    Five challenges for public administrations in Europe

    This article examines five ‘challenges’ facing most administrative systems across Europe. The first challenge stems from the increasingly asymmetric nature of European multilevel governance; the second challenge arises from the missed opportunity of reforming in the absence of a dominant administrative paradigm; the third challenge lies in rescuing and transforming the welfare state; the fourth challenge is concerned with making the most of the knowledge generated in the field of strategic management for strategically managing public services; the fifth challenge lies in staff (de)motivation. These challenges are pitched at very different levels: some are related to issues of public governance, some to issues of scholarly and practitioners’ collective understandings of public administration in Europe, and some to trends in the global economy, and notably the financial, economic and fiscal ‘crises’

    The implications of marital instability for a woman’s fertility: Empirical evidence from Italy

    Using a sample of Italian women interviewed in 2003 in the survey ñ€ƓFamily and Social Subject,ñ€ this paper investigates two issues: (1) how a woman’s family life-course (union status and parity/ages of children born in the first marriage) influences the risk of a post-dissolution birth among separated women; and (2) how the experience of a marital disruption affects a woman’s cumulated fertility. Given that in Italy marital instability is relatively recent and still barely socially accepted, our main assumption is that separated women engage in more prudent reproductive behaviour than their counterparts living in countries with a longer experience of the phenomenon. With respect to the first point, our results show that: (i) not only remarriage, but also cohabitation, are strongly associated with the likelihood of post-dissolution childbearing; (ii) significant differences in the risk of having a child following the dissolution of a marriage are present only between separated women with no children and separated women with children; thus, separated women with one child have the same probability of experiencing a post-dissolution birth as those with two or more children, and the age of children is irrelevant. With respect to the second point, we find that women who underwent a marital dissolution have lower fertility than those who remained continuously married, and that repartnering enables this group of women to recapture someñ€”but not allñ€”of the fertility lost with the dissolution of the first marriage.fertility, Italy, life course, marital instability

    Repartnering after marital dissolution: Does context play a role?

    This paper examines in depth the determinants of repartnering in Italy. With data from a national survey conducted in 2003, the effects of socio-economic, demographic and contextual characteristics on second-union formation among separated women are examined. The analysis is of particular interest in a country such as Italy, which is undergoing a transition from traditional to modern family behaviours. In addition, it allows us to verify the hypothesis that the importance of demographic factors in the repartnering process decreases as marital instability becomes more common.     Natural and semi-synthetic compounds are being studied as novel phosphodiesterase 5 (PDE5) inhibitors for the treatment of erectile dysfunction, pulmonary hypertension, and lower urinary symptoms. Maclura pomifera is a source of flavonoids, one of the main classes of molecules investigated for these purposes. The extraction of the natural isoflavone osajin and its modification to obtain a semi-synthetic derivative are described in this short note. 1H and 13C-nuclear magnetic resonance spectroscopy (NMR), mass spectrometry, high-performance liquid chromatography (HPLC) and spectroscopic characterization of the title compound are also hereby provided. Two-dimensional (2D) nuclear Overhauser effect spectroscopy (NOESY) NMR, supported by in silico conformational studies, was used to achieve a complete assignment of the proton signals, assessing the correct chemical structure of the compound. Heteronuclear single quantum coherence spectroscopy (HSQC) and heteronuclear multiple bond correlation (HMBC) NMR experiments were performed to assign 13C chemical shifts. Calculated chemical properties and preliminary in silico docking suggest that this molecule might be a promising candidate as PDE5 inhibitor

    Impact of Neonatal Manipulation of Androgen Receptor Function on Endocrine-Metabolic Programming in the Juvenile Female Rat

    The impact of neonatal androgen receptor (AR) stimulation/blockage, due to testosterone propionate (TP)/AR antagonist treatment, on individual anthropometry and neuroendocrine-metabolic function was evaluated in the juvenile female rat. Pups (age 5 days) were s.c. injected with TP (1.25 mg), flutamide (F; 1.75 mg), and TP + F or vehicle (control, CT) and studied on day 30 of age. Body weight (BW), parametrial adipose tissue (PMAT) mass, food intake, adipoinsular axis, and steroidogenic functions were examined. Opposite to TP-rats, F-treated rats developed hypophagia, grew slowly (BW and PMAT), and displayed heightened peripheral insulin sensitivity. These F effects were abrogated in TP + F animals. Accordingly, TP rats displayed hyperleptinemia, an effect fully prevented by F cotreatment. Finally, androgen-treated animals bore an irreversible ovarian dysfunction (reduced circulating levels of 17HOP4 and ovary 17HOP4 content and P450c17 mRNA abundance). These data indicate that early stimulation of AR enhanced energy store, blockage of AR activity resulted in some beneficial metabolic effects, and neonatally androgenized rats developed a severe ovarian dysfunction.     ASHEE: a compressible, equilibrium-Eulerian model for volcanic ash plumes

    A new fluid-dynamic model is developed to numerically simulate the non-equilibrium dynamics of polydisperse gas-particle mixtures forming volcanic plumes. Starting from the three-dimensional N-phase Eulerian transport equations for a mixture of gases and solid particles, we adopt an asymptotic expansion strategy to derive a compressible version of the first-order non-equilibrium model, valid for low concentration regimes and small particles Stokes St<0.2St<0.2. When St<0.001St < 0.001 the model reduces to the dusty-gas one. The new model is significantly faster than the Eulerian model while retaining the capability to describe gas-particle non-equilibrium. Direct numerical simulation accurately reproduce the dynamics of isotropic turbulence in subsonic regime. For gas-particle mixtures, it describes the main features of density fluctuations and the preferential concentration of particles by turbulence, verifying the model reliability and suitability for the simulation of high-Reynolds number and high-temperature regimes. On the other hand, Large-Eddy Numerical Simulations of forced plumes are able to reproduce their observed averaged and instantaneous properties. The self-similar radial profile and the development of large-scale structures are reproduced, including the rate of entrainment of atmospheric air. Application to the Large-Eddy Simulation of the injection of the eruptive mixture in a stratified atmosphere describes some of important features of turbulent volcanic plumes, including air entrainment, buoyancy reversal, and maximum plume height. Coarse particles partially decouple from the gas within eddies, modifying the turbulent structure, and preferentially concentrate at the eddy periphery, eventually being lost from the plume margins due to the gravity. By these mechanisms, gas-particle non-equilibrium is able to influence the large-scale behavior of volcanic plumes.Comment: 29 pages, 22 figure

    Explaining system-level change in welfare governance: the role of policy indeterminacy and concatenations of social mechanisms

    The paper argues that a certain level of indeterminacy in policy design may be a factor facilitating rather than hindering system-level change in welfare governance arrangements, provided it is combined with the triggering of specific concatenations of social mechanisms shaping the dynamics of the change process. The argument is illustrated by an analysis of a case of systemic change in chronic disease management occurred in the Italian region of Lombardy over 2016-2017, when a radically novel governance of chronic disease for the ten-million population was put in place (a health care system that was later tested to its limits by the COVID-19 pandemic outburst which reached dramatic intensity in this region). This represented a major change in a key area of social and health policy. We claim that such change processes may be studied by means of the conceptual tools of social mechanisms. The analysis of social mechanisms represents a lively research agenda for explaining change in public governance and public policy
