КРЕДИТУВАННЯ СІЛЬСЬКОГОСПОДАРСЬКИХ ТОВАРОВИРОБНИКІВ: ЕКОНОМІКО-ПРАВОВІ ПРОБЛЕМИ

In the article the economic and legal problems connected with small and medium-sized commodity producers’ credit have been analyzed. It has been proved that in Ukraine, unlike foreign countries, the mechanism of easing credits remains virtually the only financial instrument aimed at developing credit relations in the agrarian sector of the economy. It is noted that in the mentioned sphere the provisions of the Ukrainian Law «On State Support to Agriculture in Ukraine» are not fully implemented. In particular, the requirements concerning the size of the credit subsidy, the possibility of obtaining compensation for long-term credits and credits received in foreign currency aren’t performed. Taking into account the aforementioned, as well as reducing the amount of financing of the corresponding state program by 4.5 times, the authors have concluded that these legislative requirements are mainly declarative. Thus, ensuring in practice the access to the cheap credit resources for small and medium-sized agricultural producers shall become one of the important tasks of the state agricultural policy.Обосновано, что в Украине, в отличие от зарубежных стран, практически единственным финансовым инструментом, направленным на развитие кредитных отношений в аграрном секторе экономики, является механизм удешевления кредитов. Указано на декларативный и противоречивый характер законодательства в данной сфере, что приводит к невозможности его реализации на практике. Доказано, что обеспечение доступа к дешевым кредитным ресурсам малых и средних сельскохозяйственных товаропроизводителей должно стать одной из важных задач государственной аграрной политики.Обґрунтовано, що в Україні, на відміну від зарубіжних країн, практично єдиним фінансовим інструментом, спрямованим на розвиток кредитних відносин в аграрному секторі економіки, є механізм здешевлення кредитів. Вказано на декларативний і суперечливий характер законодавства в зазначеній сфері, що призводить до неможливості його реалізації на практиці. Доведено, що забезпечення доступу до дешевих кредитних ресурсів малих і середніх сільськогосподарських товаровиробників має стати одним із важливих завдань державної аграрної політики

Social investments as a tool for increasing the social capital of the company

The attention is focused on issues of social capital enterprises as part of the post-Soviet space required to improve management and innovation, sustainable development and economic security. Reveals that social capital reduces turbulence, risk and uncertainty within the company and partially in the environment.Found that at the present stage of social investment of domestic enterprises their investments are more aimed at implementing internal programs that aim to develop their own human capital, resource and needs of employees. The lion's share of them occupy the program "baseline" level of social investment, covering the payment of contributions for compulsory social programs and private health insurance spending to ensure proper working conditions, training and educational programs for employees. However, in post-Soviet countries are still lacking professional business associations with social responsibility.The necessity of strengthening social investment modern enterprises to build social capital, and outlined challenges for the development of the social investment in Ukraine such as the lack of a common awareness of social investments, unsystematic approach to social investment, lack of generally accepted standards of public social reporting companies.In terms of permanent changes in the economy post-Soviet countries there is a need to develop effective methods of evaluating the impact of social investment on the development of social capital in domestic enterprises and finding ways to optimize the management of all components of social capital

Transcriptome Analysis of Sea Lamprey Embryogenesis

The sea lamprey (Petromyzon marinus) has survived throughout evolution for hundreds of millions of years. It is considered an invasive species to the Great Lakes that has caused dramatic changes in the ecosystem for fish communities resulting in the collapse of a fishing industry that was previously valued at billions of dollars. Successful management of the sea lamprey is essential to a sustainable fishing industry and biodiversity. Therefore sea lamprey embryos were studied at various stages of development by growing them in a simulated habitat. RNAs from adult female ovaries and embryos at different time points during embryogenesis were extracted and then subjected to Next Generation Sequencing (NGS). Approximately 14,000 transcripts in total were detected. Data from each stage was analyzed using log2 values to determine significant gene expression levels on FPKM values, which are fragments of transcripts derived from cDNA. Genes with greater than threefold changes from previous adjacent stages, were analyzed using Cytoscape, an open source network program to further verify their functional roles. Genes TGFBR1 (protein kinase), SMAD2 (signal transducer), TRAF6 (signal transducer), PCNA (DNA replication), SLX4 (endonuclease), and PXN (focal adhesion) were selected for their NGS expression levels, GO annotations, and biological function significance. Their NGS expression levels were verified using Real-Time PCR (qPCR). TGFBR1 was up-regulated in the Neurula/Egg and Gall Bladder/Eye Spot stage comparisons. PXN was up-regulated in the Neurula/Egg and Hatching/Head Protrusion comparisons. SMAD2 and TRAF6 were up-regulated in the Melanophore/Hatching, PCNA in the Completion/Gall Bladder, and SLX4 in the Eye Spot/Melanophore comparisons. This transcriptome analysis serves as a starting point for determining vital genes in sea lamprey embryogenesis and controlling the sea lamprey population

Сучасні вимоги та можливості післядипломної освіти України в контексті розвитку освіти дорослих

In the article the definition of influence of modern civilizational transformations on the national system of postgraduate education in the context of development of adult education is carried out. The transformation of modern civilization of mankind on the micro and macro levels, in all its spheres (social, economic, political, etc.) and dimensions, determine the need for the development of tools capable of optimizing the development of personality and society in accordance with these changes. In addition, taking into account the speed of social and economic transformations, one of the fundamentals of this toolkit should be a proactive strategy. The solution to this challenge today relies on adult education. The new type of economic development, inherent in contemporary society, prompts citizens to change their social and professional status repeatedly throughout their lives, constantly study, retrain, and improve their qualifications. This means that information, knowledge, as well as the motivation to continually update them and the skills needed to do this, become a decisive factor in civilization development, efficiency and competitiveness in any activity, and therefore an important factor in the sovereignty and national security of each country. The solution to these tasks in Ukraine relies on the system of postgraduate education.В статті здійснюється визначення впливу цивілізаційних трансформацій сучасності на вітчизняну систему післядипломної освіти в контексті розвитку освіти дорослих. Трансформації сучасної цивілізації людства на мікро та макро рівнях, у всіх її сферах (соціальній, економічній, політичній та ін.) та вимірах обумовлюють необхідність розвитку інструментарію здатного оптимізувати розвиток особистості та соціуму у відповідності до цих змін. Поряд з цим, враховуючи швидкість суспільно-економічних трансформацій, однією із засад цього інструментарію повинна бути випереджувальна стратегія. Вирішення такого завдання сьогодні покладається на освіту дорослих. Новий тип економічного розвитку, притаманний сучасному соціуму, спонукає громадян неодноразово впродовж життя змінювати соціальний і професійний статус, постійно навчатися, перенавчатися, підвищувати кваліфікацію. Це означає, що інформація, знання, а також мотивація щодо їх постійного оновлення й навички, необхідні для цього, стають вирішальним чинником цивілізаційного розвитку, ефективності й конкурентоспроможності в будь-якій діяльності, а отже, важливим чинником суверенітету та національної безпеки кожної країни. Ціннісний критерій кодифікації літературної норми

У статті уточнено зміст лінгвістичних термінів нормування і кодифікація, розкрито специфіку кодифікації сучасної лексичної норми в тлумачних словниках через використання цитацій із художніх та інших текстів, що фіксують зміни лексичної норми як факти історії української літературної мови; визначено диференційні ознаки символічної і прагматичної норми. (The article further defines the meaning of the linguistic terms norm and codification, explains how the current lexical norm is codified in definition dictionaries using quotes from literary works which reflect the changes in the lexical norm as events in the history of the literary language; points out the difference between symbolic and pragmatic norm.
