    This study explored the causes of restoration direction and the feature of the restoration practice of the Geunjeong Hall in the Gyeongbok Palace by analyzing the process and the result of the restoration of the heritage. The result of the study shows that the causes of restoration direction are restoration guidelines for the project, restoration principles for the architectural heritage of Korea, advisory committee of the restoration project, standard specification for the restoration of architectural heritage, and traditional craftsmanship. This study also reveals that the restoration of the Geunjeong Hall pursued enhancement of architectural functions, ideal prototype of traditional building, adoption of the contemporary scientific technology, retention of the old members, and recovery of the deformed elements

[์˜๋ฌธ] This study analyzed the effects of three different pelvic tilts on sit-to-stand activities and suggested a new therapeutic approach for movement re-education in patients who have sit-to-stand difficulty. The three different pelvic tilts were: (1) comfortable (CPT), (2) posterior (PPT), and (3) anterior (APT) pelvic tilt sit-to-stand (STS). To determine the onset time of muscle contraction, surface electrodes were applied to the rectus femoris (RF), vastus lateralis (VL), biceps femoris (BF), tibialis anterior (TA), gastrocnemius (GCM), and soleus (SOL) muscles. One-way ANOVA was used for the statistical analysis. ICCs was used for functional linkage analysis. The findings of this study were as follows. First, there were significant differences in the kinematic variables of the knee joint, ankle joint, and thigh-off among the three activities. Second, there were significant differences in the VL muscle activation pattern among the three activities. Third, the functional integrated analysis revealed that the muscle recruitment pattern changed when thigh-off was viewed as a reference point. Fourth, there were independent functional units between thigh-off and VL, and between thigh-off and RF in the functional linkage analysis. The VL and RF acted as the prime-mover muscles, and additional postural-adjustment muscles were recruited as the demand for postural muscle control increased (PPT STS > APT STS > CPT STS). In conclusion, the findings of this study suggest the following evaluative and therapeutic approach for STS activity: (1) Changes in the knee and ankle joints are prioritized, recruitment order differences in the VL and RF, changes in the activation pattern of BF, SOL, and additional muscle recruitment patterns can be generated to accomplish abnormal STS activities. (2) APT STS can be introduced for movement efficiency and functional advantage when treating abnormal STS. Social capital is defined as the social relations including trust, network, norms that facilitate collective action. In Korean society, we have low level of social trust compared with advanced countries, which is not a beneficial tool to accomplish the growth of service economy. It is said that citizens donโ€™t have enlightened citizenship and progressive service-mind. We emphasize that schooling has a powerful effect on the formation of social capital. In order to enhance the effectiveness of schooling fostering social capital, some features of the educational process can be recommended as next: citizenship education for generalized social trust be strengthened; economic education be developed based on appropriate and relevant curriculum for service economy; extracurricular activities and service learning connected with social capital be expanded; schooling program be diversified for the development of human resources in service economy

This paper points out some problems of the concept and category of HRD policies, the formation and operation of the MCHRD, and the role of the MOEHRD. This paper made some suggestions for successful implementation of HRD policies. First, we need to clarify the concept and category of HRD policies in every government organizations and recognize the significance of HRD policies for the formation of social capital. Second, we need to revise the HRD Act that some HRD reports are required to submit to the National Assembly in order to strengthen the effectiveness and accountability of HRD policies. Third, the MOEHRD should be authorized to coordinate HRD policies in budget process. Fourth, it is essential to empower the right of the MCHRD to play a central role in coordinating the HRD policies

    A Study on Problems of the Reconstruction of Heungnyemun and Repair of Geunjeongjeon in Gyeongbok Palace through ICOMOS Documents

    The purpose of this study is to examine reconstruction of the Heungnye Gate and the repair work of the Geunjeong Hall in the Gyeongbok Palace from the perspective of ICOMOS documents on architectural heritage. Some of the controversial issues, having been raised from the two projects, are selected and analyzed based on related ICOMOS documents. The principles of ICOMOS documents are used to analyze whether significant decisions, already made or to be made while reconstructing or repairing the two traditional wooden structures, are justifiable or not. According to the study results, the demolition of the former Japanese Government-General Building was inevitable for the sake of authenticity of the structure. Second, it is inappropriate to use imported woods and timbers in reconstructing traditional buildings. Third, making alterations to the original form, such as changing roof structure and making posts thicker than before, is not different from tearing up historic documents. Fourth, using modern tiles is incompatible with the ICOMOS principles that put a great importance on aesthetic values and original construction techniques. Fifth, incorporating wooden elements with synthetic resin goes against the principle of reversibility and is not traditional techniques. Lastly, using machine tools and electric equipment is to undermine the authenticity of traditional wooden structures where craftsmanship is an indispensable factor. It also deprives younger carpenters of a chance to learn traditional building techniques, preventing the transmission of priceless techniques to next generations
