The Euro Monetary Fund : a proposal for sovereign-debt redemption

Debt restructuration is lately a recurring theme in the affairs of the Euro. The economic and financial crisis set for unconventional and extraordinary policies, so that the actions of major Central Banks are to become more decisive in the economic dynamics. This article focuses on a proposal for debt redemption and restructuration with central-bank money emissions. It does so by elaborating in the sense of economic treasury, and consequently of European Treasury. The modern Central Banks (CBs) practices, the present-day money circulation characteristics and the agent’s financial heuristics are therefore assessed. A quantitative plan for debt redemption and restructuration with a nexus on the finance of productive investment is also presented

Paths to power and ministers’ durability: the Portuguese case

This research work is an inquiry into whether paths to power matter for the survival of ministers. Four different paths to ministerial positions are defined: ‘Parliamentary’, ‘Party’, ‘Public Service’ and ‘Independent’. The theoretical perspective is based on both the ex-ante informational asymmetry and the moral hazard problem. A rigorous survival analysis was developed for the Portuguese case, and the main conclusion is that ministers who have attained power through the ‘Party’ path last longer in government than ‘Parliamentary’ ones.info:eu-repo/semantics/acceptedVersio

The Leap Motion Movement for 2D Pointing Tasks: Characterisation and Comparison to Other Devices

In this paper we present the results from an experiment designed to characterize the Leap Motion movement in 2D pointing tasks and compare it to a mouse and touchpad. We used the ISO 9241-9 multi-directional tapping test for comparing the devices, and we analyse the results using standard throughput and error rate measures as well as additional accuracy measures such as target re-entry, task axis crossing, movement direction change, orthogonal direction change, movement variability, movement offset, and movement error. We also present the results from the ISO9241-9 assessment of comfort questionnaire, and our observations from the participant’s postures when using the Leap Motion device. Results indicate that the Leap Motion performs poorly in these tasks when compared to a mouse or touchpad

Money creation in ehe Euro (2007-2013) : an essay on the Theory of Money

Mestrado em Economia Monetária e FinanceiraA crise económica e financeira atingiu as economias dos Estados Unidos, do Reino Unido e do Euro, no pós 2007. A atividade dos bancos centrais ganhou novos contornos em resposta à turbulência nos mercados, e foram acionadas medidas não convencionais. As bases monetárias dos bancos centrais aumentaram, em disputa com o pensamento ortodoxo. Na crise, os erros dos agentes provaram os erros da teoria, e vice-versa. A moeda é ainda um véu para a corrente neoclássica, embora a discussão da austeridade europeia em tudo se dirija ao euro. Aqui será feita uma reavaliação da teoria da moeda, e adicionada uma proposta para a criação de um Tesouro Europeu comum, apontado à restruturação de dívida soberana e à aplicação de regulação económica no acesso a capital de base monetária.The economic and financial crisis hit the US, British and Euro economies, in the post 2007 time. The activity of central banks gained new contours, in response to the markets turmoil, and unconventional measures were set up. Central banks? monetary base expanded, in defiance of orthodox reasoning. In crisis, the agents? errors proved the errors of theory, and vice-versa. Money is still a veil for the neoclassical mainstream, whereas the European austerity talk is all about the euro currency. Here will be made a reassessment of the theory of money and added a proposal for the creation of a common European Treasury, aimed at state-debt restructuration and application of economic regulation on base-money capital access

Pessoas institucionalizadas com dificuldades intelectuais e desenvolvimentais e cidadania

Dissertação de Mestrado em Promoção e Educação para a Saúde apresentada na Escola Superior de Educação do Instituto Politécnico de Viana do CasteloPromoção e Educação para a Saúde reporta-se para “Saúde” não só como ausência de dor ou doença, é algo muito mais abrangente. O fato de estarmos inseridos e participarmos em sociedade é sinonimo de saúde, de um ser participativo e saudável. Desta forma, com a presente investigação pretende-se realizar uma análise crítica dos níveis de participação cívica e das limitações adjacentes às pessoas com Dificuldades Intelectuais e Desenvolvimentais (DID) em contexto de Institucionalização. Destaca-se como principal objetivo a realização de uma análise crítica sobre os processos de inclusão social e de exercício de cidadania de um grupo de Pessoas Institucionalizadas com DID (PIDID) a residir em Lar Residencial, identificando as práticas de participação cívica deste grupo, bem como os seus limites e oportunidades, em contexto institucional e social. Sendo um grupo duplamente marginalizado e estigmatizado com ideias pré-concebidas, quer pela DID, como pelo efeito redutor e limitador da institucionalização, procura-se alertar para a importância da participação como um ato de cidadania e construção de um projeto de vida numa ótica de capacitação e empowerment pessoal/comunitário. Neste sentido, existe um destaque na análise da autoimagem e representações destes residentes. Nomeadamente na forma como se veem, como encaram a “deficiência” (DID), como os demais os veem, como percecionam o mundo que os rodeia com os seus relacionamentos e interações, os laços afetivos com os pares e com os demais, como ocupam dos tempos livres e relações com o exterior.Promotion and education for health reports for “health” not only as an absence of pain or illness, it’s something greater. The fact of live and participate in society is a healthy behavior from a well and participative human being. Therefore, this investigation attempt to realize a critical analysis for civic participation levels and limitations concerning people with Intellectual Developmental Disorder (IDD), in institutionalized context. Having in foreground the development of a critical analysis about the processes of social inclusion and citizenship in a group of individuals with IDD, institutionalized in a nursing home, identifying the civic participation practices of this group, towards their institutional and social limits and opportunities. As a matter of fact, this group is twice marginalized and stigmatized with pre-designed ideas, for their IDD, and even for the reducer and limiter effect originated by their institutionalization, looking for alert about the importance of participation as a citizenship act and a way to build a life project in a skilled and empowerment social/community context. To sum up, self-image and representations of these residents is featured. In brief, the way of how they look himself, how they deal with the “disability” (IDD), how other people look them. How they percept the world around them with their relationships and interactions, with their equals and other people fondness, how they spend free time and how they deal with the outside

In this paper, we present the results from an experiment designed to compare two selection gestures (hand grab and screen tap) for the Leap Motion controller in 2D pointing tasks. We used the ISO 9241-9 multi-directional tapping test for comparing the devices, and we analyze the results using standard throughput and error rate measures as well as additional accuracy measures. We also present the results from the ISO 9241-9 assessment of comfort questionnaire. To complement this analysis, the computer mouse was also evaluated in order to serve as a comparison. Results indicate that the hand grab gesture performs better than the screen tap

Reocupação modular: intervenção em centros históricos através da construção modular

Reocupação Modular é o estudo dos potenciais da arquitetura de construção modular para revitalizar os centros urbanos e a capacidade de intervir através de técnicas de construção sustentáveis para resolver problemas num contexto global. Nesta investigação pretendo, numa primeira abordagem, traçar aquilo que será todo um conjunto de características inerentes ao espaço histórico. Caracterizar o ambiente de inserção e conjunturas globais e locais, no caso português, tanto a nível físico como social. Estudar o contexto e o paradigma da adaptação e restauração de edifícios históricos bem como acompanhamento da legislação existente. Partindo destes dados estabelecerei os conceitos necessários que me permitam trabalhar sobre o projeto de uma maneira eficaz e realista. Interessa neste caso propor uma alternativa real que assente nos princípios atuais e permita, mais tarde, um crescimento sustentado do modelo e da arquitetura como uma atividade transitória e mutável. Na fase conceptual, em primeira instância procuro criar uma metodologia que me permita desenvolver um projeto de construção modular adaptável e versátil com grande ênfase na sustentabilidade. O módulo, ou protótipo, é posteriormente pensado de modo adaptar-se a uma construção preexistente trabalhando no seu interior permitindo assim uma salvaguarda do património externo e a criação interna de um novo espaço adaptável a quaisquer exigências atuais ou de futuras. Estes espaços estariam vocacionados sobretudo para uma recuperação humana do tecido urbano, como seja, a criação de habitação ou uma função social.Modular Reoccupation is the study of architecture’s potential, through modular construction, to revitalize urban centers and its ability to intervene in sustainable construction techniques to solve problems in a global context. In this investigation I intend, at first, to draw a whole set of characteristics inherent in the historical space. Characterize the ability of integration in a global and local environment, mainly including the Portuguese case, in a both physical and social manner. I study the context and paradigm of adaptation and restoration of historic buildings as well as monitoring of existing zeitgeist. Based on this data, establish the necessary concepts that allow me to work on the design of an effective and realistic approach. The objective in this case is to propose a real alternative to current building principles and induce a sustained growth model of architecture as a transient and changeable activity. In the conceptual phase, try to create a methodology that will allow me to develop a modular design adaptable and versatile with great emphasis on sustainability. The module, or prototype, is then thought so as to adapt to a preexisting building. Projected to be built allowing the safeguarding of external features, it allows internally the creation of a new space adaptable to any current or future requirements. These spaces would be geared primarily to a recovery of the social and urban fabric, such as the creation of housing or social functions
