    Aeronautic Instruments. Section II : Altitude Instruments

    This report is Section two of a series of reports on aeronautic instruments (Technical Report nos. 125 to 132, inclusive). This section discusses briefly barometric altitude determinations, and describes in detail the principal types of altimeters and barographs used in aeronautics during the recent war. This is followed by a discussion of performance requirements for such instruments and an account of the methods of testing developed by the Bureau of Standards. The report concludes with a brief account of the results of recent investigations. For accurate measurements of altitude, reference must also be made to thermometer readings of atmospheric temperature, since the altitude is not fixed by atmospheric pressure alone. This matter is discussed in connection with barometric altitude determination

    Women and Illegal Activities: Gender Differences and Women's Willingness to Comply Over Time

    In recent years the topics of illegal activities such as corruption or tax evasion have attracted a great deal of attention. However, there is still a lack of substantial empirical evidence about the determinants of compliance. The aim of this paper is to investigate empirically whether women are more willing to be compliant than men and whether we observe (among women and in general) differences in attitudes among similar age groups in different time periods (cohort effect) or changing attitudes of the same cohorts over time (age effect) using data from eight Western European countries from the World Values Survey and the European Values Survey that span the period from 1981 to 1999. The results reveal higher willingness to comply among women and an age rather than a cohort effect. Working Paper 06-5

    Defining dual diagnosis : a qualitative study of the views of health care workers

    Background: \u27Dual diagnosis\u27 is the term of choice in many countries to describe clients with co-occurring mental health and alcohol and other drug (AOD) issues. However, it is not known if its meaning is consistently represented within and across health care services. This uncertainty has significant implications for referral, consultation and research.Aim: To obtain information about the way that different health care professionals understand the term \u27dual diagnosis\u27.Method: Twenty-nine health care workers across five service types (medical, mental health, AOD, dual diagnosis and community health) in Victoria, Australia were interviewed about their understanding of the term \u27dual diagnosis\u27.Results: The findings indicated that service providers working in AOD and Mental Health had a shared general understanding of what was meant by \u27dual diagnosis\u27, despite uncertainties about more specific inclusion criteria. In contrast, medical and community health staff lacked a similar shared understanding, and were more likely to recommend change, but offered no consensus on alternatives.Conclusion: The results indicate that while the term \u27dual diagnosis\u27 has value in efficiently directing attention to the complexity of treatment issues, health practitioners cannot assume it will convey the intended meaning outside mental health or AOD services. Clear articulation of the intended definition may be a necessary requirement in wider health care communication. <br /

    Liver Graft Revascularization by Donor Portal Vein Arterialization Following “No Touch” Donor Hepatectomy

    Unsatisfactory immediate function of the transplanted liver together with technical complications contribute to a persisting early mortality for hepatic transplantation in the 20% range. We report our initial clinical experience with methods, one not previously used clinically, that resulted in uniformly well-functioning liver grafts in 11 patients and contributed to a satisfactory success rate for the procedure. Donors were heart-beating. During the donor operation all manipulations of the liver were avoided until after cold preservation, achieved by external cooling at the same time as circulatory interruption, donor exsanguination and perfusion of the liver with cold oxygenated fluid of “extracellular̵ type. The organs were then gently dissected. At transplantation the livers were revascularized with arterial blood shunted from the recipient iliac artery to the graft portal vein after completion of the suprahepatic IVC anastomosis. The infrahepatic IVCs and hepatic arteries were then joined, the iliac artery shunts discontinued and the portal veins joined. Total ischaemic intervals for the allografts were 3½–8 (average 5). Anhepatic intervals were 1–2¼ (average 2). The arterio-portal shunts were operating for 18–85 (mean 46) min. Blood loss and haemodynamic, acid-base and electrolyte abnormalities at revascularization were minimal. All grafts secreted bile immediately and all parameters reflected continuing improvement of liver function thereafter. Nine patients (82%) are alive between 4 and 18 (mean 11) months after transplantation. We conclude that these methods offer effective avoidance of serious organ damage during donor hepatectomy and preservation, reduced allograft ischaemic interval and reduced recipient anhepatic time. They result in avoidance of blood loss at the time of revascularization, together with minimal haemodynamic, acid-base or biochemical changes. In addition, they allow the surgeon to perform and test all anastomoses without time constraints, provide the capability to deal with unexpected complications, and assure good early graft function

    Assessing bias and uncertainty in the HadAT-adjusted radiosonde climate record

    Uncertainties in observed records of atmospheric temperature aloft remain poorly quantified. This has resulted in considerable controversy regarding signals of climate change over recent decades from tem-perature records of radiosondes and satellites. This work revisits the problems associated with the removal of inhomogeneities from the historical radiosonde temperature records, and provides a method for quan-tifying uncertainty in an adjusted radiosonde climate record due to the subjective choices made during the data homogenization. This paper presents an automated homogenization method designed to replicate the decisions made by manual judgment in the generation of an earlier radiosonde dataset [i.e., the Hadley Centre radiosonde temperature dataset (HadAT)]. A number of validation experiments have been conducted to test the system performance and impact on linear trends. Using climate model data to simulate biased radiosonde data, the authors show that limitations in the homogenization method are sufficiently large to explain much of the tropical trend discrepancy between HadAT and estimates from satellite platforms and climate models. This situation arises from the combi-nation of systematic (unknown magnitude) and random uncertainties (of order 0.05 K decade1) in the radiosonde data. Previous assessment of trends and uncertainty in HadAT is likely to have underestimated the systematic bias in tropical mean temperature trends. This objective assessment of radiosonde homog-enization supports the conclusions of the synthesis report of the U.S. Climate Change Science Program (CCSP), and associated research, regarding potential bias in tropospheric temperature records from radio-sondes. 1

    ‘Instead of fetching flowers, the youths brought in flakes of snow’: exploring extreme weather history through English parish registers

    Parish registers provide organized, dated and located population data and as such, are routinely among the most frequently consulted documents within the holdings of county record offices and archives. Throughout history, extreme weather has had significant impacts on the church, its congregation, and local landscape. It is for these reasons that extreme weather events have been deemed worthy of official note by authors of many registers. Although isolated entries have been used as supporting evidence for the occurrence of a number of historic extreme weather events, the information that parish registers contain relating to weather history has not been studied in its own right. Parish register narratives add new events to existing chronologies of extreme weather events and contribute to our understanding of their impacts at the local level. As public and well used documents they also function to keep the memory of particular events alive. The examples in this paper cover a wide range of weather types, places, and time periods, also enabling recording practice to be explored. Finally, as the number of digitized registers increases, we highlight the risks of weather narratives being obscured, and reflect on how the weather history contained within might be systematically captured
