    Recently, Davids and Typel recommended a "low" value of S_{17}(0) based on fits to published direct and Coulomb dissociation data, in which they excluded the precise result of Junghans et al. We show that their statistical analysis is incorrect, due to a substantial underestimate of the experimental uncertainties, and leads to conclusions that are not supported by a proper analysis.Comment: submitted to Phys.     Casting Light on the Shade: Using Securities Laws to Draw New Contours in Art Investment Regulation

    The disparate treatment of art investments under the Internal Revenue Code and the Securities Exchange Act of 1934 poses a problem. This disparity generates inequities among art investors and between art investors and investors in traditional securities markets. The Internal Revenue Code considers both art and traditional securities to be capital assets with no material distinction. For example, prior to the 2017 tax act, art investors could defer the realization of capital gains through like-kind exchanges of works of art under section 1031 of the Internal Revenue Code. Currently, under section 1400Z-2, an addition to the Internal Revenue Code through the 2017 tax act, art investors may defer capital gains taxes in the same manner as traditional investors by investing their gains from the sale of works of art into “Qualified Opportunity Funds.” These funds are utilized to spur economic growth in designated “Opportunity Zones.” The Securities Exchange Act of 1934, in contrast, does not recognize or regulate art as an investment vehicle with a trading market. As a result of this divergence between two legislative regimes that influence investment decisions, inequitable and unbalanced practices can develop within the secondary art market. Art investors may reap the tax benefits of investing in art without being subject to any modified securities laws or regulations, such as those concerning trading on or tipping material, nonpublic information. This Note compares the tax treatment of art with the insider trading laws and regulations that apply to traditional securities and explores the potential of adapting those laws and regulations to fit the growing secondary art market. It concludes that increased regulation of the secondary art market would (1) synergize investing practices with the tax benefits of those investments and (2) enhance fairness and equity in the secondary art market

    ReportAny Integrated Pest Management (IPM) effort needs to stress the importance of proper, accurate pathogen and pest identification. Control method recommendations are often very specific depending on the organism causing the plant disease. An IPM approach to managing pathogens will only be successful if proper disease diagnosis is performed prior to taking any action to correct the situation. The Plant Disease Diagnostic Clinic at Cornell University has dedicated itself to providing the New York State community with plant disease diagnostic pathogen identification and education. To continue this mission and expand our audience, we implemented a plan to improve our interaction with consumers and professional horticulturists and to increase the awareness of plant diseases among residents of our community through regional training sessions

    Improving Statistical Machine Translation Using Comparable Corpora

    With thousands of languages in the world, and the increasing speed and quantity of information being distributed across the world, automatic translation between languages by computers, Machine Translation (MT), has become an increasingly important area of research. State-of-the-art MT systems rely not upon hand-crafted translation rules written by human experts, but rather on learned statistical models that translate a source language to a target language. These models are typically generated from large, parallel corpora containing copies of text in both the source and target languages. The co-occurrence of words across languages in parallel corpora allows the creation of translation rules that specify the probability of translating words or phrases from one language to the other. Monolingual corpora, containing text only in one language--primarily the target language--are not used to model the translation process, but are used to better model the structure of the target language. Unlike parallel data, which require expensive human translators to generate, monolingual data are cheap and widely available. Similar topics and events to those in a source document that is being translated often occur in documents in a comparable monolingual corpus. In much the same way that a human translator would use world knowledge to aid translation, the MT system may be able to use these relevant documents from comparable corpora to guide translation by biasing the translation system to produce output more similar to the relevant documents. This thesis seeks to answer the following questions: (1) Is it possible to improve a modern, state-of-the-art translation system by biasing the MT output to be more similar to relevant passages from comparable monolingual text? (2) What level of similarity is necessary to exploit these techniques? (3) What is the nature of the relevant passages that are needed during the application of these techniques? To answer these questions, this thesis describes a method for generating new translation rules from monolingual data specifically targeted for the document that is being translated. Rule generation leverages the existing translation system and topical overlap between the foreign source text and the monolingual text, and unlike regular translation rule generation does not require parallel text. For each source document to be translated, potentially comparable documents are selected from the monolingual data using cross-lingual information retrieval. By biasing the MT system towards the selected relevant documents and then measuring the similarity of the biased output to the relevant documents using Translation Edit Rate Plus (TERp), it is possible to identify sub-sentential regions of the source and comparable documents that are possible translations of each other. This process results in the generation of new translation rules, where the source side is taken from the document to be translated and the target side is fluent target language text taken from the monolingual data. The use of these rules results in improvements over a state-of-the-art statistical translation system. These techniques are most effective when there is a high degree of similarity between the source and relevant passages--such as when they report on the same new stories--but some benefit, approximately half, can be achieved when the passages are only historically or topically related. The discovery of the feasibility of improving MT by using comparable passages to bias MT output provides a basis for future investigation on problems of this type. Ultimately, the goal is to provide a framework within which translation rules may be generated without additional parallel corpora, thus allowing researchers to test longstanding hypotheses about machine translation in the face of scarce parallel resources

    This thesis describes an unsupervised system to learn natural language morphology, specifically suffix identification from unannotated text. The system is language independent, so that is can learn the morphology of any human language. For English this means identifying “-s”, “-ing”, “-ed”, “-tion” and many other suffixes, in addition to learning which stems they attach to. The system uses no prior knowledge, such as part of speech tags, and learns the morphology by simply reading in a body of unannotated text. The system consists of a generative probabilistic model which is used to evaluate hypotheses, and a directed search and a hill-climbing search which are used in conjunction to find a highly probably hypothesis. Experiments applying the system to English and Polish are described

    The State of Adaptation in the United States: An Overview

    Over the past two decades the adaptation landscape has changed dramatically. From its early days as a vague theoretical concept, which was often viewed as a threat to advocating for the reduction of greenhouse gas emissions, it has developed into a widely, albeit not universally, recognized governmental mandate to reduce societal vulnerability to climate change. While it is important to appreciate the progress that we are making on this issue, it is impossible to ignore the urgent need to do more. Smart investment can be made by reflecting on what is already underway in order to determine where to build on existing efforts and where to innovate new approaches to fill the gaps in the path forward. In this report we provide illustrative examples of the variety of work on climate change adaptation that is underway in the United States. This is by no means an exhaustive survey of the field; however it does provide insight into the dominant focus of work to date, the resultant gaps, and the opportunities available for advancing this essential aspect of sustainability. We focus on four areas of activity -- agriculture, natural resources, human communities, and policy. The general trends relevant to these sectors can be applied more broadly to other sectors and countries. Adaptation can be thought of as a cycle of activities that ultimately -- if successful -- reduces vulnerability to climate change. This process starts with identifying the impacts of climate change to determine the types of problems climate change might pose. This includes all of the research on the causes and the global, regional, and local manifestations of climate change, often referred to as impacts assessments

    Validation and interpretation of annual skeletal marks in loggerhead (Caretta caretta) and Kemp’s ridley (Lepidochelys kempii) sea turtles

    Numerous studies have applied skeletochronology to sea turtle species. Because many of the studies have lacked validation, the application of this technique to sea turtle age estimation has been called into question. To address this concern, we obtained humeri from 13 known-age Kemp’s ridley (Lepidochelys kempii) and two loggerhead (Caretta caretta) sea turtles for the purposes of examining the growth marks and comparing growth mark counts to actual age. We found evidence for annual deposition of growth marks in both these species. Corroborative results were found in Kemp’s ridley sea turtles from a comparison of death date and amount of bone growth following the completion of the last growth mark (n=76). Formation of the lines of arrested growth in Kemp’s ridley sea turtles consistently occurred in the spring for animals that strand dead along the mid- and south U.S. Atlantic coast. For both Kemp’s ridley and loggerhead sea turtles, we also found a proportional allometry between bone growth (humerus dimensions) and somatic growth (straight carapace length), indicating that size-at-age and growth rates can be estimated from dimensions of early growth marks. These results validate skeletochronology as a method for estimating age in Kemp’s ridley and loggerhead sea turtles from the southeast United States

    Coastal Impacts of Climate Change in the Northwest: A Summary of the Findings of the upcoming National Climate Assessment

    The many thousands of miles of Northwest marine coastline are extremely diverse and contain important human-built and natural assets upon which our communities and ecosystems depend. Due to the variety of coastal landform types (e.g., sandy beaches, rocky shorelines, bluffs of varying slopes and composition, river deltas, and estuaries), the region’s marine coastal areas stand to experience a wide range of climate impacts, in both type and severity. These impacts include increases in ocean temperature and acidity, erosion, and more severe and frequent inundation from the combined effects of rising sea levels and storms, among others.Increases in coastal inundation and erosion are key concerns. A recent assessment determined that the coastal areas of Washington and Oregon contain over 56,656 hectares(140,000 acres) of land within 1.0-meter (3.3-feet) elevation of high tide (Strauss et al. 2012).Rising sea levels coupled with the possibility of intensifying coastal storms will increase the likelihood of more severe coastal flooding and erosion in these areas.The Northwest is also facing the challenge of increasing ocean acidification, and is experiencing these changes earlier, and more acutely, than most other regions around the globe(NOAA OAR 2012).The Third National Climate Assessment is scheduled for release in the spring of 2014.The authors will provide an overview of the key Northwest coastal findings in this report as well as a summary of its primary companion report published by Island Press in December 2013,Climate Change in the Northwest: Implications for Our Landscapes, Waters, and Communities(Dalton et al 2013)

    Curriculum design is a complex task. One tool used in the design process is curriculum mapping. A mandated transition from a quarter to a semester academic calendar, alongside preparation of accreditation self-study materials, provided an opportunity for faculty teaching in an entry-level occupational therapy program to review the underlying basis of the curriculum. Two taxonomies of learning (Bloom’s cognitive domain and Fink’s taxonomy of significant learning experiences) were used to examine existing courses and to consider how learning outcomes and experiences varied over the sequence of courses in the curriculum. This led to the creation of a series of course maps that have been useful in informing current curriculum design and guiding future work. In this article, the authors describe the context under which this review took place, briefly review the pertinent literature relating to curriculum design and mapping in occupational therapy education, discuss the mapping process, and provide examples of course maps. The authors reflect on the process and plans for using what was learned in future curricular design projects
