Leveling the Playing Field: Attracting, Engaging, and Advancing People with Disabilities

    Get PDF
People with disabilities experience significant challenges in finding employment. The participation of people with disabilities in the workforce and their median income are both less than half that of the civilian workforce. They work part time 68 percent more frequently than people without disabilities. These disheartening results persist despite the enactment of significant federal legislation aimed at making the workplace more supportive and accessible to people with disabilities. The Conference Board Research Working Group (RWG) on Improving Employment Outcomes for People with Disabilities was convened to address how to overcome these disparities. It was sponsored by the Employment and Disability Institute at Cornell University, under a grant from the National Institute on Disability and Rehabilitation Research of the U.S. Department of Education. The RWG members focused on four questions: 1) The business case: Is it advantageous for organizations to employ people with disabilities? 2) Organizational readiness: What should organizations do to create a workplace that enables people with disabilities to thrive and advance? 3) Measurement: How can success for both people with disabilities and the organization itself be determined? 4) Self-disclosure: How can people with disabilities, especially those whose disabilities are not obvious, be encouraged to identify themselves so that resources can be directed toward them and outcomes can be measured

The Economic Consequences of the East Palestine Train Derailment

The Center for Economic Development at Cleveland State University, in partnership with the Upjohn Institute for Employment Research, is engaged in an ongoing effort to track the economic consequences of the Norfolk Southern train derailment in East Palestine, Ohio, on the evening of February 3, 2023. This initial report focuses strictly on effects felt throughout the city of East Palestine, with special attention paid to the evacuation area, and covers the period from the date of the derailment until two weeks afterward (through February 17, 2023). This period coincides with the mandatory evacuation time ordered by the office of Governor Mike DeWine and serves to frame the early economic impacts on the community. The results will show conservative estimations and act as a starting point for understanding the extent of the economic impact of the derailment on the people of East Palestine. This will be the first in a series of reports examining the immediate economic impact of the train derailment and mitigation of derailment consequences using public and private assistance. This report aims to bring attention to the magnitude of economic losses suffered by the community and the response needed from the government, first responders, and the company to compensate for those damages and provide the appropriate remediation services

Mapping Stratification : the industry-occupationspace reveals the network structure ofinequality

Social stratification is determined not only by income, education, race, and gender, but also by an individuals job characteristics and their position in the industrial structure. Utilizing a dataset of 76.6 million Brazilian workers and methods from network science, we map the Brazilian Industry-Occupation Space (BIOS). The BIOS measures the extent to which 600 occupations co-appear in 585 industries, resulting in a complex network that shows how industrial-occupational communities provide important information on the network segmentation of society. Gender, race, education, and income are concentrated unevenly across the core-periphery structure of the BIOS. Moreover, we identify 28 industrial occupational communities from the BIOS network structure and report their contribution to total income inequality in Brazil. Finally, we quantify the relative poverty within these communities. In sum, the BIOS reveals how the coupling of industries and occupations contributes to mapping social stratification

Bilingual Education during a Pandemic: Family Engagement.

During the COVID-19 global pandemic, teachers have had to be creative on how they engage with the families of emergent bilingual students. This content analysis of four teacher focus groups reveals ways in which teachers have worked to connect with their students over a distance. The purpose of this paper is to discover, from educators, effective teaching strategies that engage families and emergent bilinguals during the COVID-19 pandemic and online teaching. Resulting themes included technology in teaching, building relationships with families, and accessing the educational assets of emergent bilinguals and their families. Connections to cariño (Bartolomé, 2008), educación (Valenzuela, 1999), and using the term ‘emergent bilingual’ (García, 2009) are discussed.

Progress in the Development of Mo-Au Transition-Edge Sensors for X-Ray Spectroscopy

X-ray microcalorimeters using transition-edge sensors (TES) show great promise for use in astronomical x-ray spectroscopy. We have obtained very high energy resolution (2.8 electronvolts at 1.5 kiloelectronvolts and 3.7 electronvolts at 3.3 kiloelectronvolts) in a large, isolated TES pixel using a Mo/Au proximity-effect bilayer on a silicon nitride membrane. We will discuss the performance and our characterization of that device. In order to be truly suitable for use behind an x-ray telescope, however, such devices need to be arrayed with a pixel size and focal-plane coverage commensurate with the telescope focal length and spatial resolution. Since this requires fitting the TES and its thermal link, a critical component of each calorimeter pixel, into a far more compact geometry than has previously been investigated, we must study the fundamental scaling laws in pixel optimization. We have designed a photolithography mask that will allow us to probe the range in thermal conductance that can be obtained by perforating the nitride membrane in a narrow perimeter around the sensor. This mask will also show the effects of reducing the TES area. Though we have not yet tested devices of the compact designs, we will present our progress in several of the key processing steps and discuss the parameter space of our intended investigations
