    Abatement and Allocation in the Pilot Phase of the EU ETS

    We use historical industrial emissions data to assess the level of abatement and overallocation that took place across European countries during the pilot phase (2005-2007)of the European Union Emission Trading Scheme. Using a dynamic panel data model, we estimate the counterfactual (business-as-usual) emissions scenario for EU member states. Comparing this baseline to allocated and verified emissions, we conclude that both overallocation and abatement occurred, along with under-allocation and emissions inflation. Over the three trading years of the pilot phase we find over-allocation of approximately 376 million EUAs (6%) and total abatement at the member state level of 107 Mt CO2 (1.8%). However, due to over-allocation and possible uncertainty about future allocation methodologies, we calculate that emissions inflation of approximately 119 Mt CO2 (2%) occurred, resulting in emissions over the pilot phase being approximately 12 Mt CO2 (0.2%) higher than they would have been in the absence of the EU ETS.Emissions Trading Scheme, Climate Policy, Dynamic Panel Data Analysis

    Real Exchange Rates, Trade, and Growth: Italy 1861-2011

    What is the relationship between real exchange rate misalignments and economic growth? And what effect, if any, did undervaluations or overvaluations of the lira/euro have on Italy's growth? We address these questions by presenting, first, three main facts: (i) there is a positive relationship between undervaluation and growth; (ii) this relationship is strong for developing countries and weak for advanced countries; (iii) these results tend to hold for both the pre- and the post-World War II period. Building a simple analytical model, we explore channels through which undervaluation may exert a positive effect on real GDP. We assume that productivity is higher in the tradeable-goods than in the non-tradeable-goods sector, and examine the roles of market structure, scale economies and wage flexibility in channelling resources from the latter to the former sector, increasing exports and real GDP. We then turn to Italy and verify empirically that, as the theory suggests, undervaluation has positively affected its exports. Undervaluation has been helpful, in particular, to increase the exports of high-productivity sectors, such as most manufacturing industries.     Pichia pastoris Fep1 is a [2Fe-2S] protein with a Zn finger that displays an unusual oxygen-dependent role in cluster binding

    Fep1, the iron-responsive GATA factor from the methylotrophic yeast Pichia pastoris, has been characterised both in vivo and in vitro. This protein has two Cys(2)-Cys(2) type zinc fingers and a set of four conserved cysteines arranged in a Cys-X-5-Cys-X-8-Cys-X-2-Cys motif located between the two zinc fingers. Electronic absorption and resonance Raman spectroscopic analyses in anaerobic and aerobic conditions indicate that Fep1 binds iron in the form of a [2Fe-2S] cluster. Site-directed mutagenesis shows that replacement of the four cysteines with serine inactivates this transcriptional repressor. Unexpectedly, the inactive mutant is still able to bind a [2Fe-2S] cluster, employing two cysteine residues belonging to the first zinc finger. These two cysteine residues can act as alternative cluster ligands selectively in aerobically purified Fep1 wild type, suggesting that oxygen could play a role in Fep1 function by causing differential localization of the [Fe-S] cluster

    Unstressed Vowels in German Learner English: An Instrumental Study

    This study investigates the production of vowels in unstressed syllables by advanced German learners of English in comparison with native speakers of Standard Southern British English. Two acoustic properties were measured: duration and formant structure. The results indicate that duration of unstressed vowels is similar in the two groups, though there is some variation depending on the phonetic context. In terms of formant structure, learners produce slightly higher F1 and considerably lower F2, the difference in F2 being statistically significant for each learner.     With the best of modern standard lasers, high-energy γγ\gamma\gamma colliders from electron beams of E larger than 250 GeV are only possible at the expense of photon luminosity, i.e. 10 times lower than for photon colliders at c.m. energies below 0.5 TeV. For existing state-of-the art lasers, an optimistic upper energy limit for x=4.8 is an electron beam of less than 250 GeV. This Snowmass21 Contributed Paper shows how Free Electron Lasers (FEL) pave the way for High Energy & High Luminosity γγ\gamma\gamma colliders. We present and assess a conceptual design study of a FEL with wavelength of 2.4 ÎŒ\mum and an x-factor in the range of 2 to 40, to maximize the luminosity of a γγ\gamma\gamma collider as second interaction region of 0.5 TeV to 10 TeV c.m. e+e−e^+e^- colliders.Comment: Contribution to Snowmass 202

    Phospholipase D functional ablation has a protective effect in an Alzheimer's disease Caenorhabditis elegans model

    Phospholipase D (PLD) is a key player in the modulation of multiple aspects of cell physiology and has been proposed as a therapeutic target for Alzheimer's disease (AD). Here, we characterize a PLD mutant, pld-1, using the Caenorhabditis elegans animal model. We show that pld-1 animals present decreased phosphatidic acid levels, that PLD is the only source of total PLD activity and that pld-1 animals are more sensitive to the acute effects of ethanol. We further show that PLD is not essential for survival or for the normal performance in a battery of behavioral tests. Interestingly, pld-1 animals present both increased size and lipid stores levels. While ablation of PLD has no important effect in worm behavior, its ablation in an AD-like model that overexpresses amyloid-beta (AÎČ), markedly improves various phenotypes such as motor tasks, prevents susceptibility to a proconvulsivant drug, has a protective effect upon serotonin treatment and reverts the biometric changes in the AÎČ animals, leading to the normalization of the worm body size. Overall, this work proposes the C. elegans model as a relevant tool to study the functions of PLD and further supports the notion that PLD has a significant role in neurodegeneration.We would like to thank members of the Oliveira and Maciel labs for discussions, for critical analysis of data and discussions on the manuscript.     Navigation-by-preference: A new conversational recommender with preference-based feedback

    We present Navigation-by-Preference, n-by-p, a new conversational recommender that uses what the literature calls preference-based feedback. Given a seed item, the recommender helps the user navigate through item space to find an item that aligns with her long-term preferences (revealed by her user profile) but also satisfies her ephemeral, short-term preferences (revealed by the feedback she gives during the dialog). Different from previous work on preference-based feedback, n-by-p does not assume structured item descriptions (such as sets of attribute-value pairs) but works instead in the case of unstructured item descriptions (such as sets of keywords or tags), thus extending preference-based feedback to new domains where structured item descriptions are not available. Different too is that it can be configured to ignore long-term preferences or to take them into account, to work only on positive feedback or to also use negative feedback, and to take previous rounds of feedback into account or to use just the most recent feedback. We use an offline experiment with simulated users to compare 60 configurations of n-by-p. We find that a configuration that includes long-term preferences, that uses both positive and negative feedback, and that uses previous rounds of feedback is the one with highest hit-rate. It also obtains the best survey responses and lowest measures of effort in a trial with real users that we conducted with a web-based system. Notable too is that the user trial has a novel protocol for experimenting with short-term preferences
