Nomadismo no mundo actual: mobilidade de migrantes qualificados e identidades culturais

Tese de mestrado, Cultura e Sociedade na Europa, Universidade de Lisboa, Faculdade de Letras, 2012A globalização levou à necessidade de uma dinâmica de intercâmbios de competências entre vários países que se tem intensificado, gerando mudanças nas características, perfis e vagas dos migrantes, o que alterou o panorama das migrações do século XXI. Portugal não escapou a estasmudanças, não só pela alternância nos papéis dos agentes das migrações, ao passarmos de país de emigrantes a país que é igualmente de imigração, como também pelas alterações verificadas nas características desses mesmos agentes, agora detentores de qualificações académicas mais elevadas. Considerada a terceira grande vaga de emigração portuguesa, a saída destes profissionais qualificados processa-se de forma bem diferente das vagas anteriores, quer pelos motivos que levaram à partida, não apenas por factores económicos, mas sobretudo pela progressão na carreira, quer pelas dificuldades de integração noutro país, agora minimizadas por uma melhor preparação cultural e linguística. Nesta investigação, procurou-se auscultar a opinião de uma amostra de portugueses qualificados, dispersos por 19 países de quatro continentes, relativamente a todas as contingências associadas a um quadro de mobilidade e instabilidade: pessoais, familiares, profissionais, identitárias. Este último mereceu especial destaque pela preocupação com a questão da identidade nacional numa vivência multicultural, muitas vezes associada a um percurso de nomadismo. Os dados obtidos levam-nos a concluir que, na generalidade dos casos, encontramos uma personalidade híbrida, culturalmente adaptada e adaptável ao país de destino, sem no entanto eliminar ou ocultar a cultura da pátria de origem. Ao contrário, (depois de nas descobertas, termos levado novos mundos ao mundo) estes portugueses espalhados pelo globo, funcionam como excelentes representantes, divulgando o nosso mundo aos outros mundos.ABSTRACT: Globalization has led to the need for a dynamic exchange of skills that has grown between several countries, which has recently increased and led to changes in the characteristics, profiles and positions of migrants, hence modifying the prospect of migrations in the twentyfirst century. Portugal was not an exception, not only due to a change in the roles of the migration agents in Portugal moving from a country of emigrants to a country of immigrants but also due to the changes in the characteristics of those agents, now holding higher academic qualifications. Taking into consideration the on-going third wave of Portuguese emigration, the exit of these qualified professionals is rather different from the former ones, either for the reasons that led to the departure not only by economic factors, but also by promotion prospects or by the difficulties of integrations in a foreign country, nowadays certainly minimized by a better cultural and linguistic preparation. In this study we have tried to hear the opinion of qualified Portuguese spread over 19 countries on four continents, with regards to the contingencies related to a framework of mobility and instability in personal, family, professional and identity terms. This last factor deserved particular attention in view of the concern regarding the issue of national identity in a multicultural environment often associated with a nomadic life. The collected data leads us to conclude that, in most cases, we find a hybrid personality, culturally adapted and adaptable to the country of destination, without, however, eliminating or hiding the culture of the country of origin. The Evolving Landscape of Neurotoxicity by Unconjugated Bilirubin: Role of Glial Cells and Inflammation

Unconjugated hyperbilirubinemia is a common condition in the first week of postnatal life. Although generally harmless, some neonates may develop very high levels of unconjugated bilirubin (UCB), which may surpass the protective mechanisms of the brain in preventing UCB accumulation. In this case, both short-term and long-term neurodevelopmental disabilities, such as acute and chronic UCB encephalopathy, known as kernicterus, or more subtle alterations defined as bilirubin-induced neurological dysfunction (BIND) may be produced. There is a tremendous variability in babies’ vulnerability toward UCB for reasons not yet explained, but preterm birth, sepsis, hypoxia, and hemolytic disease are comprised as risk factors. Therefore, UCB levels and neurological abnormalities are not strictly correlated. Even nowadays, the mechanisms of UCB neurotoxicity are still unclear, as are specific biomarkers, and little is known about lasting sequelae attributable to hyperbilirubinemia. On autopsy, UCB was shown to be within neurons, neuronal processes, and microglia, and to produce loss of neurons, demyelination, and gliosis. In isolated cell cultures, UCB was shown to impair neuronal arborization and to induce the release of pro-inflammatory cytokines from microglia and astrocytes. However, cell dependent sensitivity to UCB toxicity and the role of each nerve cell type remains not fully understood. This review provides a comprehensive insight into cell susceptibilities and molecular targets of UCB in neurons, astrocytes, and oligodendrocytes, and on phenotypic and functional responses of microglia to UCB. Interplay among glia elements and cross-talk with neurons, with a special emphasis in the UCB-induced immunostimulation, and the role of sepsis in BIND pathogenesis are highlighted. New and interesting data on the anti-inflammatory and antioxidant activities of different pharmacological agents are also presented, as novel and promising additional therapeutic approaches to BIND

Constructing Institutional Measures: Indicators of Political and Property Rights in Mozambique, 1900-2005

In this paper we focus on the role of political and economic institutions in Mozambique’s development. We produce a set of institutional indicators for Mozambique for the period 1900 through to 2005. The first index tracks political freedoms and is unique in its duration and complexity. The second index is a measure of property rights for Mozambique and such a measure has not existed previously and certainly not for this length of time. The construction of these indices is a painstaking process through historical records but it provides us with a richness of institutional data previously not available. The new institutional indices will allow us to explore the role of the institutional environment in determining economic growth and development in Mozambique over time.Political Rights, Property Rights, Insitutional Indicators, Mozambique

O jornalismo e o quotidiano, a indústria e os jovens

Este capítulo centra-se no cruzamento entre a literacia para as notícias, os públicos jovens, o jornalismo e a sua relevância para a democracia. A literacia para as notícias constitui uma importante fonte de orientação para a vida quotidiana e as ferramentas jornalísticas são elementos fundamentais para engajar jovens na prática da cidadania. Mas será que os jovens estão satisfeitos com as notícias? Gostariam de ter notícias para as suas idades? Os media noticiosos pensam concretamente nos jovens quando produzem notícias? Qual o papel que devotam à literacia para as notícias? Para tentar corresponder a estas questões, usamos dados de um trabalho já finalizado com uma amostra de 32 jovens (2010-2011) e um estudo ainda exploratório sobre literacia para as notícias, participação e jovens – AN-Lite: Audiências, Notícias e Literacia (SFRH/BPD/92204/2013) em curso com entrevistas a três editores. Encontrámos alguns cruzamentos de perspetivas (como jovens e jornalistas não se fixarem na necessidade de notícias especiais para jovens), mas também alguns pontos de algum afastamento na cobertura de rotina (designadamente no que toca a um maior recurso a jovens fontes e produtores de conteúdos)

Pesquisa participativa: novas vias de estudo da relação entre jornalismo e democracia

É difícil conseguir captar a essência das dietas mediáticas e do pensamento dos cidadãos sobre a democracia, ido além da visão mais tradicional, associada a um pensamento de sentido negativo e de afastamento. Neste artigo indicamos as vantagens de optar por metodologias qualitativas participativas e longitudinais, que permitem melhor apreender atitudes e hábitos e os contextos do quotidiano em que se desenvolvem. Estas opções possibilitam melhor conhecer espaços de micro análise e ainda favorecer ambientes em que os participantes na pesquisa sentem que dão um contributo ativo para o desenrolar da investigação. Por esta via, consegue-se apreender melhor processos de ligação entre jornalismo e democracia, tendo uma das conclusões deste estudo apontado para processos de ligação próxima entre opiniões sobre jornalismo, democracia e contextos quotidianos. Os jovens que indicaram ter uma visão mais alargada sobre o jornalismo, designadamente percepcionando as suas ambivalências e considerando-as inerentes à profissão, foram também os que revelaram maior capacidade para entender a política numa visão alargada do seu significado.It is difficult to fully capture the essence of media diets and thoughts of citizens about democracy, far beyond the more traditional view, associated with a negative thought and rejection. In this article we provide the advantages of opting for participatory and longitudinal qualitative methodologies, which allow better understanding of attitudes and habits and everyday contexts in which they develop. These options enable better understanding of micro spaces and also further analysis environments where research participants feel they give an active contribution to the progress of the investigation. In this way, it is possible to grasp better bonding processes between journalism and democracy, one of the conclusions of this study pointed to a connection between opinions on journalism, democracy and everyday contexts. Young people who indicated having a broader view on journalism, including perceiving their inconsistencies and considering the inherent to the profession, also showed greater ability to perceive an enlarged meaning of politics
