One Method of Solution of an Optimum Investment Portfolio Problem for Risky Assets
The problem for choice of an optimum investment portfolio is considered. The square-law form of risk is presented as two-multiple convolution of ковариантного tensor of the covariance matrix and kontravariant vector of weights. By means of reduction of covariance matrix to the diagonal form, the problem by definition of optimum structure of a portfolio is solved: simple expressions for a minimum of risk and optimum distribution of the weights providing this minimum are received.tensor, convolution, invariants, risky assets, portfolio, covariance matrix, kontravariant vector, optimum structural potentials, relative optimum structural potentials
An iterative approach for lexicon characterization in juridical context
In the juridical context, knowledge management applications have a central role. In order to improve the effectiveness of document management procedures, techniques for automatic comprehension of textual content are required. In this work, a methodology for semi-automatic derivation of knowledge from document collections is proposed. In order to extract relevant information from document text, a process integrating both statistical and lexical approaches is applied. Moreover, we propose a system for the evaluation of the extracted peculiar lexicon quality. The system is used for the processing of heterogeneous documents corpus issued by Italy’s juridical domain
Local e-government information and service delivery
In this article we present a survey of the websites of 239 Portuguese municipalities. General characteristics of the web sites, available information and online delivery of services were observed. The study was conducted between February and May, 2010. Considering the results, we conclude that, despite the investments made in the past decade, local e-government in Portugal still exhibits medium level development in what relates information dissemination and remains substantially underdeveloped concerning online service delivery. We argue that a cultural breakthrough is needed in order to take full advantage of new technologies in government-to-citizen interactions at the local level in Portugal. © 2011 AISTI
La misura della smartness per una citt\ue0 meridionale: tempi, spazi ed energie della quotidianit\ue0 urbana come contenuti up-to-date dell\u2019urbanistica
Il concetto, ormai pervasivo di smartness urbana conduce spesso ad una visione della citt\ue0 ipertecnologica.
Troppo frequentemente le discipline dell\u2019urbanistica e della pianificazione territoriale vengono ridotte a comprimarie rispetto ad una visione orizzontale, di tipo social o wiki, che fa smarrire il senso della visione di comunit\ue0 in quanto le citt\ue0 sembrano capaci di autogovernarsi.
Il contributo mira, attraverso alcune sperimentazioni in corso su Palermo, a dimostrare come la citt\ue0 dell\u2019informazione possa essere progettata attraverso l\u2019uso delle tecnologie e che la citt\ue0 digitale non \ue8 un non-luogo, ma l\u2019ennesimo luogo urbano, in cui l\u2019interazione della comunit\ue0 si realizza.
Per potere risolvere questa incoerenza tra citt\ue0 intelligente e citt\ue0 creativa, il paper mostra i risultati di alcune sperimentazioni operative del progetto PON R&C \u201cI-NEXT\u201d (Smart communities) e del suo \u201cSmart Planning Lab\u201d relative alla interazione del tempo circadiano e dei cicli dell\u2019energia urbana con la localizzazione delle funzioni urbane e del miglioramento della qualit\ue0 della vita nelle future citt\ue0 \u201csmart\u201d del mediterraneo
Towards measuring the complexity of introducing semantics into a company
The Semantics Difficulty Model (SDM) is a model that measures the difficult of introducing semantics technology into a company. SDM manages three descriptions of stages, which we will refer to as ?snapshots?: a company semantic snapshot, data snapshot and semantic application snapshot. Understanding a priory the complexity of introducing semantics into a company is important because it allows the organization to take early decisions, thus saving time and money, mitigating risks and improving innovation, time to market and productivity. SDM works by measuring the distance between each initial snapshot and its reference models (the company semantic snapshots reference model, data snapshots reference model, and the semantic application snapshots reference model) with Euclidian distances. The difficulty level will be "not at all difficult" when the distance is small, and becomes "extremely difficult" when the the distance is large. SDM has been tested experimentally with 2000 simulated companies with arrangements and several initial stages. The output is measured by five linguistic values: "not at all difficult, slightly difficult, averagely difficult, very difficult and extremely difficult". As the preliminary results of our SDM simulation model indicate, transforming a search application into integrated data from different sources with semantics is a "slightly difficult", in contrast with data and opinion extraction applications for which it is "very difficult"

Abstract At the close of the 20th century, information and communication technology (ICT) has proven to be the most sophisticated. ICT is a new technology with potensial to change the way to learn, for example internet-based learning and interactive multimedia instruction. This new technology brings together a range of fields and requires the competence of professionals from those fields. Using the internet-based learning and interactive multimedia instruction as learning delivery platform enables materials to be independent of application software and computer type. By using the internet-based learning and interactive multimedia instruction as learning system the designer can consider the diversity of the learners in term of their experience, skill, reading level, overall ability and attitude by offering different explanation, remediations of various kinds and the opportunity to proceed at their own pace. Based on the result of meta-analyses concludes ICT has had positive effects on student learning. So STPP Magelang can be developing internet-based learning and interactive multimedia instruction for increase standard competence of graduate. Development for Vocational Teachers' Professionalism
Within the last five years, the development of vocational teachers' professionalism has obtained significant
attention from the government. With the policy of Ministry of National Education, it has been implemented in
various programs, including the teacher certification program, recognition of prior learning, educational with
minor authority and others. Through the teacher certification program, it is expected that in 2014 2.6 millions
teachers will have been certified. This target seems too ambitious, considering that up to 2010, the total number
of teachers having been certified is only 743,070 (28.5%).
Developing vocasional teachers' professionalism constitutes a systematic process to develop their competencies
concerning their knowledge and skills, with the aim to improve the teachers' performance by means of
supervising, training, and education. Developing the vocational teachers' professionalism supported by the
information and communication technology (ICT) will be able to reach the teacher community in more diverse
spectrum of geographic, educational level, and teaching experience, so that the number of teachers being served
will be much greater.

Se analiza en este trabajo el efecto cognitivo de los medios no sólo como
meros transmisores de información sino también, y gracias a sus sistemas simbólicos,
como mediadores del aprendizaje. Se centra en la informática como medio de
referencia para analizar estos efectos cognitivos para finalizar analizando las repercusiones
de las nuevas y avanzadas tecnologías de la información en este terreno.This work analyzes the media’s cognitive effect not only as simple information
transmitters but, thanks to their symbolic systems, as learning mediators. It revolves
round the informatics as mean of reference to analyze these cognitive effects to finish
analyzing the repercussions of the new and advanced information technologies in
this domain
