Yes, Safety is in Danger
In an essay recently published in this journal (“Is Safety in Danger?”), Fernando Broncano Berrocal defends the safety condition on knowledge from a counterexample proposed by Tomas Bogardus (2012). In this paper, we will define the safety condition, briefly explain the proposed counterexample, and outline Broncano-Berrocal’s defense of the safety condition. We will then raise four objections to Broncano-Berrocal’s defense, four implausible implications of his central claim. In the end, we conclude that Broncano-Berrocal’s defense of the safety condition is unsuccessful, and that the safety condition on knowledge should be rejected

Shield or Glue? Key Policy Issues Constraining or Enhancing Multinational Collective Ballistic Missile Defense
This dissertation explores a series of eleven political factors nations would have to consider should they contemplate joining a military coalition or alliance that uses ballistic missile defense (BMD); which of these factors incentivize or dissuade states from joining this coalition, and whether they vary from region to region, or state to state. It uses a two-stage case-study-based qualitative research design, in which the first theory generation phase was comprised of 21 experimentation events over a ten-year period with BMD policy experts from 24 nations led by the United States Strategic Command known as NIMBLE TITAN. The results of these 21 events were used to distill eleven BMD-related policy independent variables affecting the dependent variable, the decision to join a coalition or alliance that uses BMD. The second, data collection phase, interviewed 22 BMD policy experts from the Ministries of Defense and Foreign Affairs of 17 nations and NATO, from four regions including the Asia-Pacific, Europe, the Gulf, and North America. The results of the interviews were used to not only assess these variables as they contributed to the DV, but to create a causal model that looks at those which affect joining a coalition, those which were found to only matter within an existing coalition or alliance, and those which, if handled badly, would incentivize a state to leave a coalition or alliance. This work concludes with a series of recommendations for policy makers who may wish to create such a coalition in the future, and areas for future research.

Planning under the National Environmental Policy Act: The Use of Environmental Impact Statements in Agency Decisionmaking
This article focuses on Environmental Impact Statements (EIS) as part of the Federal National Environmental Policy Act and will therefore not deal with the different State Environmental Policy Acts (SEPA) or their relation to and interaction with Federal legislation. Furthermore, this article will focus upon those issues that are of special relevancy to the possible adoption of EISs into the German legal system. The article will also address cost-benefit issues related to the EIS process. Part VIII (judicial review) will only concentrate on the judicial review of administrative action concerning environmental planning through EISs
The future of luxury : how new luxury consumers are changing the marketing strategies of luxury fashion brands in the 21st century
The rise in younger consumers due to the increase in spending power of Millennials, Generation
Z, and Alpha has caused a shift in the luxury fashion industry. This research aims to investigate
how luxury fashion brands can adapt their marketing strategies to successfully market to the new
luxury consumer without losing the notion of exclusivity and luxury. Qualitative research, in the
form of 5 interviews with marketing managers from luxury fashion brands (Gucci, Givenchy,
Cartier, Ripa Ripa, and Zegna), was conducted to understand what is currently being done by main
players in the industry, and what further steps might need to be taken.
The findings suggest that luxury fashion brands must implement innovative solutions in the areas
of sustainability, digitalization, and the customer retail experience in order to cater to the needs of
new luxury consumers that were identified. Those needs included a strong desire for authentic
sustainability and corporate responsibility, strong values and storytelling, as well as different
product needs catered to their lifestyles and preferences. Additionally, it covers different strategic
moves that brands can undertake to manage the luxury paradox, such as increasing prices, niche
seletiva

Literature circles and improved comprehension in struggling readers
The purpose of this project was to examine Literature Circles for their effectiveness with struggling readers in upper elementary classrooms and reading rooms. Research questions include, what is the impact of Literature Circles on struggling readers in upper elementary grades? and, what scaffolds help struggling readers be successful in Literature Circles?
The literature review defines Literature Circles in their various forms, and details how to begin using this method in the classroom with groupings including struggling readers. Procedures and scaffolds are identified that have had proven results with struggling readers through various research methods. Ideas for teacher assessment, self-assessment and peer assessment are included. A Literature Circle Four Day Workshop for Title I teachers presents this information in PowerPoint format. Research indicates that Literature Circles can be effective for struggling readers when teachers encourage discussion and debate, and when scaffolds and an atmosphere of trust are present in the classroom
