    Rethinking Humanitarian Aid for Palestinian Refugee Camps in Lebanon: A Critique of the Accessibility and Quality of Career-Building Services for Displaced Palestinian Women

    This project focuses on the humanitarian aid present in Palestinian refugee camps in Lebanon. More specifically, it seeks to understand the organizations and kinds of programs for career-building services that are available to displaced Palestinian women in these camps. The project first seeks to collect information about the quality, quantity, variability, and sustainability of the programs that are present in the camps. Once this information is collected, this project seeks to understand how both humanitarian organizations and women define the need for career-building services, as well as the ways in which the current programs either sufficiently meet this need or do not fulfill it. Lastly, this project offers bottom-up approaches to humanitarian aid that can localize program development. In this way, the voices of displaced Palestinian women can be amplified which will consequently increase the likelihood of the establishment of programs that sufficiently meet these women\u27s needs

    Trapping Set Enumerators for Repeat Multiple Accumulate Code Ensembles

    The serial concatenation of a repetition code with two or more accumulators has the advantage of a simple encoder structure. Furthermore, the resulting ensemble is asymptotically good and exhibits minimum distance growing linearly with block length. However, in practice these codes cannot be decoded by a maximum likelihood decoder, and iterative decoding schemes must be employed. For low-density parity-check codes, the notion of trapping sets has been introduced to estimate the performance of these codes under iterative message passing decoding. In this paper, we present a closed form finite length ensemble trapping set enumerator for repeat multiple accumulate codes by creating a trellis representation of trapping sets. We also obtain the asymptotic expressions when the block length tends to infinity and evaluate them numerically.Comment: 5 pages, to appear in proc. IEEE ISIT, June 200

    Analysis and Design of Tuned Turbo Codes

    It has been widely observed that there exists a fundamental trade-off between the minimum (Hamming) distance properties and the iterative decoding convergence behavior of turbo-like codes. While capacity achieving code ensembles typically are asymptotically bad in the sense that their minimum distance does not grow linearly with block length, and they therefore exhibit an error floor at moderate-to-high signal to noise ratios, asymptotically good codes usually converge further away from channel capacity. In this paper, we introduce the concept of tuned turbo codes, a family of asymptotically good hybrid concatenated code ensembles, where asymptotic minimum distance growth rates, convergence thresholds, and code rates can be traded-off using two tuning parameters, {\lambda} and {\mu}. By decreasing {\lambda}, the asymptotic minimum distance growth rate is reduced in exchange for improved iterative decoding convergence behavior, while increasing {\lambda} raises the asymptotic minimum distance growth rate at the expense of worse convergence behavior, and thus the code performance can be tuned to fit the desired application. By decreasing {\mu}, a similar tuning behavior can be achieved for higher rate code ensembles.Comment: Accepted for publication in IEEE Transactions on Information Theor

    The case for the development and use of "ecologically valid" measures of executive function in experimental and clinical neuropsychology

    This article considers the scientific process whereby new and better clinical tests of executive function might be developed, and what form they might take. We argue that many of the traditional tests of executive function most commonly in use (e.g., the Wisconsin Card Sorting Test; Stroop) are adaptations of procedures that emerged almost coincidentally from conceptual and experimental frameworks far removed from those currently in favour, and that the prolongation of their use has been encouraged by a sustained period of concentration on “construct-driven” experimentation in neuropsychology. This resulted from the special theoretical demands made by the field of executive function, but was not a necessary consequence, and may not even have been a useful one. Whilst useful, these tests may not therefore be optimal for their purpose. We consider as an alternative approach a function-led development programme which in principle could yield tasks better suited to the concerns of the clinician because of the transparency afforded by increased “representativeness” and “generalisability.” We further argue that the requirement of such a programme to represent the interaction between the individual and situational context might also provide useful constraints for purely experimental investigations. We provide an example of such a programme with reference to the Multiple Errands and Six Element tests

    Peroxisomal ACBD4 interacts with VAPB and promotes ER-peroxisome associations

The final version is available from Taylor & Francis via the DOI in this record.Cooperation between cellular organelles such as mitochondria, peroxisomes and the ER is essential for a variety of important and diverse metabolic processes. Effective communication and metabolite exchange requires physical linkages between the organelles, predominantly in the form of organelle contact sites. At such contact sites organelle membranes are brought into close proximity by the action of molecular tethers, which often consist of specific protein pairs anchored in the membrane of the opposing organelles. Currently numerous tethering components have been identified which link the ER with multiple other organelles but knowledge of the factors linking the ER with peroxisomes is limited. Peroxisome-ER interplay is important because it is required for the biosynthesis of unsaturated fatty acids, ether-phospholipids and sterols with defects in these functions leading to severe diseases. Here we characterise acyl-CoA binding domain protein 4 (ACBD4) as a tail-anchored peroxisomal membrane protein which interacts with the ER protein, vesicle-associated membrane protein-associated protein–B (VAPB) to promote peroxisome-ER associations.We thank all colleagues who provided plasmids and antibodies, and T Levine for sharing data.     The economics of rabbit control in Central Otago: A preliminary analysis

Prepared under contract for Agricultural Research Division Ministry of Agriculture and Fisheries, WellingtonThis paper reports a preliminary examination of the economic efficiency and equity implications of recent rabbit control policies and programmes. The Alexandra Pest Destruction Board in Central Otago was used as a case study. Public and private expenditure data on rabbit control were collected and analysed for the period 1974-75 through 1981-82. Control programme benefits were estimated using data obtained in a survey of runholders and from historical production records. Programme costs were developed from actual expenditure data on control operations and administration based on Board records. While the estimated benefits are much less precise in comparison to programme costs, the results of the cost-benefit analysis suggest that significant cost savings can be achieved in meeting the stated objectives of current pest management policies. In particular, the level of annual expenditure in recent years on those lands which can be regarded as good natural habitat for the feral rabbit does not appear to be warranted, since such land types have an inherently low productive capacity and could not sustain the present level of control input on a 'user pays' basis. Although certain public benefits (e.g., land and water conservation) were not estimated, such benefits would have to be quite large to justify recent levels of annual taxpayer input into APDB control operations. The incidence of programme costs under present policy shows that most of the burden is borne by the tax-paying public. The report concludes with some suggestions to appraise these implications more accurately for regional and national public policy
