    Socio-economic status and health: evidence from the ECHP

    In this paper, the effects of socioeconomic characteristics (gender, age, education level, marital status, income, occupational and health status, household size and social relationships) on individuals' health status in spain from 1994 to 2001 are analysed. The estimations are carried out using ordered probit models and new data from de whole waves of the European Community Household Panel (ECHP) have been used. The results indicate that personal characteristics, education level, income as well as health status and social relationships have strong influence on shelf-assessed health

    RESUMEN. En el trabajo, después de explicar el escenario de descentralización fiscal español, se efectúa una revisión de las últimas modificaciones en el nuevo modelo de financiación autonómica creado por la Ley 21/2001 y suscrito en el Consejo de Política Fiscal y Financiera desde la perspectiva de la corresponsabilidad fiscal y la solidaridad interregional. El trabajo se centra en estimar los recursos financieros empleados en este nuevo sistema tanto en el año base (1999) como en los posteriores. Finalmente, se hacen algunas consideraciones sobre la incidencia de la integración de la sanidad a raíz de la última reforma del sistema de financiación autonómico, en términos de la cesión de “cestas de impuestos” en la base tributaria propia de las regiones para poder financiar dicha competencia.ABSTRACT. In this work, after explaining the framework of fiscal decentralisation in Spain, we carry out a review of the latest modifications in the new model of autonomous communities financing created by Act 21/2001 and suscribed in the Fiscal and Financial Policy Council from the stand-point of fiscal co-responsibility and interregional solidarity. The article focuses on the study of financing resources used by this new model in 1999 and in the middle-term. Lastly, we examine a few considerations with regard to the incidence of the integration of health in the new general autonomous commmunity financing, in terms of the assignment of “fiscal room” in the tax basis of the regions in order to finance transfers of health

    RESUMEN. Este artículo examina los efectos del modelo de descentralización asimétrica sobre el gasto sanitario y su financiación en Cantabria. Se presentan algunas consideraciones generales sobre la estimación y necesidades del gasto sanitario, resaltando que es necesario controlar el gasto para asegurar una efectiva sostenibilidad de la financiación de la sanidad pública en Cantabria en el futuro. Por último, la transferencia de la sanidad podría ayudar a potenciar las ventajas de la descentralización y dar respuesta a las necesidades de la población en esta Comunidad Autónoma.ABSTRACT. This paper examines the effects of the asymmetric decentralization on the regional health care expenditure and its financing in Cantabria. We present sorne general considerations on the estimation and needs of the health care expenditure, hightlighting that is necessary to control it in order to have a technical robustness and political sustainability of the financing of the public health care in Cantabria for the future. Finally, the transfer of health to Cantabria could help to heighten the advantages of decentralization and response to the needs of its population

This paper is focused on labour market status of those individuals reporting “non-hampered in daily activities by a chronic or mental health problem, illness or disability”, using currently available data from large-scale representative surveys.     The associations between suicides, economic conditions and social isolation: insights from Spain

    Suicide is among the main challenges that need to be addressed in developed countries. In this paper, we analyse suicides across the 17 Spanish regions over the period 2014-2019. More precisely, our objective is to re-study the determinants of suicides focusing on the latest economic expansion period. We use count panel data models and sex stratification. A range of aggregate socioeconomic regional-level factors have been identified. Our empirical results show that: (1) a socioeconomic urban-rural suicide gaps exist; (2) there are significant gender differences, for the women a Mediterranean suicide pattern appears whereas unemployment levels have a significant importance for men, (3) social isolation factors, when significant, they show an (a priori) surprisingly positive result. We provide new highlights for suicide prevention in Spain. Precisely, it is highlighted that jointly policies by gender and attending to vulnerable groups are both necessary

    Este trabajo analiza la experiencia previa al modelo actual de financiación autonómica y sanitario desde una perspectiva comparada para a continuación hacer un balance de los retos pendientes bajo este nuevo sistema. En este marco, se estiman mediante la simulación de escenarios dinámicos las principales implicaciones económicas que supone el modelo actual consistente en profundizar en la corresponsabilidad fiscal integrando la sanidad a la financiación autonómica general y el diseño de mecanismos de garantías que permitan la implantación adecuada de las reformas iniciadas en 1986 con la Ley General de Sanidad y continuadas por la Ley de Cohesión y Calidad del Sistema Nacional de Salud de 2003. Por último, tras algunos comentarios y observaciones, se cierra el trabajo con un apartado de consideraciones finales

    An Empirical Analysis with SHARE (Survey of Health, Ageing and Retirement in Europe) Data

    Background: Depression is a frequently occurring mental illness that has been shown to be strongly related to important life outcomes, such as education or labor. Few studies focus on the impact of job status on the risk of depressive symptoms. Aims: We used longitudinal data from the Survey of Health, Ageing and Retirement in Europe for people aged from 50 to 64 years old across 11 countries to analyze how the type of job is related to depression. Methods: Associations between the type of job and depressive symptoms are analyzed using logistic multilevel models. Results: The risk of depressive symptoms is higher for self-employers. Among the self-employed, women are more at risk (OR: 3.22) as well as those who visit the doctor more frequently. On the other hand, people reporting a good quality of life and those living with a partner demonstrate a lower risk of depressive symptoms. These effects manifest less for employees, while the risk is also higher for women and those visiting the doctor frequently but lower for those who have a good quality of life or children. Conclusions: The stress suffered at work is related to a higher risk of depressive symptoms. The self-employed usually experience more stress at work, as this is related to a larger responsibility and, usually, less stabilit

Con el objeto de analizar la incidencia que tendrían en el sistema español las experiencias más significativas de federalismo fiscal, en este trabajo se exponen los principales fundamentos de la teoría del federalismo fiscal. Así, se aplica parcialmente el sistema canadiense al caso español a partir de la consideración de sus propios rasgos institucionales y de organización política en términos de asignación de competencias de gasto e ingresos, comparando así los resultados tanto desde una perspectiva estática como de sus condicionantes en términos dinámicos.ABSTRACT. In order to analyze the incidence that would have another fiscal federalism models in the Spanish system, the main theoretical foundations of Fiscal Federalism Theory are exposed in this paper. Thus, it is applied the Canadian system to the Spanish case taking into account their own institutional features and political organization in terms of expenditures and revenues assignment, comparing these results from a static perspective and also a dynamic one.
