La producción bibliográfica sobre España y la Sociedad de Naciones es un fiel reflejo de la propia evolución de la historiografía sobre historia de las relaciones internacionales en nuestro país. Una puntual y tímida participación de los coetáneos en los primeros debates de las relaciones internacionales, como disciplina científica en formación, en concreto la controversia entre idealistas y realistas. Y una tardía incorporación de los historiadores al tema como consecuencia del propio asentamiento de la historia de las relaciones internacionales y las propias circunstancias histórico-académicas de la España del último tercio del siglo XX

Spain’s “Mediterranean turn” in a changing world

El Mediterráneo fue un eje determinante de la política exterior española desde comienzos del siglo XX, sin embargo, su vertiente mediterránea fue básicamente una política marroquí, con todos los componentes internacionales, coloniales y de seguridad. No sería hasta el tramo final del siglo –precisamente tras la normalización de la posición internacional de España desde sus anclajes atlánticos y europeos, entre 1982 y 1988, cuando realmente emergería una auténtica política mediterránea –el “giro mediterráneo” propiamente dicho. España ejerció como puente y como cabeza de puente desde su proyección hacia su frontera meridional, entonces también frontera geopolítica europea y atlántica. Asimismo, modelaría una política mediterránea con personalidad propia que cristalizó en el Proceso de Barcelona, y emprendió una ambiciosa rearticulación de la escala y las estrategias en sus relaciones con el Magreb.The Mediterranean has been an essential axis for Spain´s foreign policy from the beginning of the 20th Century. However, Spanish Mediterranean policy was in fact predominantly Moroccan, with important international, colonial and security components. It was only at the end of the 20th century that an authentic Mediterranean Policy –the “Mediterranean turn” proper– emerged. This happened as a result of the standardization of Spain’s international role, with both Atlantic and European anchorage between 1982 and 1986. Spain would then play an important role as bridge and bridgehead thanks to her Southern borders, then also European and Atlantic borders. Likewise, Spain was bound to shape a self-defined Mediterranean policy which crystallised in the so-called Barcelona Process and opened the way to an ambitious revision of the scale and the strategies in her relationship with the Maghreb

La política exterior de la España republicana (1931- 1936): excepcionalismo y normalidad historiográfica

RESUMEN: ¿Tiene España una política exterior? En torno a esta pregunta políticos e intelectuales republicanos tendieron a dar una respuesta teórica y práctica a la fragilidad internacional de la España monárquica. La reflexión sobre la existencia de una política exterior de España en los dos últimos siglos es una constante en la preocupación de políticos, diplomáticos, científicos sociales e historiadores españoles. Un tópico alimentado por la condición de pequeña potencia de España en este periodo histórico. La consolidación de la historia de las relaciones internacionales como disciplina científica en nuestro país en las últimas décadas del siglo XX ha contribuido a profundizar más allá del tópico. Una reinterpretación indisociable del debate historiográfico sobre la normalidad de España frente a la noción del excepcionalismo español. Así, el análisis y el estudio histórico de la política exterior de la Segunda República Española ha transcurrido, pese a sus peculiaridades, de acuerdo con las pautas que han modelado la evolución de la ciencia de la sociedad internacional y la historia de las relaciones internacionales. Concerning this question republican politicians and intellectuals have tended to argue a theoretical and practical response. The reflection about the existence of a Spanish foreign policy throughout the last two centuries has been a constant issue among Spanish politicians, diplomats, social scientists and historians. A trite expression that it has been nurtured by the condition of Spain as a small power in this period. The consolidation of the History of International Relations as scientific knowledge in Spain during the last decades of the 20th century has made possible the deepening into the real meaning of that expression. This revision has taken place in the context of the historiographic debate about the normalcy of Spain opposite the idea of excepcionalism of our country. Therefore, the analysis and historic study of the Spanish foreign policy during the Second Republic, despite our peculiarities, has followed the same line of evolution of the Science of International Society and the History of International Relations.
