Decentralization And Education Performance: A First View To The Brazilian Process

This paper analyses the impact of the decentralization in educational system that is taking place in Brazil inthe last decade, as a result of several laws that encourage municipalities to invest in fundamental education.The proficiency tests undertaken by the government allows to follow some public schools in two points intime. Therefore we were able to create an experimental group with the schools that were under state system inthe SAEB exam and have migrated to the municipality system by the time of Prova Brasil and a control groupwith the schools that were under the state system between the two exams and compare the difference in theirresults using a fixed effect panel data analysis. The difference in difference estimator indicates that there is nosignificant change in the performance of the students.

Efficiency of brazilian public and private water utilities

Este artigo compara eficiências custo de empresas publicas e privadas brasileiras de oferta de água. Para mensurar a eficiência faz-se uso de um modelo de fronteira estocástica definido por meio de uma função custo na família Cobb-Douglas. A especificação da fronteira inclui efeitos técnicos. Estima-se o modelo pelo método de máxima verossimilhança para um painel de firmas brasileiras observadas no período 2002- 2004. Os resultados estatísticos indicam evidência de que as firmas públicas são mais eficientes, embora a diferença em eficiência esteja declinando no período analisado. De um modo geral, o sistema de oferta de água e saneamento está se tornando mais eficiente ao longo do tempo. _________________________________________________________________________________ ABSTRACTThis paper compares cost efficiencies of Brazilian public and private companies of water supply. To measure efficiency a Cobb-Douglas stochastic cost frontier model including technical effects is estimated by maximum likelihood to a panel of Brazilian firms for the period 2002 - 2004. The statistical results indicate that there is evidence that public firms are more efficient although the difference in efficiency is declining over time. Overall the system of water and sewerage supply is becoming more efficient over time

Neurosurgical Tools to Improve Safety and Survival in Patients with Intracranial Tumors: Neuronavigation, MRI, and 5-ALA

This chapter describes the usefulness of surgical technologies such as intraoperative MRI, 5-ALA fluorescence-guided surgery, and neuronavigation as tools to make brain tumor resections safer and more effective. The focuses are practical aspects and the relevant literature regarding the impact of their use in avoidance of complications, improvement in survival rates, and some tips and tricks acquired in the experience of our department. All three strategies have an important role in neuro-oncological surgery. The future probably will prove that the combination of these tools, selected case by case, is the best way to achieve the best results regarding safety and effectiveness

Mecanismos de gestão da APA Delta do Parnaíba, Piauí, Brasil

A APA Delta do Parnaíba prevê usos de modo controlado do ambiente e de seus recursos sem a exigência de sua preservação total, visando a conservação e a sustentabilidade. No trecho da APA que corresponde ao território piauiense, evidenciou-se a necessidade de tratar sobre a gestão sustentável desta área, no que se refere à utilização de seus recursos e formas de relação entre sociedade e natureza. Com objetivo de apontar e relacionar os mecanismos de gestão da APA Delta do Parnaíba considerando as ações empreendidas ou motivadas pelo poder público, pela sociedade civil organizada e a iniciativa privada no litoral do Piauí, esta investigação empregou os seguintes procedimentos metodológicos: pesquisa bibliográfica, documental e de campo. Como resultados foram relacionados as formas de Gestão identificados na APA Delta do Parnaíba e suas respectivas ações, destacando-se o Plano de Manejo, o Conselho Consultivo, o papel das ONGs e as parcerias público-privadas. Infere-se que a gestão das unidades de conservação, não pode ser totalmente compreendida apenas no contexto das políticas públicas voltadas para a proteção da natureza, necessitando de parcerias, que podem se constituir como aliadas da gestão pública na conservação da biodiversidade e dos recursos naturais no território da APA

Panorama nacional das condições de gestão no ensino fundamental

The objective of this study is to describe the methodology of construction and analyze the results of the Administration Conditions Index (ICG), one of the three indicators of the Education Quality Index (ICQ), fostered by information from the context questionnaires of Brazilian National Evaluation. High interstate inequality was evidenced, characterizing a scenario away from the effectiveness of the democratic administration instruments analyzed by the ICG: strategies of director's provision, existence and effectiveness of School Boards and the form of Political Pedagogical Project construction, as well as in all municipal education systems within each state.El presente trabajo tiene por objetivos describir la metodología de construcción y analizar los resultados del Índice de Condiciones de Gestión (ICG), uno de los tres indicadores parciales del Índice de Condiciones de Calidad (ICQ) en la educación, fomentado por las informaciones de los cuestionarios de contexto de los 5º años de la Prueba Brasil. Se evidenció una alta desigualdad interestatal, caracterizando un escenario de distancia de la efectividad de los instrumentos de gestión democrática analizados por el ICG: forma de provisión del director/a, existencia y efectividad de los Consejos de Escuela y la forma de construcción del Proyecto Político Pedagógico, así como de alta variación en el conjunto de las redes municipales dentro de cada estado.O presente trabalho tem por objetivos descrever a metodologia de construção e analisar os resultados do Índice de Condições de Gestão (ICG), um dos três indicadores parciais do Índice de Condições de Qualidade (ICQ) da Educação, fomentado pelas informações dos questionários de contexto dos 5ºs anos da Prova Brasil. O SISTEMA AGRÃCOLA DE PRODUÇÃO INTEGRADA E O SISTEMA DE INFORMAÇÃO

This article introduces the Integrated Agricultural Production System – IAPS - focusing mainly on the role of information systems necessary for its implementation, as well as the impact it will have for the sustainable development and health quality of the food, produced and offered. Some aspects as traceability and identification, sustainable agriculture, information integration, Codex Alimentarius, among others are all considered. Bibliographical and documental researches were conducted in academic data banks and also participation in international congresses and seminars related to the theme. The conclusions indicate the importance of IAPS’s development in Brazil, as well as the difficulties of developing and implementing this system. It was also concluded that IAPS, which was considerably applied to Fruit Integrated Production, enables the sustainable development, health product quality increment using less chemical products.sustainable agriculture, fruit growing, integrated agricultural production system, traceability, Codex Alimentarius.,
