CRISE NO SÉCULO XXI: POR UMA NOVA AGENDA DE REFORMA DO ESTADO
Ainda está por ser devidamente avaliada a extensão da crise econômica global e seu impacto sobre os Estados nacionais. Entretanto, desde logo, já se pode perceber uma mudança significativa no escopo da intervenção do Estado no domÃnio econômico. As propostas de revisão de polÃticas fiscal e monetária e de geração de renda e emprego sinalizam a vontade de interromper a financeirização e instaurar um novo regime de produção e modo de regulação voltados para a macroeconomia da produção efetiva. A compreensão da crise atual requer um exame em perspectiva histórica, que considere os ciclos econômicos e os processos que emergiram com a depressão dos anos 1930 e que culminaram com a gênese da crise dos anos 1980. O artigo discute alguns desses desafios. Seu propósito é contribuir para o estabelecimento de uma nova agenda de reformas que permita balizar novas estratégias de intervenção, superando antigos problemas, evitando repetir os erros do passado recente e criando salvaguardas contra novas distorções.Palavras-chave: Crise global; Reforma do Estado; Gerencialismo
Modelo linear misto para o incremento em área basal de árvores individuais de cedro (Cedrela odorata L.) na Amazônia ocidental, Brasil
http://dx.doi.org/10.5902/1980509810557Reliable growth data from trees are important to establish a rational forest management. Characteristics from trees, like the size, crown architecture and competition indices have been used to mathematically describe the increment efficiently when associated with them. However, the precise role of these effects in the growth-modeling destined to tropical trees needs to be further studied. Here we reconstructed the basal area increment (BAI) of individual Cedrelaodorata trees, sampled at Amazon forest, to develop a growth-model using potential-predictors like: (1) classical tree size; (2) morphometric data; (3) competition and (4) social position including liana loads. Despite the large variation in tree size and growth, we observed that these kinds of predictor variables described well the BAI in level of individual tree. The fitted mixed model achieve a high efficiency (R2=92.7 %) and predicted 3-years BAI over bark for trees of Cedrelaodorata ranging from 10 to 110 cm at diameter at breast height. Tree height, steam slenderness and crown formal demonstrated high influence in the BAI growth model and explaining most of the growth variance (Partial R2=87.2%). Competition variables had negative influence on the BAI, however, explained about 7% of the total variation. The introduction of a random parameter on the regressions model (mixed modelprocedure) has demonstrated a better significance approach to the data observed and showed more realistic predictions than the fixed model. http://dx.doi.org/10.5902/1980509810557Dados confiáveis de crescimento de árvores são importantes para o manejo florestal. CaracterÃsticas da árvore como o tamanho, arquitetura da copa e Ãndices de competição, associados aos dados de crescimento da árvore são utilizados com freqüência como variáveis preditoras. Entretanto, a efetividade desse tipo de variáveis na modelagem do crescimento de árvores tropicais é pouco conhecida. Nesta pesquisa, reconstruÃmos o incremento periódico em área basal (IPG) de árvores individuais deCedrela odorata,amostradas na floresta Amazônica, para desenvolver um modelo de crescimento utilizando preditores potenciais como: (1) tamanho da árvore; (2) dados morfométricos; (3) competição; (4) posição sociológica e infestação de lianas na copa. Apesar da alta variação no tamanho da árvore e no crescimento, observamos que estas variáveis descrevem muito bem o IPG em nÃvel de árvore individual. O modelo misto ajustado apresentou alta eficiência (R2=92.7 %) e estimou para três anos o IPG com casca em árvores com diâmetro a altura do peito variando desde 10 a 110 cm. A altura total, grau de esbelteza e formal de copa demonstraram elevada influência no crescimento em área basal e explicaram a maior parte da variação no crescimento (R2 parcial=87.2%). Variáveis de competição apresentaram influência negativa no IPG, entretanto, explicaram cerca de 7% da variação total. A introdução do parâmetro aleatório no modelo de regressão (modelo misto) conduziu a uma melhor aproximação aos dados observados (acurácia) com predição mais realÃstica quando comparado ao modelo fixo
Sete Teses EquÃvocas sobre a Participação Cidadã: o dilema da democracia direta no Brasil
Desde a promulgação da Constituição de 1988, a participação ativa dos cidadãos nas deliberações concernentes à s polÃticas públicas tem sido advogada, promovida e praticada por variados grupos sociais, com ênfase crescente. Ao lado dos mecanismos de representação polÃtica tradicional, a democracia deliberativa é compreendida como o instrumento capaz de revolucionar as relações Estado/Sociedade no Brasil. O objetivo deste artigo é examinar os limites e possibilidades da democracia direta, a partir do exame de algumas premissas subjacentes ao debate sobre a participação. Partindo-se das principais suposições que norteiam as experiências de gestão compartilhada em curso no Brasil, o artigo procura apontar alguns equÃvocos conceituais, pressupostos infundados e percalços factuais nelas assinalados. Tais premissas permeiam a discussão a respeito do tema há muitos anos, ecoando debates travados ao longo de toda a história de construção do Estado nacional brasileiro. Analisá-los é fundamental para demarcar os limites da participação e de seu efetivo potencial transformador das relações Estado/Sociedade, em um paÃs marcado por forte tradição de autoritarismo e desigualdade
INFLUÊNCIA DO ESPAÇAMENTO NO AUTODESBASTE DE POVOAMENTOMONOCLONAL DE Eucalyptus saligna Smith
http://dx.doi.org/10.5902/1980509817468In the present study the effect of initial spacing on relationship between the density of trees per hectare and the average diameter in monoclonal stands of Eucalyptus saligna were investigated. The data used were collected from full stocked stands and highly stored annually, monitored until 18 years old using permanent plots. For that, the density model of trees per hectare by diameter was tested and the self-thinning model of Tang was indicated as the most accurate one and provided great performance statistics, with a coefficient of determination equal to 0.85, lower standard error equal to 0.1026, low coefficient of variation equal to 1.39%, a minimal tendency equal to -0.0534 and high-efficiency equal to 0.3903. The self-thinning occurs in a diameter directly proportional to the initial density of trees per hectare of plantation. As great is the initial spacing greater is the mean diameter in the moment of initiation of self-thinning of the population. Crescimento em diâmetro de árvores de Podocarpus lambertii em duas regiões fitogeográficas no Estado do Rio Grande do Sul, Brasil
http://dx.doi.org/10.5902/198050989288The present study evaluated the diameter growth of Podocarpuslambertiitrees from two phytogeographical regions in Rio Grande do Sul State, Brazil, denominated ‘Campos de Cima da Serra’ and ‘Depressão Central’. The data were obtained using Stem Analysis and described by the Logistic growth model. The asymptote and growth rate were randomized by a non-linear mixed model to verify differences in their performances in both regions. The growth model explained 85% of the total variation in the tree growth trajectory and the variance component was significant and consistent and revealed that trees growing in ‘Campos de Cima da Serra’ region presented a higher diameter growth rate.http://dx.doi.org/10.5902/198050989288O presente estudo avaliou o crescimento diamétrico em função da idade de árvores de Podocarpus lambertii oriundas de duas regiões fitogeográficas do Rio Grande do Sul, denominadas de Campos de Cima da Serra e Depressão Central. A assÃntota e a taxa de crescimento das árvores foram aleatorizadas por meio de um modelo não linear misto com o propósito de avaliar diferenças no comportamento de ambas variáveis entre as regiões. O modelo de crescimento explicou 85 % da variação na trajetória de crescimento das árvores e os componentes de variância foram significativos e precisos, tendo revelado maior taxa de crescimento em diâmetro para árvores que crescem na região dos Campos de Cima da Serra
Propriedades biomecânicas locais em uma córnea modelada usando elementos finitos prevê surgimento de ceratocone
PURPOSE: The ability to predict and understand which biomechanical properties of the cornea are responsible for the stability or progression of keratoconus may be an important clinical and surgical tool for the eye-care professional. We have developed a finite element model of the cornea, that tries to predicts keratoconus-like behavior and its evolution based on material properties of the corneal tissue. METHODS: Corneal material properties were modeled using bibliographic data and corneal topography was based on literature values from a schematic eye model. Commercial software was used to simulate mechanical and surface properties when the cornea was subject to different local parameters, such as elasticity. RESULTS: The simulation has shown that, depending on the corneal initial surface shape, changes in local material properties and also different intraocular pressures values induce a localized protuberance and increase in curvature when compared to the remaining portion of the cornea. CONCLUSIONS: This technique provides a quantitative and accurate approach to the problem of understanding the biomechanical nature of keratoconus. The implemented model has shown that changes in local material properties of the cornea and intraocular pressure are intrinsically related to keratoconus pathology and its shape/curvature.OBJETIVOS: A possibilidade de prever e entender quais propriedades biomecânicas da córnea podem ser responsáveis pelo progresso ou estabilização do ceratocone pode ser uma importante ferramenta clÃnica e cirúrgica para o oftalmologista. Neste trabalho foi desenvolvido um modelo em elementos finitos da córnea, o qual prevê o surgimento de deformações semelhantes ao ceratocone e sua evolução baseado em propriedades biomecânicas do tecido corneano. MÉTODOS: As propriedades biomecânicas da córnea foram modeladas segundo dados disponÃveis na literatura para olhos esquemáticos. Softwares comerciais foram usados para simular propriedades de superfÃcie e material quando a córnea foi submetida a diferentes parâmetros locais de elasticidade. RESULTADOS: As simulações conduzidas aqui mostraram que, dependendo do formato inicial da córnea, mudanças nas propriedades locais do material para diferentes pressões intraoculares, induzem uma protuberância localizada e um aumento significativo de curvatura quando comparado ao restante da córnea. CONCLUSÕES: A técnica apresentada aqui permite o estudo mais preciso e quantitativo da natureza biomecânica do ceratocone. O modelo implementado demonstrou que mudanças locais de propriedades biomecânicas relacionais à elasticidade para uma mesma pressão intraocular, estão intrinsecamente relacionados ao surgimento e evolução de deformações que podem ter relação direta com o ceratocone
ANALYSIS OF THE SHOTS TO GOAL STRATEGIES OF FIRST DIVISION BRAZILIAN PROFESSIONAL SOCCER TEAMS
The purpose of this study was to analyze the shots to goal strategies during four soccer matches, through computational tracking. Software Dvideow was used to obtain data about players’ position and their technical actions and data treatment was performed in Matlab® environment. The results showed that the teams usually win the ball possession
in their defensive soccer field and ball possessions that resulted in shot to goal can involve few or great number of passes depending on the game situation. Results do not
corroborate with literature studies due to different methods of data treatment. Information about to these shots to goal strategies can help coaches to improve technical training, to
find possible team mistakes and present it to players

Characterization of Buriti (Mauritia flexuosa) Foam for Thermal Insulation and Sound Absorption Applications in Buildings
Exploring new construction materials with low environmental impact leads to innovation in buildings and also to the expansion of environmental sustainability in the construction industry. In this perspective, the thermal insulation and the sound absorption performances of Buriti (Mauritia flexuosa) foam were analyzed for potential application in buildings. This material is of plant origin, it is natural, renewable, abundant, and has a low environmental impact. In this research, characterizations were made by scanning electron microscopy (SEM), apparent density, thermogravimetry (TGA and DTG), thermal conductivity, and sound absorption. The SEM analysis revealed a predominantly porous, small, and closed-cell morphology in the vegetable foam. Due to its porosity and lightness, the material has an apparent density similar to other thermal insulating and sound-absorbing materials used commercially. The evaluation of thermogravimetric (TGA/DTG) results demonstrated thermal stability at temperatures that attest to the use of Buriti foam as a building material. Based on the thermal conductivity test, the Buriti foam was characterized as an insulating material comparable to conventional thermal insulation materials and in the same range as other existing thermal insulators of plant origin. Concerning sound absorption, the Buriti foam presented a low performance in the analyzed frequency range, mainly attributed to the absence of open porosity in the material. Therefore, understanding the sound absorption mechanisms of Buriti foam requires further studies exploring additional ways of processing the material
Evaluation of three-dimensional SonoAVC ultrasound for antral follicle count in infertile women : its agreement with conventional two-dimensional ultrasound and serum levels of anti-Müllerian hormone
Background: Several studies have reported a correlation between antral follicle count by conventional 2D transvaginal sonography and serum anti-Müllerian hormone levels. However, few studies have investigated the effectiveness of 3D SonoAVC transvaginal ultrasound technology, particularly in infertile women. Therefore, this study aims to evaluate the usefulness of three-dimensional (3D) SonoAVC transvaginal ultrasound technology for antral follicle count and its correlation to conventional two-dimensional (2D) transvaginal ultrasound and serum levels of anti-Müllerian hormone in infertile women. Methods: This cross-sectional study included 42 infertile women with age lower than 40 years that underwent treatment at a private fertility clinic between June and December 2015. Patient data included age, body mass index and cause of infertility. On cycle day 3 the following hormone levels were measured: serum levels of anti-Müllerian hormone, follicle-stimulating hormone, cancer antigen 125, prolactin, thyroid-stimulating hormone and oestradiol; the number of antral follicles was counted as well. The scanning were performed through 2D and 3D technology transvaginal ultrasound. Results: Using a Bland-Altman test we demonstrated that both technologies are quite equivalent. However, antral follicle count is higher using 3D ultrasound technology compared to 2D technology (p < 0.001; Wilcoxon test), this finding is mainly remarkable in ovaries with more than 20 antral follicles. Moreover, the mean time required for manual 2D ultrasound and 3D SonoAVC measurements were 275 ± 109 and 103 ± 57 s, respectively (p < 0.001). Serum AMH concentration correlated to the total number of early antral follicles (correlation coefficients = 0.678 and 0.612; p < 0.001 by 2D ultrasound and 3D SonoAVC, respectively; Spearman’s correlation test). Conclusions: Antral follicle count is better estimated using 3D ultrasound compared to 2D technology. A great advantage of 3D SonoAVC was less time required for an examination and the visual advantage when it need to count more than 20 follicles
