    Institutional Embeddedness of Local Willingness to Pay for Environmental Services: Evidence From Matiguás, Nicaragua

    The concept of Payments for Environmental Services (PES) has gained increasing popularity in the conservation literature as it offers the potential to reconcile opposing social and ecological objectives by paying land owners for the positive environmental externalities they generate on their land. Based on extensive fieldwork in Matiguás, Nicaragua, this paper aims to complement the literature on locally-financed PES schemes in agricultural watersheds. Using both qualitative and quantitative research approaches, it inquires into the under-researched demand-side potential by assessing local willingness to pay (WTP) for water and watershed services in an upstream-downstream setting. Our results show a significant WTP for improved water services and a clear local consciousness about upstream-downstream interdependencies, suggesting potential for a ‘Coasean’ water-related PES scheme. Contrary to expectations, the feasibility of such a locally-financed PES system is however undermined by prevailing local perceptions of agricultural externalities and entitlements, questioning the fairness of such payments. Also low levels of mutual trust seem to undermine the credibility of the PES framework. The viability and acceptance of locally-financed PES mechanisms will thus also depend on the prior social production of cognitive synergies and improved collective action.Payments for Environmental Services; Watershed; Willingness to pay; Fairness; Externalities; Institutions

    The Potential and Limitations of Markets and Payments for Ecosystem Services in Agricultural Landscape Restoration Critical Reflections Inspired by an Assessment of the RISEMP Program in Matiguás-Río Blanco, Nicaragua

    During the last two decades the concept of Payments for Ecosystem Services (PES) has gained ever-increasing attention among a wide public of scholars as well as conservation and development practitioners. The main premises of this innovative conservation approach are appealing: private landowners, which in normal circumstances -i.e. in absence of any direct incentives- are poorly or not motivated to protect nature on their land, will do so if they receive direct payments from environmental service (ES) buyers, which at least cover part of the landowners’ opportunity costs of developing the land. In this paper, however, we warn for an overenthusiastic adoption of the PES approach. Based on an extensive literature review and a field study of the Nicaraguan component of the ‘Regional Integrated Silvopastoral Approaches to Ecosystem Management Project’ (RISEMP), one of the main GEF-World Bank funded pioneering pilot projects of PES in Latin America, we argue that the concept still has to deal with several theoretical and practical lacunae. We argue that the concept of PES rests on loose foundations, mainly because of (i) a simplistic view on ES as discrete, quantifiable and marketable entities; (ii) an abstraction of the required landscape approach to conservation and the corresponding collective action precondition; (iii) a simplistic and arbitrary one-sided approach to the externality problem with important implications on the desirability of different policy instruments; (iv) a simplistic perception of socio-institutional reality and negligence of institutional effects on human behaviour and environmental morale; (v) the problematic character of transaction costs and a misleading justification of the approach based on the efficiency criterion; and (vi) a potential continuation of regressive financing of global commons with important fairness and sustainability implications. As such, we argue that the concept of PES could distract the attention for environmental problems away from the more complex underlying causes, which generally require broader locally embedded political action for their solution and not merely market creation. We think more debate about the desirability and conceptual clarity of the PES conservation tool is necessary.

    The green economy as plantation ecology: When dehumanization and ecological simplification go 'green'

    The green economy is proposed as a solution to address growing and potentially irreversible ecological crises. But what happens when environmental solutions are premised on the same logics of brutal simplification and dehumanization that sustain and reinforce systems of oppression and ecological breakdown? In this article, we describe the transformation of the biophysical landscape of the planet into replicable blueprints of the plantation plot. The plantation as a colonial-era organizational template is an ongoing ecological process premised on disciplining bodies and landscapes into efficient, predictable, calculable, and controllable plots to optimize commodity production and is dependent on racialized and gendered processes of dehumanization. The visible cultural, physical, aesthetic, and political singularity of the plot, under the guise of objectivity and neutrality, permits a tangible depiction of the way ecological breakdown takes place. We interrogate the notion of "greening" as a strategy to combat the unintended impacts of colonial plantation ecology, arguing that such tactics further reinforce the template of plantation ecology rather than dismantle it. We first conceptualize the historical plantation and its biophysical, cognitive, and corporeal organizational principles. We then offer examples of "greening" as new, more inclusive (but equally detrimental) forms of plantation logics, and crucially identify how these extensions of plantation logic get co-opted by resistance agents, from social movements to disease and pestilence. We consider sustainability certifications of palm oil through the Roundtable on Sustainable Palm Oil (RSPO) in Colombia and compensatory afforestation programs designed to offset forest destruction through monoculture plantations in India. We conclude by highlighting how abolition ecologies can serve as an antidote to plantation logic and highlight necessary relationships of self-reflexivity, repair and collective solidarity required to disinvest in plantation ecology

    Finding multiple target optimal intervention in disease-related molecular network

    Drugs against multiple targets may overcome the many limitations of single targets and achieve a more effective and safer control of the disease. Numerous high-throughput experiments have been performed in this emerging field. However, systematic identification of multiple drug targets and their best intervention requires knowledge of the underlying disease network and calls for innovative computational methods that exploit the network structure and dynamics. Here, we develop a robust computational algorithm for finding multiple target optimal intervention (MTOI) solutions in a disease network. MTOI identifies potential drug targets and suggests optimal combinations of the target intervention that best restore the network to a normal state, which can be customer designed. We applied MTOI to an inflammation-related network. The well-known side effects of the traditional non-steriodal anti-inflammatory drugs and the recently recalled Vioxx were correctly accounted for in our network model. A number of promising MTOI solutions were found to be both effective and safer

    The “Greening” of Empire: The European Green Deal as the EU first agenda

    The recent past has seen the proposal of multiple ‘Green New Deals’ across geographies as a means to fight against the climate crisis and ecological breakdown. Of these, the European Green Deal- EGD represents the world's first public commitment to reduce greenhouse gas emissions of at least 55% by 2030 compared to 1990 levels. Because the EGD plans to “transform the EU,” in this paper we examine how it fits within a historical continuum of colonial and neo-colonial relations. We argue that the EGD is the latest discursive strategy for the ‘greening' of empire through four registers: (1) turning ecological crises into profitable opportunities; (2) portraying the EU as a ‘moral’ intervener; (3) building on a ‘green' “will to improve”; and (4) securitizing and consolidating the empire. We find how the EU acts in key policy arenas of diplomacy, trade and investment leading to the ‘greening' of the empire that ensures its continued economic and political leadership while fundamentally maintaining a status quo. We conclude with some reflections on the role of the EU to cede place to other possibilities of building anti-colonial ecologies

    Payments for ecosystem services in the tropics: a closer look at effectiveness and equity

    We undertake a review of academic literature that examines the effectiveness and equity-related performance of PES initiatives targeting biodiversity conservation in tropical and sub-tropical countries. We investigate the key features of such analyses as regards their analytical and methodological approach and we identify emerging lessons from PES practice, leading to a new suggested research agenda. Our results indicate that analyses of PES effectiveness have to date focused on either ecosystem service provision or habitat proxies, with only half of them making explicit assessment of additionality and most describing that payments have been beneficial for land cover and biodiversity. Studies evaluating the impact of PES on livelihoods suggest more negative outcomes, with an uneven treatment of the procedural and distributive considerations of scheme design and payment distribution, and a large heterogeneity of evaluative frameworks. We propose an agenda for future PES research based on the emerging interest in assessing environmental outcomes more rigorously and documenting social impacts in a more comparative and contextually situated form

    Addition of meloxicam to the treatment of clinical mastitis improves subsequent reproductive performance

    AbstractA blinded, negative controlled, randomized intervention study was undertaken to test the hypothesis that addition of meloxicam, a nonsteroidal anti-inflammatory drug, to antimicrobial treatment of mild to moderate clinical mastitis would improve fertility and reduce the risk of removal from the herd. Cows (n=509) from 61 herds in 8 regions (sites) in 6 European countries were enrolled. Following herd-owner diagnosis of mild to moderate clinical mastitis within the first 120d of lactation in a single gland, the rectal temperature, milk appearance, and California Mastitis Test score were assessed. Cows were randomly assigned within each site to be treated either with meloxicam or a placebo (control). All cows were additionally treated with 1 to 4 intramammary infusions of cephalexin and kanamycin at 24-h intervals. Prior to treatment and at 14 and 21d posttreatment, milk samples were collected for bacteriology and somatic cell count. Cows were bred by artificial insemination and pregnancy status was subsequently defined. General estimating equations were used to determine the effect of treatment (meloxicam versus control) on bacteriological cure, somatic cell count, the probability of being inseminated by 21d after the voluntary waiting period, the probability of conception to first artificial insemination, the number of artificial insemination/conception, the probability of pregnancy by 120 or 200d postcalving, and the risk of removal by 300d after treatment. Cox’s proportional hazards models were used to test the effect of treatment on the calving to first insemination and calving to conception intervals. Groups did not differ in terms of age, clot score, California Mastitis Test score, rectal temperature, number of antimicrobial treatments given or bacteria present at the time of enrollment, but cows treated with meloxicam had greater days in milk at enrollment. Cows treated with meloxicam had a higher bacteriological cure proportion than those treated with the placebo [0.66 (standard error=0.04) versus 0.50 (standard error=0.06), respectively], although the proportion of glands from which no bacteria were isolated posttreatment did not differ between groups. No difference was observed in the somatic cell count between groups pre- or posttreatment. The proportion of cows that underwent artificial insemination by 21d after the voluntary waiting period was unaffected by treatment. Treatment with meloxicam was associated with a higher proportion of cows conceiving to their first artificial insemination (0.31 versus 0.21), and a higher proportion of meloxicam-treated cows were pregnant by 120d after calving (0.40 versus 0.31). The number of artificial inseminations required to achieve conception was lower in the meloxicam compared with control cows (2.43 versus 2.92). No difference was observed between groups in the proportion of cows pregnant by 200d after calving or in the proportion of cows that were culled, died, or sold by 300d after calving (17% versus 21% for meloxicam versus control, respectively). It was concluded that use of meloxicam, in conjunction with antimicrobial therapy, for mild to moderate cases of clinical mastitis, resulted in a higher probability of bacteriological cure, an increased probability of conception to first artificial insemination, fewer artificial inseminations, and a greater proportion of cows pregnant by 120d in milk

    The paradox of poverty in rich ecosystems: impoverishment and development in the Amazon of Brazil and Bolivia

    The article offers an examination of poverty and development in the Amazon, moving beyond the conventional view which places the blame on infrastructure deficiencies, economic isolation or institutional failures. It examines synergistically connected processes that form the persistent poverty-making geography of the Amazon region. The discussion is based on qualitative research conducted in two emblematic areas in Bolivia (Pando) and Brazil (Pará). The immediate and long-term causes of socioeconomic problems have been reinterpreted through a politico-ecological perspective required to investigate the apparent paradox of impoverished areas within rich ecosystems and abundant territorial resources. Empirical results demonstrate that, first, development is enacted through the exercise of hegemony over the entirety of socionature and, second, because poverty is the lasting materiality of development it cannot be alleviated through conventional mechanisms of economic growth based on socionatural hegemony. The main conclusion is that overcoming the imprint of poverty on Amazonian ecosystem entails a radical socioecological reaction. Additionally, the multiple and legitimate demands of low-income groups do not start from a state of hopeless destitution, but from a position of strength provided by their interaction with the forest ecosystems and with other comparable groups in the Amazon and elsewhere

    “Love for sale”: biodiversity banking and the struggle to commodify nature in Sabah, Malaysia

    In Malaysia, second largest palm oil producer worldwide, logging companies, palm oil corporations, and even responsible citizens can now compensate their biodiversity impacts by purchasing Biodiversity Conservation Certificates in an emerging new biodiversity market: the Malua BioBank. Biodiversity markets are part of a wider trend of marketisation and neoliberalisation of biodiversity governance; introduced and promoted as (technical) win–win solutions to counter biodiversity loss and enable sustainable development. The existing neoliberalisation and nature literature has tended to analyse these processes as consequences of an inherent drive of capital to expand accumulation and submit ever more areas of nature to the neoliberal market logic. In contrast, I aim (a) to problematise the agency and the “work” behind marketisation of biodiversity, challenging the story of (corporate-driven) neoliberalisation as the realisation of an inherent market-logic (based on the a false conceptual state–market divide, often prevalent even in activist academic circles working on neoliberalisation of nature) and to see the state not only as regulator, but driving force behind, and part of “the market”; (b) to question the myth of neoliberalisation as state losing control to the market and to show how the state is using the biodiversity market as mode of governing; re-gaining control over its forests and its conservation policy; and (c) to demonstrate empirically the distinction between neoliberal ideology and practice, and to show that marketisation was based on pragmatic decisions, not ideology-driven political action.     Lack of influence of the COX inhibitors metamizol and diclofenac on platelet GPIIb/IIIa and P-selectin expression in vitro

    BACKGROUND: The effect of non-steroidal anti-inflammatory drugs (NSAIDs) for reduced platelet aggregation and thromboxane A(2 )synthesis has been well documented. However, the influence on platelet function is not fully explained. Aim of this study was to examine the influence of the COX-1 inhibiting NSAIDs, diclofenac and metamizol on platelet activation and leukocyte-platelet complexes, in vitro. Surface expression of GPIIb/IIIa and P-selectin on platelets, and the percentage of platelet-leukocyte complexes were investigated. METHODS: Whole blood was incubated with three different concentrations of diclofenac and metamizol for 5 and 30 minutes, followed by activation with TRAP-6 and ADP. Rates of GPIIb/IIIa and P-selectin expression, and the percentage of platelet-leukocyte complexes were analyzed by a flow-cytometric assay. RESULTS: There were no significant differences in the expression of GPIIb/IIIa and P-selectin, and in the formation of platelet-leukocyte complexes after activation with ADP and TRAP-6, regarding both the time of incubation and the concentrations of diclofenac and metamizol. CONCLUSIONS: Accordingly, the inhibitory effect of diclofenac and metamizol on platelet aggregation is not related to a reduced surface expression of P-selectin and GPIIb/IIIa on platelets
