Market Power and Fiscal Policy in OECD Countries

We compute average mark-ups as a measure of market power throughout time and study their interaction with fiscal policy and macroeconomic variables in a VAR framework. From impulse-response functions the results, with annual data for a set of 14 OECD countries covering the period 1970-2007, show that the mark-up (i) depicts a pro-cyclical behaviour with productivity shocks and (ii) a mostly counter-cyclical behaviour with fiscal spending shocks. We also use a Panel Vector Auto-Regression analysis, increasing the efficiency in the estimations, which confirms the country-specific results.Fiscal Policy, Mark-up, VAR, Panel VAR.

Frequent Monitoring in Repeated Games under Brownian Uncertainty

This paper studies frequent monitoring in a simple infinitely repeated game with imperfect public information and discounting, where players observe the state of a continuous time Brownian process at moments in time of length Δ. It shows that efficient strongly symmetric perfect public equilibrium payoffs can be achieved with imperfect public monitoring when players monitor each other at the highest frequency, i.e. Δ→0. The approach proposed places distinct initial conditions on the process, which depend on the unknown action profile simultaneously and privately decided by the players at the beginning of each period of the game. The strong decreasing effect on the expected immediate gains from deviation when the interval between actions shrinks, and the associated increase precision of the public signals, make the result possible in the limit. Technology Ethics in Qualitative Research: How to Be

This introductory note stems from the organization of a special edition of articles from the World Conference on Qualitative Research. Some researchers put forth criticisms about using software in qualitative data analysis, such as losing control in the coding process and leading researchers to use a particular method of analysis according to tool characteristics. Moreover, a number of the scientists believe that the advantages of using specific tools in data analysis are numerous, such as the analysis of an enormous amounts of data, but doing research involves personal or institutional aspects that enter the field of ethics. In the case of specific qualitative data analysis software, it would be possible to list a set of principles that would begin with the organization and importing of data, proceed with their interpretative and descriptive codification followed by questioning the data, up to exporting results to their written dissemination. Such principles could set the boundaries or define ethics in the use of software, referring to any research activity that touches what is right or wrong, good or bad, moral or immoral. This text is in line with the belief shared by others that work studies that can be performed on computational ethics will influence not only the use of Qualitative Data Analysis software but also their development

A Segurança Energética da Europa

O problema da Segurança Energética da Europa tem vindo a assumir um crescente protagonismo no debate político e estratégico tendo em conta o contexto actual do preço alto do petróleo e do gás e o impacto nos preços da energia. As fragilidades da Europa são patentes quando se olha para a crescente dificuldade das companhias europeias em terem acesso a novas reservas de petróleo e gás, ao declínio acentuado da produção no Mar do Norte, à onda crescente de nacionalização dos recursos, à utilização pela Rússia da energia como arma geopolítica. Neste sentido é feita uma reflexão sobre a necessidade de definir um novo conceito de segurança energética para o século XXI. O leque de ameaças diversificou-se com o terrorismo, a desestabilização interna nos países produtores, a erosão da capacidade excedentária de produção, a influência do factor demográfico e a ameaça climática. As respostas estratégicas propostas neste artigo estão relacionadas com a redução da dependência da OPEP, a criação de um modelo energético descentralizado, mais híbrido e flexível, a definição de uma nova política para as Reservas Estratégicas de Petróleo e Gás e dos mecanismos de utilização, a diversificação das fontes de abastecimento da Europa, para evitar a dependência da Rússia, com a valorização da Bacia Atlântica, do Mediterrâneo e Norte de África e das ligações à Ásia Central através da Turquia. Medidas importantes são também a integração da China e da Índia na Agência Internacional de Energia e a construção do Mercado Único Europeu de Energia
