Niezależne życie osób z niepełnosprawnością intelektualną w świecie VUCA – między Konwencją a praktyką

The article is theoretical and concerns the situation of people with intellectual disabilities in the world of changing disability paradigms. The main thesis is based on the observation that the changes potentially brought by ratification of the UN Convention on the Rights of Persons with Disabilities in Poland may generate for this group (along with its parents and other supporters) a number of difficulties and doubts related to the practical implementation of the new model of approach to disability. For the purposes of the analysis, a VUCA scheme was used based on the categories of volatility, uncertainty, complexity and ambiguity – corresponding to the assumptions of applied sociology

Zrozumieć „innego” – socjologia wiedzy jako perspektywa badawcza dla Disability Studies

Celem artykułu jest wskazanie możliwości zastosowania klasycznej socjologii wiedzy do badań nad debatą publiczną dotyczącą niepełnosprawności w Polsce. W tym celu konieczna jest identyfikacja grup, które wypowiadają się o niepełnosprawności, dążąc do generowania zmiany, jak też analiza (makro i mikro) ich struktury aspektowej – według koncepcji Karla Mannheima. Proponowana analiza dotyczy grup posługujących się ideą niezależnego życia (independent living) w ogólnej opozycji: grupy niepełnosprawnościowe – grupy decyzyjne. Wirtualizacja działań społecznych i obywatelskich – szanse i zagrożenia – na przykładzie Kongresu osób z niepełnosprawnościami

The limitation of direct contacts resulting from the COVID-19 pandemic caused many projects – wanting to maintain their continuity – to move to the Internet. One of them is the Congress of People with Disabilities – a cyclical social initiative involving and connecting people and institutions related to the subject of disability – aimed at introducing changes and new solutions in this area. The study aimed to determine how the Congress changed its nature as a result of its transfer to the Web, as well as the opportunities, challenges and threats associated with it. The analysis takes the perspective of the social movement and the related issue of representation – taking into account the difficulties in applying this theory to the disability community in general. For the analysis, 8 free directed interviews were conducted with the organizers of the Congress and the accompanying conventions – experts (with and without disabilities) in the field of disability, involved in the organization of Congress 2020. The research results indicate a noticeable change in the nature of the Congress – especially to the social aspect associated with the relations and bonds between participants. Among the most important concerns was maintaining the rank of the Congress as an event that stands out and attracts new people to the emerging nucleus of the representation of people with disabilities in Poland. W poszukiwaniu nowego systemu orzekania o niepełnosprawności w świetle Konwencji OZN o prawach osób niepełnosprawnych i idei niezależnego życia

The article concerns the possibility of building a new disability assessment system based upon the human rights model of disability and the Convention on the Rights of Persons with Disabilities. The commentary on the current disability assessment system, based on a medical model of disability, as well as the discussion about the projected nomenclature regarding the upcoming reform of the Polish disability assessment system, have led to the demand for the development of a new system based on the principle of dignity of people with disabilities. The new system of positive assessment is focused on capabilities of a person and a need of support in contrast to the foregoing systems based on deficits. The proposal contains areas of persons’ with disabilities lives necessary to consider regarding disability assessment, as well as new solutions related to the benefit and annuities system.Artykuł dotyczy możliwości zbudowania nowego systemu orzekania o niepełnosprawności opartego na prawnoczłowieczym modelu niepełnosprawności i Konwencji o prawach osób niepełnosprawnych (KPON). Przeprowadzona krytyka obecnego systemu orzekania jako opartego na modelu medycznym niepełnosprawności, jak również dyskusja z nomenklaturą proponowaną w zbliżającej się reformie orzecznictwa w Polsce, prowadzą do postulatu o wypracowanie orzekania respektującego zasadę godności osób z niepełnosprawnością. Proponowany nowy system orzekania pozytywnego opiera się nie na deficytach jednostki, ale na jej możliwościach i potrzebie wsparcia. W propozycji znalazły się obszary życia osób z niepełnosprawnością, które powinny być brane pod uwagę w procesie orzekania, jak również nowe rozwiązania w obszarze świadczeń i rent

The Polish policy on disability in the perspective of cruel optimism. About the promises that have not been being fulfilled

W artykule przedstawione zostało zastosowanie perspektywy teoretycznej, jaką jest okrutny optymizm (cruel optimism), do analizy sytuacji osób z niepełnosprawnościami w edukacji i na rynku pracy w Polsce. Okrutny optymizm rozumiany jest jako zespół niespełnionych obietnic oferowanych i cenionych przez współczesne społeczeństwo konsumpcyjne. Obietnice te jednocześnie są wyznacznikiem statusu, a samo ich istnienie wiąże się ze społeczną presją dążenia do ich realizacji za wszelką cenę – również za cenę degradacji jednostki. Proponowana analiza dotyczy obietnic składanych osobom z niepełnosprawnościami w ramach różnych praktyk i rozwiązań na polach edukacji zawodowej oraz działań prozatrudnieniowych, jak również wskazuje przyczyny tych niepowodzeń. Wskazane zostały również możliwości unikania (lub redukowania) efektu okrutnego optymizmu w kształtowaniu polityki publicznej wobec osób z niepełnosprawnościami. W podsumowaniu opisane zostały postulaty badawcze oraz rekomendacje związane z zastosowaniem perspektywy okrutnego optymizmu w ewaluacji programów skierowanych do osób z niepełnosprawnościami.The article presents the application of a theoretical approach which is cruel optimism to analyze the situation of people with disabilities in education and the labor market in Poland. Cruel optimism is understood as a set of unfulfilled promises offered and valued by contemporary consumer society. These promises are an indicator of status, and their very existence is associated with social pressure to strive to achieve them at all costs – also at the price of the degradation of the individual. The proposed analysis examines promises made to persons with disabilities as part of various practices and solutions in the fields of vocational education and employment-related activities, as well as indicates the reasons for their failure. Possibilities of avoiding (or reducing) the effect of cruel optimism in shaping disability policy have also been indicated. The article presents the results of the analysis of materials posted on the occasion of the disabled people’s day (December 3rd) on websites run by communes, poviats, and voivodships. The aim was to indicate the main patterns of the perception of disability – understood in terms of a social problem – by public (local) administrationBased on the framing analysis, the following frames were identified: charity, medical, and social. They correspond to the models of disability known from the literature on the subject. The applied perspective also covered the frame resonance, including its reliability and the potential of impacting the audience.There was also a reflection regarding the mutual relationship between the researcher and the method, indicating the difficulties related to the interpretation of materials with the application of framing analysis.W artykule przedstawiono wyniki analizy materiałów zamieszczanych z okazji dnia osób niepełnosprawnych (3 grudnia) na stronach internetowych prowadzonych przez gminy, powiaty i województwa.
