The Missing Layers: Integrating Sociocultural Values Into Marine Spatial Planning
Marine Spatial Planning (MSP) is a relatively new approach to ocean management
and has been widely implemented worldwide. Ideally, MSP should be established as
a public process that analyzes and distributes human activities across space and
time to achieve ecological, economic and social goals, which historically have been
accomplished exclusively in the political arena. However, in most cases MSP seems
to be driven primarily by economic interests rather than by sociocultural goals. In
this paper, we discuss how integrating the missing sociocultural layers into MSP can
help to reduce governance rigidity, promote adaptability in decision-making, support
environmental justice, and improve MSP acceptance and uptake. In particular, we focus
on identifying possible points of connection between MSP and frameworks based
on social-ecological system theory, including co-management and other democratic
and empowering alternatives. We conclude by proposing a new definition of the
MSP process that is more inclusive, and mindful of users’ rights and sociocultural
objectives. If we bridge the gap between the dominant economic rhetoric and a de
facto sociocultural-ecological system approach, we are likely to improve the chances of
the MSP process succeeding on both the human and nature fronts.Postprin

Building leaders for the UN Ocean Science Decade : a guide to supporting early career women researchers within academic marine research institutions
Diverse and inclusive marine research is paramount to addressing ocean sustainability challenges in the 21st century, as envisioned by the UN Decade of Ocean Science for Sustainable Development. Despite increasing efforts to diversify ocean science, women continue to face barriers at various stages of their career, which inhibits their progression to leadership within academic institutions. In this perspective, we draw on the collective experiences of thirty-four global women leaders, bolstered by a narrative review, to identify practical strategies and actions that will help empower early career women researchers to become the leaders of tomorrow. We propose five strategies: (i) create a more inclusive culture, (ii) ensure early and equitable career development opportunities for women ECRs, (iii) ensure equitable access to funding for women ECRs, (iv) offer mentoring opportunities and, (v) create flexible, family-friendly environments. Transformational, meaningful, and lasting change will only be achieved through commitment and collaborative action across various scales and by multiple stakeholders.Peer reviewe
Marine Spatial Planning in Romania: State of the art and evidence from stakeholders
During the last decades, increasing demands on marine resources and unsustainable activities taking place in the marine area compromise the future use of the marine environment. In July 2014, the European Parliament and Council established a Guideline Framework for marine/maritime spatial planning (MSP). MSP is a useful and cost-effective tool for sustainable development, together with regulation and protection of the marine environment. Within this context, Romania has started to proceed and incorporate it in the national legislation framework; in 2017, it has also established a competent authority for its implementation so that marine spatial plans can be enacted by 31 March 2021. In this study, a first approach for MSP framework in Romania was developed, enabling the mapping of all current human activities related to shipping, oil and gas exploitation, fisheries, tourism and environmental status, in order to identify overlaps or potential conflicts among users. This paper identifies key challenges and concerns anticipated to emerge from incorporation of MSP in the national spatial planning framework as it is currently organized: a) Romanian stakeholders have a relatively poor understanding of European, national and regional sea planning regulations, b) concerns related to MSP implementation at regulatory level, c) huge need for sharing of MSP-relevant information for a coherent planning, d) challenges of assessing the needs of interconnected ecosystems (including relevant EU and international legislation). In this context, our study covers highly actual aspects concerning the way the marine spatial planning process evolves and will contribute to deliver a coherent approach to reduce conflicts of the Romanian marine environment, a proper MSP implementation, as well as minimizing the pressures and impacts on the marine resources
Over 80% of the European Union’s marine protected area only marginally regulates human activities
To address the ongoing deterioration of marine ecosystems and its consequences on livelihood, the European Union (EU) now aims to achieve 30% coverage of marine protected areas (MPAs), with 10% under strict protection per region. Here, we provide the first assessment of protection levels of EU MPAs, describing the level of legal restrictions of activities using the MPA Guide framework. While MPAs covered 11.4% of EU national waters in 2022, 0.2% were fully or highly protected. As much as 86% of MPA coverage showed low levels of protection or would not be considered compatible with conservation objectives, as they allow industrial activities. Most MPA coverage showed minimal protection across member states, sea regions, and legal types of MPAs. The EU MPA network likely provides limited ecological outcomes. Reaching the EU’s 10% strict protection target will require radical changes to the regulation of activities in EU MPAs
