Policy Effectiveness of Loan for Delaying Timber Harvesting for Smallholder Private Forest in Indonesia

This study aimed to analyze policy effectiveness of loan for delaying timber harvesting for smallholder private forest business (Pinjaman Tunda Tebang Hutan Rakyat; hereinafter will be referred as PTT-HR). The analysis will be used to provide recommendations for improving PTT-HR scheme included scaling out and scaling up of the scheme for improving economic benefits and supporting smallholder private forest business as well as for strengthening farmer’s welfare. Field survey was conducted in October–November 2013 in two districts in Central of Java, Indonesia namely Blora and Wonosobo District as recipient of PTT-HR from Public Service Agency for Forest Development Financing Center (BLU Center of P2H) Ministry of Forestry, Republic of Indonesia. The results showed that PTT-HR policy has implemented effectively based on evaluation parameter derived from the objectives of policy namely the age of the stands for loan collateral, the capabilities for improving farmer’s welfare, utilization of loan, perception of the farmers regarding to the ease of the process and purpose of loan utilization, and the capability of loan repayment. However, this research has not been answered the aspect of PTT-HR policy implementation efficiency.

PEMBERDAYAAN KELOMPOK WANITA TANI (KWT) MELALUI PEMANFAATAN LALAT TENTARA HITAM DAN Trichoderma sp. SEBAGAI AGEN BIOFUNGISIDA DAN PEMBUATAN PUPUK ORGANIK DI MAKASSAR, SULAWESI SELATAN

Chili cultivation activities in various regions encounter many problems. Therefore, this encouraged us to develop technology transfer on utilization of black soldier fly (Hermetia illucens), Trichoderma , and organic fertilizer through community service activities. This activity was a collaboration between Institut Teknologi Bandung and Hasanuddin University to transfer knowledge and skills to farmer women group members on utilization of black soldier fly and beneficial microorganisms such as Trichoderma . Both agents could be employed in converting organic waste into organic fertilizer for chilli plantation plants in Makassar, South Sulawesi. The methodology used in this activity including explanation of the important role of both black soldier flies and Trichoderma  sp. in the chili cultivation system, compost making practices, as well as training and assistance during chili cultivation. Outputs in this activity were increased knowledge and skills of farmer women groups regarding the utilization of black soldier flies and Trichoderma , the ability to make compost, and increased skills of farmer women group members in chili cultivation. It can be concluded that the introduction of black soldier flies and Trichoderma  was responded very well by farmer women group members as well as fully supported by village officials and stakeholders at the activity site. Not only did farmer group members get new information and insights, but they also gained skills in the use of black soldier flies and Trichoderma  as biodecomposers and biofungicide agents. This activity was expected to increase the motivation of farmer women groups in improving the quality of life and independence in the family by optimizing their backyard for the cultivation of horticultural crops such as chili. The harvested chili was successful and subsequently delivered to consumers. The results of this activity were also disseminated at the National Seminar on Community Services, carried out by the Jurnal Dinamika Pengabdian, UNHAS in August 2019.Keywords: Farmer women group, black soldier fly, Trichoderma, organic fertilizer. ABSTRAKKendala yang dihadapi pada kegiatan budidaya cabai di berbagai daerah mendorong alih teknologi pemanfaatan lalat tentara hitam atau Black Soldier Fly (Hermetia illucens), Trichoderma  serta pupuk organik melalui kegiatan pengabdian kepada masyarakat. Kegiatan ini merupakan kolaborasi dari Institut Teknologi Bandung dan Universitas Hasanuddin yang bertujuan untuk memberikan pengetahuan dan keterampilan kepada anggota kelompok wanita tani (KWT) dalam memanfaatkan lalat tentara hitam dan mikroorganisme bermanfaat seperti Trichoderma. Kedua agen hayati ini dapat dimanfaatkan untuk mengkonversi limbah organik menjadi pupuk yang bermanfaat untuk budidaya tanaman cabai di Makassar, Sulawesi Selatan. Metode yang digunakan berupa penjelasan tentang peran lalat tentara hitam dan mikroorganisme Trichoderma  spp. dalam sistem budidaya tanaman cabai, praktik pembuatan kompos, serta pelatihan dan pendampingan dalam budidaya cabai. Luaran pada kegiatan ini adalah meningkatnya pengetahuan dan keterampilan anggota KWT mengenai pemanfaatan lalat tentara hitam dan Trichoderma, kemampuan dalam membuat kompos, serta meningkatnya keterampilan anggota KWT dalam budidaya cabai. Dari kegiatan yang dilaksanakan dapat disimpulkan bahwa konsep pengenalan lalat tentara hitam dan Trichoderma  kepada anggota KWT mendapat respons yang sangat baik serta didukung penuh oleh aparat desa dan berbagai pemangku kepentingan di lokasi penyuluhan. Anggota kelompok tani tidak hanya mendapat informasi dan wawasan baru, tetapi juga mereka mendapatkan keterampilan dalam pemanfaatan lalat tentara hitam dan Trichoderma  sebagai biodekomposer dan agen biofungisida. Budidaya cabai yang yang dilaksanakan oleh anggota KWT berproduksi dengan baik dan hasilnya dapat dijual kepada konsumen. Development of Small Holder Plantation Forests: An Analysis from Policy Process Perspective

This research was conducted to learn the inhibiting factors for renewal of forest utilization policy, particularly the policy of small holder plantation forests/HTR), by government. To achieve the objective of this research, there were studies on contents of law and regulations, respond of stakeholders toward those law-regulations, and problem of contents and constraints of law and regulations improvement through analysis approach of policy making process. It was found that technical constraints in HTR development were weak provision of forest territory and poor institutional strengthening of the participant community to be ready to receive permit or fund for HTR development.  Such phenomena were due to contents of HTR policy which have more tendencies to answer the problem of absence of bureaucracy and administration procedure which should be determined on the basis of authorities of agencies of central and local government, rather than answering the problem faced by HTR participant community. Policy narrative in the past period in implementing large business policy of natural forest utilization were still dominant, accompanied with weak consideration in making and implementing policy toward forest territory conflict and weak socio-economic and bargaining position of the community, resulting in expensive public service which could not fulfill the community's need. 

UJI GETARAN ROBOT MANIPULATOR YANG BERGERAK TRANSLASI DAN ROTASI

The manipulator robot is widely used because it has many advantages such as positioning accuracy, achieving goodperformance, relatively low energy consumption, and lighter weight. The problem that often arises in roboticmanipulators is the vibration caused by the nature of its flexibility. The purpose of this study is to modify translationaland rotational moves of a manipulator robot as a prototype to be used as a tool in conducting flexible link vibrationresearch. This study also results a vibration-measuring device that is used to measure the frequency and amplitude ofacceleration using accelarometer ADXL 335. The data obtained is displayed in graphical form Fast Fourier Transform(FFT) frequency and amplitude acceleration. As a result, this study generated a prototype robot that moves in atranslational and rotational. The experimental result obtained a frequency of 38.57 Hz

KUALITAS HIDUP FAMILY CAREGIVER PASIEN ORANG DENGAN SKIZOFRENIA (ODS)

Abstrak. Family caregiver ODS rentan terhadap  masalah sehingga secara keseluruhan kualitas hidup berkurang. Menilai kualitas hidup  dapat membantu family caregiver secara tepat. Penelitian ini  menggambarkan kualitas hidup family caregiver ODS dan mengetahui aspek demografi yang mempengaruhi kualitas hidupnya. Menggunakan metode deskriptif kuantitatif dengan convenience sampling dengan sampel  100 family caregiver  ODS di RSUD Soreang. Alat ukur yang digunakan  Adult Carers Quality of Life terdiri dari 8 dimensi (40 item). Diolah menggunakan statistik deskriptif, uji korelasi, uji perbedaan dua rata-rata. Hasil penelitian menunjukkan  kualitas hidup family caregiver ODS tergolong sedang. kategori tinggi ditunjukkan dimensi caring choice. Kategori sedang ditunjukkan oleh dimensi support for caring, caring stress, money matters, personal growth, sense of value,  careers satisfaction dan ability to care. Berdasarkan data terdapat hubungan antara variabel kualitas hidup dengan usia dan terdapat perbedaan signifikan pada kualitas hidup family caregiver berdasarkan  pendidikan & lama merawat.
