liniích tělesné výchovy plynoucích z odlišných hodnotových východisek. Na základě modelu kvality vzdělávání v tělesné výchově, který koncipovali Egger et al. (2002), i na základě vlastních výzkumných výsledků se snažíme identifikovat faktory kvality vzdělávání v tělesné výchově, které jsou dle našeho názoru stěžejními pro plánované revize projektovaného kurikula tělesné výchovy.The current transformations in the Czech educational system are often associated with the term quality. There are different collocations used such as quality of education, quality of school, quality of curricula, quality of instruction etc. It is talked about the quality of a particular school subject and logically, the aim of the reforming process is to raise the quality in these educational subjects. However the quality in education as a scientific issue is not thoroughly elaborated from the theoretical point of view. Thus in the paper we present some perspectives on the evaluation of the educational quality in the context of physical education. We introduce some factors influencing the quality of education and we point out the changes resulting from applying different physical education conceptions and life values. Based on the quality of education model designed by Egger et al. (2002) and based on the research conducted by the authors of the article we try to identify the factors of the quality of physical education which we consider to be crucial for the planed revisions of the projected physical education curricula

    Possibilities of using graphical and numerical tools in the exposition of process capability assessment techniques

    Purpose: The paper focuses on how the problem of process capability assessment can be handled when taught, using convenient numerical and graphical means. The contents of the paper results from the authors' own academic and practical experience, which suggested that many important steps are overlooked in the process of selecting and using capability indices. Methodology/Approach: Selected problems in capability assessment are illustrated with suitable examples and graphs. Findings: The authors' experience is reflected in the paper, aiming to emphasize what matters and how, and what does not. Also, a new capability index is introduced. Research Limitation/implication: The style in which the problems are analysed may serve as a guide for further studies in the field and capability index applications. Originality/Value of paper: The paper also contains, aside from specific examples, some more advanced techniques, and is therefore accompanied by software readouts, since computer support is required in such cases.     Organizational excellence: approaches, models and their use at Czech organizations

    Purpose: The paper brings a set of original information related to analysis and description of the current state in the area of excellence models implementation in Czech organisations. It defines these terms, analyses results of special research in Czech organisations and proposes a comprehensive and generic framework how to achieve the organisational excellence. The principal goal of this paper is to present the main possibilities, benefits, limitations and risks related to the practical use of excellence models in Czech organisations. Methodology/Approach: Brainstorming conferences, field research and relevant data analysis, seminars with quality professionals and other managers, comparative literature analysis and interviews were used to reach the principal goal. Findings: The organisational excellence concept is now widely discussed and implemented throughout the world. Unlike, the real situation in most Czech organizations is rather else. Level of knowledge and overall people awareness related to this concept and various excellence models is very low. This finding supports the assumption that is necessary to change company culture towards never-ending excellence effort in Czech organisations by way of systematic knowledge (including best practices) sharing among all levels of organizations staff. Research Limitation/implication: Special research activities focused on analysis and description of current state in area of excellence models implementation, which was performed on a sample of 321 Czech organisations (with more than 20% response rate). Such level of response rate was seriously influenced by the fact that practical use of various excellence models in Czech organisations is rather limited in present days. However, we can suppose the obtained results should be valid or interesting also for another organization, not only in the Czech Republic. Originality/Value of paper: The paper brings an original set of information from special market research as well as the development of a creative and generic framework of the organisational excellence tailored to Czech organisations.     The new EFQM model: What is really new and could be considered as a suitable tool with respect to Quality 4.0 concept?

    Purpose: The paper offers a set of original information based on critical analysis of description two last versions of excellence models presented by the European Organisation for Quality Management (EFQM). The principle goal is to present the main advantages and weaknesses of the latest version of The EFQM Model, especially from a practical point of view with respect to a Quality 4.0 era. Methodology/Approach: Comparative analysis of two relevant documents (EFQM, 2012; EFQM, 2019a) was used as a key method. Discussions with 18 quality professionals from Czech production organisations served as a complementary approach. Findings: The basic structure of a new model was completely changed. But the description of certain recommendations by way of guidance points are superficial and confusing. It lays stress on the necessity to transform organisations for the future as well as on comprehensive feedback from key stakeholders. Research Limitation/implication: The latest version of The EFQM Model was published in November 2019, and general knowledge related to this version is naturally limited. Published studies or publicly available experience completely absent. That is why a more in-depth literature review focused on the latest version of The EFQM Model could not be included in this text. Originality/Value of paper: The paper brings an original set of information that was not published yet before. The value of this set should be examined not only from theoretical but primarily from a practical viewpoint.Web of Science241281

    Adequacy, suitability, effectiveness and efficiency of quality management systems: How to perceive and assess them?

    Purpose: The paper brings set of original information related to the ISO 9001: 2015 standard's requirements focused on assessment and review of quality management systems adequacy, suitability and effectiveness. Methodology/Approach: Brainstorming, field research, seminars, comparative literature analysis, interviews and design review were used. Findings: According to the ISO 9001: 2015 the quality management systems adequacy, suitability and effectiveness must be assessed and reviewed, in spite of the terms adequacy and suitability are not defined at the ISO 9000: 2015 standard at all. Also literature review has discovered serious absentation in this area of interest. Additionally: the most of organizations managers (including quality professionals) do not understand these features of the modern quality management systems. Research Limitation/implication: Special research activities focused on perception and practical using the quality management systems adequacy, suitability and effectiveness assessment and review was performed on sample of 172 Czech organizations (with 30 % response rate). A hypotheses described by Fig. 1 below cannot be confirmed as relevant data are unobtainable from Czech organizations at present.     Are creative cities good places for creative people? notes on the social conditions for cultural production in contemporary economy

    Purpose: This paper discusses the social conditions for cultural production in contemporary cities, in the context of a globalized economy, with rising importance of the integration of cognitive, symbolic and emotional elements into tradable products and services. Although the agglomeration dynamics of creative activities in urban contexts and the social or spatial inequalities related to processes of urban reorganization in Post-Fordist societies have been analysed in the last years, the interrelations between these aspects still lack adequate investigation and empirical analysis. Methodology/Approach: By synthetizing diverse theoretical contributions related to different levels and interactions arising from creative activities, their transformations into tradable products (commodification) and some of their spatial implications in the urban context (agglomeration, externalities, identity, place branding and gentrification), the article emphasizes the different benefits obtained by the agents involved in this process, potentially contributing for increasing social conflicts and to a process of cultural homogenization with negative implications on the uniqueness and authenticity of places. Findings: Benefits arising from the externalities generated by the agglomeration of cultural production and creative activities can be framed within the "Common Pool of Resources" approach, suggesting that a more balanced share of the benefits can be obtained by means of participatory processes for city planning and development. Research Limitation/implication:The paper is based on a conceptual approach and further empirical research can be useful in order to test the formulations proposed. Originality/Value of paper: This analysis leads to the identification of different questions for further research, by combining quantitative analysis for the measurement of cultural and creative externalities and modelling processes for the distribution of benefits arising from cultural production, with qualitative analysis related to participatory processes of urban planning and monitoring

    Shainin methodology: An alternative or an effective complement to Six Sigma?

    Purpose: The purpose of this paper is to provide a brief overview of Six Sigma and Shainin RedX (R) methodology and to propose the modification of Six Sigma methodology in order to achieve the improved efficiency of DMAIC in the diagnostic journey using some of the approaches of Shainin RedX (R) methodology. Methodology/Approach: The diagnostic journey of Six Sigma has been revised by bringing key elements of Shainin RedX (R) methodology into DMAIC: task domain character of the method, focus on the dominant root-cause, use of the progressive elimination method and the application of a problem-solving strategy. Findings: This paper presents a proposal of DMAIC framework modification using selected tools and procedures of Shainin RedX (R) methodology in the diagnostic phase. Research Limitation/implication: Although the improved methodology is used in the environment of the automotive supplier, in this paper, practical examples are not included in order not to violate the licensing rules applied by Shainin LLC.     APSS - Software support for decision making in statistical process control

    DOI nefunkční (7.1.2019)Purpose: SPC can be defined as the problem solving process incorporating many separate decisions including selection of the control chart based on the verification of the data presumptions. There is no professional statistical software which enables to make such decisions in a complex way. Methodology/Approach: There are many excellent professional statistical programs but without complex methodology for selection of the best control chart. Proposed program in Excel APSS (Analysis of the Process Statistical Stability) solves this problem and also offers additional learning functions. Findings: The created SW enables to link altogether separate functions of selected professional statistical programs (data presumption verification, control charts construction and interpretation) and supports active learning in this field. Research Limitation/implication: The proposed SW can be applied to control charts covered by SW Statgraphics Centurion and Minitab. But there is no problem to modify it for other professional statistical SW. Originality/Value of paper: The paper prezents the original SW created in the frame of the research activities at the Department of Quality Management of FMT, VSB-TUO, Czech Republic. SW enables to link altogether separate functions of the professional statistical SW needed for the complex realization of statitical process control and it is very strong tool for the active learning of statistical process control tasks.Web of Science223261

    Process capability and data contamination

    DOI nefunkční (4.5.2018)Purpose: The paper centres on process capability and its relation to data contamination. Process capability may be distorted due to imprecise data. The paper analyses to what extent capability changes reflect problems in data so that the changes can be attributed to data sampling rather than the true performance of the process. This is important because it is usually much simpler to increase the precision of data sampling than the process itself. Methodology/Approach: The paper has two major parts. In part one, effect of data contamination on the observed process characteristic is analysed. The effect is analysed using data obtained from simulated random drawings and the chi-squared test. In the other part, reaction of capability to data contamination is observed. The capability is measured by a univariate capability index. Findings: Regarding the sensitivity of the index to contamination, it is different depending on the capability before the contamination. This leads to conclusions about when the company using the index should focus more on the way the data is measured, and when it should focus more on improving the process in question. The analysis shows that if the company is used to high levels of capability and records its drop, it is worth analysing its measurement system first, as the index is at higher levels more sensitive to data contamination. Research Limitation/implication: The study concerns a single univariate index, and the contamination is modelled with only several probability distributions. Originality/Value of paper: The findings are not difficult to detect, but are not known in practice where companies do not realize that problems with their process capability may sometimes lie in the data they use and not in the process itself.Web of Science213615
