Differentially rotating disks of dust
We present a three-parameter family of solutions to the stationary
axisymmetric Einstein equations that describe differentially rotating disks of
dust. They have been constructed by generalizing the Neugebauer-Meinel solution
of the problem of a rigidly rotating disk of dust. The solutions correspond to
disks with angular velocities depending monotonically on the radial coordinate;
both decreasing and increasing behaviour is exhibited. In general, the
solutions are related mathematically to Jacobi's inversion problem and can be
expressed in terms of Riemann theta functions. A particularly interesting
two-parameter subfamily represents Baecklund transformations to appropriate
seed solutions of the Weyl class.Comment: 14 pages, 3 figures. To appear in "General Relativity and

Spectral Decorrelation of Nuclear Levels in the Presence of Continuum Decay
The fluctuation properties of nuclear giant resonance spectra are studied in
the presence of continuum decay. The subspace of quasi-bound states is
specified by one-particle one-hole and two-particle two-hole excitations and
the continuum coupling is generated by a scattering ensemble. It is found that,
with increasing number of open channels, the real parts of the complex
eigenvalues quickly decorrelate. This appears to be related to the transition
from power-law to exponential time behavior of the survival probability of an
initially non-stationary state.Comment: 10 Pages, REVTEX, 4 PostScript figure
Differentially rotating disks of dust: Arbitrary rotation law
In this paper, solutions to the Ernst equation are investigated that depend
on two real analytic functions defined on the interval [0,1]. These solutions
are introduced by a suitable limiting process of Backlund transformations
applied to seed solutions of the Weyl class. It turns out that this class of
solutions contains the general relativistic gravitational field of an arbitrary
differentially rotating disk of dust, for which a continuous transition to some
Newtonian disk exists. It will be shown how for given boundary conditions (i.
e. proper surface mass density or angular velocity of the disk) the
gravitational field can be approximated in terms of the above solutions.
Furthermore, particular examples will be discussed, including disks with a
realistic profile for the angular velocity and more exotic disks possessing two
spatially separated ergoregions.Comment: 23 pages, 3 figures, submitted to 'General Relativity and

Signatures of the correlation hole in total and partial cross sections
In a complex scattering system with few open channels, say a quantum dot with
leads, the correlation properties of the poles of the scattering matrix are
most directly related to the internal dynamics of the system. We may ask how to
extract these properties from an analysis of cross sections. In general this is
very difficult, if we leave the domain of isolated resonances. We propose to
consider the cross correlation function of two different elastic or total cross
sections. For these we can show numerically and to some extent also
analytically a significant dependence on the correlations between the
scattering poles. The difference between uncorrelated and strongly correlated
poles is clearly visible, even for strongly overlapping resonances.Comment: 25 pages, 13 Postscript figures, typos corrected and references adde
Interfering Doorway States and Giant Resonances. I: Resonance Spectrum and Multipole Strengths
A phenomenological schematic model of multipole giant resonances (GR) is
considered which treats the external interaction via common decay channels on
the same footing as the coherent part of the internal residual interaction. The
damping due to the coupling to the sea of complicated states is neglected. As a
result, the formation of GR is governed by the interplay and competition of two
kinds of collectivity, the internal and the external one. The mixing of the
doorway components of a GR due to the external interaction influences
significantly their multipole strengths, widths and positions in energy. In
particular, a narrow resonance state with an appreciable multipole strength is
formed when the doorway components strongly overlap.Comment: 20 pages, LaTeX, 3 ps-figures, to appear in PRC (July 1997
Dirichlet Boundary Value Problems of the Ernst Equation
We demonstrate how the solution to an exterior Dirichlet boundary value
problem of the axisymmetric, stationary Einstein equations can be found in
terms of generalized solutions of the Backlund type. The proof that this
generalization procedure is valid is given, which also proves conjectures about
earlier representations of the gravitational field corresponding to rotating
disks of dust in terms of Backlund type solutions.Comment: 22 pages, to appear in Phys. Rev. D, Correction of a misprint in

Shaping the global communications milieu : the EU's influence on internet and telecommunications governance
This article evaluates the European Union's (EU) influence in shaping the global governance for telecommunications and the Internet. Through analysing EU behaviour within an actorness framework, we demonstrate how the external opportunity structure and the EU's internal environment has impacted on its ability to exert and maximize its presence in order to meet its goals and aims in these two very different sub-sectors of global communications in terms of evolution and development. Such a comparison of EU actorness, we argue, is revealing in terms of uncovering the underlying factors and conditions that allow the EU to influence two important and dynamic communications sub-sectors

Genetic diversity at the Dhn3 locus in Turkish Hordeum spontaneum populations with comparative structural analyses
We analysed Hordeum spontaneum accessions from 21 different locations to understand the genetic diversity of HsDhn3 alleles and effects of single base mutations on the intrinsically disordered structure of the resulting polypeptide (HsDHN3). HsDHN3 was found to be YSK2-type with a low-frequency 6-aa deletion in the beginning of Exon 1. There is relatively high diversity in the intron region of HsDhn3 compared to the two exon regions. We have found subtle differences in K segments led to changes in amino acids chemical properties. Predictions for protein interaction profiles suggest the presence of a protein-binding site in HsDHN3 that coincides with the K1 segment. Comparison of DHN3 to closely related cereals showed that all of them contain a nuclear localization signal sequence flanking to the K1 segment and a novel conserved region located between the S and K1 segments [E(D/T)DGMGGR]. We found that H. vulgare, H. spontaneum, and Triticum urartu DHN3s have a greater number of phosphorylation sites for protein kinase C than other cereal species, which may be related to stress adaptation. Our results show that the nature and extent of mutations in the conserved segments of K1 and K2 are likely to be key factors in protection of cells
