Heisenberg exchange in magnetic monoxides

The superexchange intertacion in transition-metal oxides, proposed initially by Anderson in 1950, is treated using contemporary tight-binding theory and existing parameters. We find also a direct exchange for nearest-neighbor metal ions, larger by a factor of order five than the superexchange. This direct exchange arises from Vddm coupling, rather than overlap of atomic charge densities, a small overlap exchange contribution which we also estimate. For FeO and CoO there is also an important negative contribution, related to Stoner ferromagnetism, from the partially filled minority-spin band which broadens when ionic spins are aligned. The corresponding J1 and J2 parameters are calculated for MnO, FeO, CoO, and NiO. They give good accounts of the Neel and the Curie-Weiss temperatures, show appropriate trends, and give a reasonable account of their volume dependences. For MnO the predicted value for the magnetic susceptibility at the Neel temperature and the crystal distortion arising from the antiferromagnetic transition were reasonably well given. Application to CuO2 planes in the cuprates gives J=1220oK, compared to an experimental 1500oK, and for LiCrO2 gives J1=4 50oK compared to an experimental 230oK.Comment: 21 pages, 1 figure, submitted to Phys. State and Community Information Sharing and Analysis Organizations

For many years the importance of sharing information on cybersecurity risks, vulnerabilities, and incidents has been understood. Organizations working in isolation are at a disadvantage when facing the types of threats existing in today’s Internet environment. Informal information sharing has been conducted for many years. More formal information sharing organizations were created in response to the 1998 Presidential Decision Directive-63. More recently, Executive Order 13691 called for the creation of information sharing and analysis organizations beyond the critical infrastructures and led to the creation of a standards organization to create standards, guidelines, and other documents to assist in the creation of information sharing organizations. This paper will discuss the history of information sharing in the United States and will explain the potential impact for states and communities. The importance of developing state and community information sharing organizations will be discussed along with the challenges in establishing them

Validity, reliability, acceptability, and utility of the Social Inclusion Questionnaire User Experience (SInQUE): a clinical tool to facilitate social inclusion amongst people with severe mental health problems.

BACKGROUND: Individuals with severe mental health problems are at risk of social exclusion, which may complicate their recovery. Mental health and social care staff have, until now, had no valid or reliable way of assessing their clients' social inclusion. The Social Inclusion Questionnaire User Experience (SInQUE) was developed to address this. It assesses five domains: social integration; productivity; consumption; access to services; and political engagement, in the year prior to first psychiatric admission (T1) and the year prior to interview (T2) from which a total score at each time point can be calculated. AIMS: To establish the validity, reliability, and acceptability of the SInQUE in individuals with a broad range of psychiatric diagnoses receiving care from community mental health services and its utility for mental health staff. METHOD: Participants were 192 mental health service users with psychosis, personality disorder, or common mental disorder (e.g., depression, anxiety) who completed the SInQUE alongside other validated outcome measures. Test-retest reliability was assessed in a sub-sample of 30 participants and inter-rater reliability was assessed in 11 participants. SInQUE ratings of 28 participants were compared with those of a sibling with no experience of mental illness to account for shared socio-cultural factors. Acceptability and utility of the tool were assessed using completion rates and focus groups with staff. RESULTS: The SInQUE demonstrated acceptable convergent validity. The total score and the Social Integration domain score were strongly correlated with quality of life, both in the full sample and in the three diagnostic groups. Discriminant validity and test-retest reliability were established across all domains, although the test-retest reliability on scores for the Service Access and Political Engagement domains prior to first admission to hospital (T1) was lower than other domains. Inter-rater reliability was excellent for all domains at T1 and T2. CONCLUSIONS: The component of the SInQUE that assesses current social inclusion has good psychometric properties and can be recommended for use by mental health staff

The Need for Information Sharing and Analysis Organizations to Combat Attacks on States and Community Public and Private Networks

An ever increasing number of attacks are being reported on various city and state computer systems and networks worldwide. These attacks have resulted in the disruption of city operations or the release of personal information. Cities and states need to protect their systems but frequently plans to do so are lacking and the ability to respond to cybersecurity events is non-existent. This is especially true for smaller communities that do not have the budget to hire full-time security personnel or contract for security services. A critical step that states and communities can take is the establishment of a state or community Information Sharing and Analysis Organization (ISAO). This paper will describe how a state or community can use the creation of an ISAO to jumpstart various aspects of its cybersecurity program, incorporating a number of established programs in a single initiative
