    Une enquête a été menée auprès des médecins traitants d'un échantillon aléatoire de 300 des 831 patients du programme de longue durée de l'hôpital Louis-H. Lafontaine afin d'identifier les individus ayant un potentiel de sortie de l'hôpital. Selon les médecins traitants, près de 29% de la clientèle pourrait vivre dans des ressources hors de l'hôpital. Cette proportion est comparable aux proportions de 25% de "vie communautaire" fournies par l'étude faite sur cette clientèle à l'aide de la "grille New York" (Levels of Care Survey) en 1984. Toutefois, la présente étude permet de préciser que des lieux résidentiels fort supervisés de type foyers de groupe sont envisagés pour la grande majorité des individus.A survey was conducted amongst physicians responsible for long term inpatients of Louis-H. Lafontaine mental hospital. Physicians were asked to identify patients with a potential for resettlement outside the hospital. A random sample of 300 patients (out of 831) were screened. 29% were identified as suitable for such a transfer. This is comparable to the 25 % ("community living") obtained from the 1984 survey using the Levels of Care Survey with this population. However, the present survey also indicate the 24-hour supervised residential settings would be needed for most of these patients

    Meeting Report: Long Term Monitoring of Global Vegetation using Moderate Resolution Satellites

    The international community has long recognized the need to coordinate observations of Earth from space. In 1984, this situation provided the impetus for creating the Committee on Earth Observation Satellites (CEOS), an international coordinating mechanism charged with coordinating international civil spaceborne missions designed to observe and study planet Earth. Within CEOS, its Working Group on Calibration and Validation (WGCV) is tasked with coordinating satellite-based global observations of vegetation. Currently, several international organizations are focusing on the requirements for Earth observation from space to address key science questions and societal benefits related to our terrestrial environment. The Global Vegetation Workshop, sponsored by the WGCV and held in Missoula, Montana, 7-10 August, 2006, was organized to establish a framework to understand the inter-relationships among multiple, global vegetation products and identify opportunities for: 1) Increasing knowledge through combined products, 2) Realizing efficiency by avoiding redundancy, and 3) Developing near- and long-term plans to avoid gaps in our understanding of critical global vegetation information. The Global Vegetation Workshop brought together 135 researchers from 25 states and 14 countries to advance these themes and formulate recommendations for CEOS members and the Global Earth Observation System of Systems (GEOSS). The eighteen oral presentations and most of the 74 posters presented at the meeting can be downloaded from the meeting website (www.ntsg.umt.edu/VEGMTG/). Meeting attendees were given a copy of the July 2006 IEEE Transactions on Geoscience and Remote Sensing Special Issue on Global Land Product Validation, coordinated by the CEOS Working Group on Calibration and Validation (WGCV). This issue contains 29 articles focusing on validation products from several of the sensors discussed during the workshop

    Religion War: Judaism\u27s Impact on the Israeli-Palestinian Conflict

    The Israeli-Palestinian Conflict has been a major issue since 1948 when the Israelis and Palestinians engaged in a Civil War. One of the driving factors in the conflict is the religious affiliation from each side, with Jewish Israelis clashing with Muslim Palestinians. While religion has been a driving force for hostility, religion can also be seen as a beacon of hope and peace. In our research, we have found that religious affiliation from the Israeli side tends to result in more positive attitudes towards their Palestinian counterparts. In our research, we investigated three major fields: Anthropology, Psychology, and Sociology.     Improving Access to MODIS Biophysical Science Products for NACP Investigators

    MODIS 4 NACP is a NASA-funded project supporting the North American Carbon Program (NACP). The purpose of this Advancing Collaborative Connections for Earth-Sun System Science (ACCESS) project is to provide researchers with Moderate Resolution Imaging Spectroradiometer (MODIS) biophysical data products that are custom tailored for use in NACP model studies. Standard MODIS biophysical products provide used to improve our understanding on the climate and ecosystem changes. However, direct uses of the MODIS biophysical parameters are constrained by retrieval quality and cloud contamination. Another challenge that NACP users face is acquiring MODIS data in formats and at spatial-temporal resolutions consistent with other data sets they use. We have been working closely with key NACP users to tailor the MODIS products to fit their needs. First, we provide new temporally smoothed and spatially continuous MODIS biophysical data sets. Second, we are distributing MODIS data at suitable spatial-temporal resolutions and in formats consistent with other data integration into model studies

    Right place. Right time. Right tool: guidance for using target analysis to increase the likelihood of invasive species detection

    In response to the National Invasive Species Council’s 2016–2018 Management Plan, this paper provides guidance on applying target analysis as part of a comprehensive framework for the early detection of and rapid response to invasive species (EDRR). Target analysis is a strategic approach for detecting one or more invasive species at a specific locality and time, using a particular method and/or technology(ies). Target analyses, which are employed across a wide range of disciplines, are intended to increase the likelihood of detection of a known target in order to maximize survey effectiveness and cost-efficiency. Although target analyses are not yet a standard approach to invasive species management, some federal agencies are employing target analyses in principle and/or in part to improve EDRR capacities. These initiatives can provide a foundation for a more standardized and comprehensive approach to target analyses. Guidance is provided for improving computational information. Federal agencies and their partners would benefit from a concerted effort to collect the information necessary to perform rigorous target analyses and make it available through open access platforms

    Overview of the Special Issue on Global Land Product Validation: In parallel with the recent bloom of sensors providing frequent medium-resolution observations (Fig. 1), global land products have been increasingly developed and released within the community. The raw data acquired by these sensors are transformed into higher level products that can be more easily exploited by the user community. In many cases, multiple products are developed from each sensor and similar products derived from different sensors. With this, users need access to quantitative information on product uncertainties to help them assess the most suitable product, or combination of products for their specific needs. As remote sensing observations are generally merged with other sources of information or assimilated within process models, evaluation of product accuracy is required. Making quantified accuracy information available to the user can ultimately provide developers the necessary feedback for improving the products, and can possibly provide methods for their fusion to construct a consistent long-term series of surface status.This work was supported in part by the National Aeronautics and Space Administration under Grants EOS/03-0408-0637 and NNG04GL85G

    The effects of scene content parameters, compression, and frame rate on the performance of analytics systems

    In this investigation we study the effects of compression and frame rate reduction on the performance of four video analytics (VA) systems utilizing a low complexity scenario, such as the Sterile Zone (SZ). Additionally, we identify the most influential scene parameters affecting the performance of these systems. The SZ scenario is a scene consisting of a fence, not to be trespassed, and an area with grass. The VA system needs to alarm when there is an intruder (attack) entering the scene. The work includes testing of the systems with uncompressed and compressed (using H.264/MPEG-4 AVC at 25 and 5 frames per second) footage, consisting of quantified scene parameters. The scene parameters include descriptions of scene contrast, camera to subject distance, and attack portrayal. Additional footage, including only distractions (no attacks) is also investigated. Results have shown that every system has performed differently for each compression/frame rate level, whilst overall, compression has not adversely affected the performance of the systems. Frame rate reduction has decreased performance and scene parameters have influenced the behavior of the systems differently. Most false alarms were triggered with a distraction clip, including abrupt shadows through the fence. Findings could contribute to the improvement of VA systems

    A Cross Comparison of Spatiotemporally Enhanced Springtime Phenological Measurements From Satellites and Ground in a Northern U.S. Mixed Forest

    Cross comparison of satellite-derived land surface phenology (LSP) and ground measurements is useful to ensure the relevance of detected seasonal vegetation change to the underlying biophysical processes. While standard 16-day and 250-m Moderate Resolution Imaging Spectroradiometer (MODIS) vegetation index (VI)-based springtime LSP has been evaluated in previous studies, it remains unclear whether LSP with enhanced temporal and spatial resolutions can capture additional details of ground phenology. In this paper, we compared LSP derived from 500-m daily MODIS and 30-m MODIS-Landsat fused VI data with landscape phenology (LP) in a northern U.S. mixed forest. LP was previously developed from intensively observed deciduous and coniferous tree phenology using an upscaling approach. Results showed that daily MODIS-based LSP consistently estimated greenup onset dates at the study area (625 m × 625 m) level with 4.48 days of mean absolute error (MAE), slightly better than that of using 16-day standard VI (4.63 days MAE). For the observed study areas, the time series with increased number of observations confirmed that post-bud burst deciduous tree phenology contributes the most to vegetation reflectance change. Moreover, fused VI time series demonstrated closer correspondences with LP at the community level (0.1-20 ha) than using MODIS alone at the study area level (390 ha). The fused LSP captured greenup onset dates for respective forest communities of varied sizes and compositions with four days of the overall MAE. This study supports further use of spatiotemporally enhanced LSP for more precise phenological monitoring

    Invasive Species Forecasting System: A Decision Support Tool for the U.S. Geological Survey: FY 2005 Benchmarking Report v.1.6

    The National Institute of Invasive Species Science (NIISS), through collaboration with NASA's Goddard Space Flight Center (GSFC), recently began incorporating NASA observations and predictive modeling tools to fulfill its mission. These enhancements, labeled collectively as the Invasive Species Forecasting System (ISFS), are now in place in the NIISS in their initial state (V1.0). The ISFS is the primary decision support tool of the NIISS for the management and control of invasive species on Department of Interior and adjacent lands. The ISFS is the backbone for a unique information services line-of-business for the NIISS, and it provides the means for delivering advanced decision support capabilities to a wide range of management applications. This report describes the operational characteristics of the ISFS, a decision support tool of the United States Geological Survey (USGS). Recent enhancements to the performance of the ISFS, attained through the integration of observations, models, and systems engineering from the NASA are benchmarked; i.e., described quantitatively and evaluated in relation to the performance of the USGS system before incorporation of the NASA enhancements.     MODIS Land Data Products: Generation, Quality Assurance and Validation

    The Moderate Resolution Imaging Spectrometer (MODIS) on-board NASA's Earth Observing System (EOS) Terra and Aqua Satellites are key instruments for providing data on global land, atmosphere, and ocean dynamics. Derived MODIS land, atmosphere and ocean products are central to NASA's mission to monitor and understand the Earth system. NASA has developed and generated on a systematic basis a suite of MODIS products starting with the first Terra MODIS data sensed February 22, 2000 and continuing with the first MODIS-Aqua data sensed July 2, 2002. The MODIS Land products are divided into three product suites: radiation budget products, ecosystem products, and land cover characterization products. The production and distribution of the MODIS Land products are described, from initial software delivery by the MODIS Land Science Team, to operational product generation and quality assurance, delivery to EOS archival and distribution centers, and product accuracy assessment and validation. Progress and lessons learned since the first MODIS data were in early 2000 are described
