Reviews evidence on the benefits of pre-K programs and the difficulties families that do not qualify for state programs face in paying for early education. Calls for high-quality, voluntary, state-funded programs for all. Includes state-level analyses

Through an annual review of governors' budget proposals and state of the state addresses, rates governors' commitments to early education, from "heroes" to "all talk and no action." Summarizes all state and District of Columbia pre-K budget changes

Respiratory Virus in Cystic Fibrosis — A Review of the Literature

    Get PDF
Life expectancy in Cystic Fibrosis (CF) has improved dramatically in the last few decades; this is very much due to the emergence of disease-modifying treatments, optimisation of nutritional status and the inception of specialist CF units. However, progressive obstructive lung disease characterised by chronic inflammation, bacterial colonisation and recurrent infections of the lung, resulting in irreversible pulmonary damage, remains the major cause of mortality in individuals with CF. Historically, bacterial infections are the major pathogens accounting for clinical deterioration in CF. More recently, there has been emerging evidence to support respiratory viruses being accountable for the colonisation of bacteria and progression of lung disease in CF. This chapter sought to provide an overview on the impact of respiratory viruses in CF lung disease, the interaction between viruses and bacteria, the preventative and therapeutic measures that are currently available for the management of viral lung disease in CF

When Does F*** Not Mean F***?: FCC v. Fox Television Stations and a Call for Protecting Emotive Speech

    Get PDF
The Supreme Court of the United States does not always deal cogently with nontraditional language. The most recent example is FCC v. Fox Television Stations, in which the Justices became sidetracked into attempting to define the f-word and then to determine whether, when used as a fleeting expletive rather than repeatedly, the word is indecent for broadcast purposes. The Court would do well to avoid definitions and heed Justice John Marshall Harlan\u27s advice in Cohen v. California to provide protection for the emotive, as well as the cognitive, element of speec

The Effect of Distance and Angle on Electronic Couplings Between F8BT-based Oligomers

Organic semiconductors are often used as light-absorbers in photovoltaic devices and studying the energy flow through these materials is an important field of research. The energy flow is controlled by electronic coupling between the organic semiconductor molecules, which is affected by the distance between the molecules and their relative orientation. Here we calculated the couplings as a function of distance and relative orientation based on semi-empirical calculations of the low-lying excited states of pairs of organic semiconductor molecules. We showed that as distance increased, electronic couplings approach zero. Electronic couplings calculated as a function of rotation were maximized as the rotation brought the molecules to their minimum separation, while electronic couplings were minimized as the molecules approached their maximum separation

Measurements of interactions between acoustic fields and nonuniform mean flow

Two problems crucial to the stability of longitudinal acoustic waves in solid rocket motors are examined experimentally. The first is the dissipation of energy associated with an average flow inward at the lateral boundary. Measurements reported here, though subject to considerable experimental error, show that the actual losses are much larger than predicted by the approximate one dimensional analysis. The second problem is the attenuation of waves accompanying reflection by the nonuniform flow in a choked exhaust nozzle. Empahsis in this work has been on technique, to provide data relatively easily and inexpensively. It appears that good results can be obtained in a routine manner using small supersonic wind tunnel operated as an open cycle. At least for Mach numbers up to 0.04 at the nozzle entrance, difficulties with signal/noise are satisfactorily overcome with a tracking filter
