The Canadian Constitutional Experiment
Amidst the staggering array of possible foci for an essay on the Canadian constitutional experiment I have chosen to stress the recent tumultuous struggles for identity and community which have engaged citizens and governments. My perspective is primarily from the bottom up, not because the recent constitutional exercise shows the Canadian peoples as masters of their fate, which it does not, but because who we are and to whom we relate as fellow citizens are important subjects in themselves. Further, the contemporary democratic state cannot function successfully in a vacuum. Its weight and its pressure are such, and its purposes are so intrusive of society, that what we now have is a state-society fusion in which a positive symbiosis between the two is a functional necessity. Otherwise the state will fall into disrepute and disrepair as it faces an indifferent populace. State purposes now require so much popular support and participation if they are to succeed that we have no alternative but to move in the direction of a more participant citizenry, which shares on a day to day basis in the task of governing itself. Thus the community towards which we work is a political community which simultaneously links us with each other and reduces the distance and the differentiation between the governors and the governed
Reflections on Commission Research
This paper explores the role of research in royal commissions. It is based primarily on my experience as one of three research directors for the Royal Commission on the Economic Union and Development Prospects for Canada, popularly known as the Macdonald Commission. Since royal commissions appear in many guises, much of what I say may not apply to other commissions. In general, my remarks are more applicable to those commissions that give advice on significant public policy matters than to more narrowly investigative commissions set up in response to allegations of corruption or scandal in government or to determine the causes of serious accidents. In these latter, essentially judicial, commissions, there is little need for the extensive social science research used in such policy inquiries as the Royal Commission on Dominion-Provincial Relations (Rowell-Sirois), the Royal Commission on Bilingualism and Biculturalism (Laurendeau-Dunton) and the Macdonald Commission
Solar coronal electron heating by short-wavelength dispersive shear Alfvén waves

An explanation of the electron heating rests on the identification of the energy source and appropriate physical mechanisms via which the energy can be channelled to the electrons. Our objective here is to present an estimate for the electron heating rate in the presence of finite amplitude short-wavelength (in comparison with the ion gyroradius) dispersive shear Alfven (SWDSA) waves that propagate obliquely to the ambient magnetic field direction in the solar corona. Specifically, it is demonstrated that SWDSA waves can significantly contribute to the solar coronal electron heating via collisionless heating involving SWDSA wave-electron interactions.Publisher PDFPeer reviewe
Exercise Beliefs and Behaviours of Individuals with Joint Hypermobility Syndrome/ Ehlers Danlos Syndrome-Hypermobility Type

Descriptive and inferential statistics were used to analyse the data. Qualitative data was analysed thematically.Results: 946 questionnaires were returned and analysed. Participants who received exercise advice from a physiotherapist were 1.75 more likely to report high volumes of weekly exercise (odds ratio [OR]â=â1.75, 95% confidence interval [CI]â=â1.30â2.36, pâ<â0.001) than those with no advice. Participants who believed that exercise is important for long-term management were 2.76 times more likely to report a high volume of weekly exercise compared to the participants who did not hold this belief (ORâ=â2.76, 95% CIâ=â1.38â5.50, pâ=â0.004). Three themes emerged regarding experience of physiotherapy; physiotherapist as a partner, communication â knowledge, experience and safety.Conclusion: Pain, fatigue and fear are common barriers to exercise. Advice from a physiotherapist and beliefs about the benefits of exercise influenced the reported exercise behaviours of individuals with EhlersâDanlos syndrome â hypermobility type in this survey.Peer reviewe
Near-threshold electron injection in the laser-plasma wakefield accelerator leading to femtosecond bunches
We gratefully acknowledge the support of the UK EPSRC (grant no. EP/J018171/1), the EU FP7 programmes: the Extreme Light Infrastructure (ELI) project, the Laserlab-Europe (no. 284464), and the EUCARD-2 project (no. 312453).The laser-plasma wakefield accelerator is a compact source of high brightness, ultra-short duration electron bunches. Self-injection occurs when electrons from the background plasma gain sufficient momentum at the back of the bubble-shaped accelerating structure to experience sustained acceleration. The shortest duration and highest brightness electron bunches result from self-injection close to the threshold for injection. Here we show that in this case injection is due to the localized charge density build-up in the sheath crossing region at the rear of the bubble, which has the effect of increasing the accelerating potential to above a critical value. Bunch duration is determined by the dwell time above this critical value, which explains why single or multiple ultra-short electron bunches with little dark current are formed in the first bubble. We confirm experimentally, using coherent optical transition radiation measurements, that single or multiple bunches with femtosecond duration and peak currents of several kiloAmpere, and femtosecond intervals between bunches, emerge from the accelerator.Publisher PDFPeer reviewe
Collective entrepreneurship in low-income communities : the importance of collective ownership, collective processes and collective goods
By focusing on individualised theories of entrepreneurship, mainstream entrepreneurship literature often marginalises entrepreneurship as a product of collaborative action. Addressing this limitation, our emphasis on collective entrepreneurship is contextualised in the setting of low-income communities and draws out three important components: collective ownership, collective processes and collective goods. Through our qualitative research into two community organisations in the West of Scotland, we demonstrate the important interplay of each component. We provide a deeper understanding of the dynamics at play as collective forms of entrepreneurial behaviour result in community actors empowered to pursue a commercial activity, negotiate with the state and exploit existing and newly emerging social and cultural capital. Our theoretical contribution explains the linkages and connections of the three components to better understand collective entrepreneurship in low-income communities and entrepreneurial processes more generally
Ponderomotive and resonant effects in the acceleration of particles by electromagnetic modes
Funding: U.K. Science and Engineering Research Council under Grant No. EP/N028694/1 (R.A.C.).In the present analysis, we study the dynamics of charged particles under the action of slowly modulated electromagnetic carrier waves. With the use of a high-frequency laser mode along with a modulated static magnetic wiggler, we show that the ensuing total field effectively acts as a slowly modulated high-frequency beat-wave field typical of inverse free-electron laser schemes. This effective resulting field is capable of accelerating particles in much the same way as space-charge wake fields do in plasma accelerators, with the advantage of being more stable than plasma related methods. Acceleration occurs as particles transition from ponderomotive to resonant regimes, so we develop the ponder- omotive formalism needed to examine this problem. The ponderomotive formalism includes terms that, although not discussed in the usual applications of the approximation, are nevertheless of crucial importance in the vicinity of resonant capture. The role of these terms is also briefly discussed in the context of generic laser-plasma interactions.PostprintPeer reviewe
