    In 2004, ten new members joined the European Union, radically reshaping its geography and governance characteristics. Earlier expectations predicted a more gradual process of accession – like a more gradual earlier evolution had been expected for the new European currency that had been adopted in 1999 by no less than 11 members. But these were the times of euro-enthusiasm. In their new CEPS Essay, Kálmán Mizsei and Ádám Kullmann offer some interesting and instructive insights from the experience in the newest member states following their accession 10 years ago for improving the effectiveness with which the EU structural and cohesion funds are spent

    A world of difference: media translations of fantasy worlds

    The modern consumer has access to a massively complex entertainment world. Many of the products available reveal a visible movement of popular fantasy worlds between different media. This transmedia process creates a strong link between film, merchandising and games; with all of these mediums borrowing from each other. This borrowing takes various forms, from licensed adaptations to unofficial copying of ideas, settings and characters as well as exploiting the different aesthetics and techniques of different media. Much of the scholarship on transmedia concentrates on storytelling, where a single overarching narrative unfolds over several different media. This thesis will move away from storytelling to consider how culture producers borrow the aesthetics, narratives and fantasy worlds from other sources, including computer games. This borrowing happens because it enables them to use transmedia functionality to gain market share from an already established audience who have a vested interested in, and enthusiasm for, an established world. Most of this borrowing happens around specific genres – especially fantasy, science fiction and horror. These genres are particularly wide-ranging and emphasise the possibilities of worldbuilding, making then good sources for multi-media franchises. This thesis will examine examples from these genres to examine what elements are translated to a new medium, and what is discarded. This examination will help explain how and why different media and settings work in the way that they do

    Why so hard?: Rule-of-law, reform, and state sovereignty in Ukraine and Moldova

    Unlike their luckier neighbors to the west, Ukraine and Moldova did not enjoy a convenient geographical location, a national consensus, a clear identity or the state traditions to make their transition effective after the meltdown of the Soviet empire. Their initial transformation was gradual, with leaders at the helm inherited from the communist past. Thus began an evolution, in many ways similar to that of many other CIS (Commonwealth of Independent States) countries, that led to an oligarchic but pluralistic Ukrainian and a captured oligarchic Moldovan state. So far, reform efforts have not been successful, demonstrating the strength of the new systems that came into being. In Ukraine two revolutions aimed at radical reforms but the first one failed and so far the second did not deliver the kind of liberal state that demonstrators and Western partners expected alike. The case of Moldova is similar but here mistakes of the Western partners also contributed to the current, unreformed outcome. Increasingly, the issue centers around the rule-of-law, the establishment of a competent and independent judiciary – in a geopolitical space that could not be further away from what Luttwak 26 years ago imagined with his description of a transition to geoeconomics. In large parts of the world, including Eastern Europe, bad old traditional geopolitics is very much alive and shapes everyday life in the most dramatic way

    National governments in Europe can greatly enhance the implementation of their National Roma Integration Strategies and social inclusion more broadly. One proven way of doing this is by providing assistance to local authorities and organizations to access and implement projects financed by European Structural and Investment Funds.The Making the Most of EU Funds for Roma Program of the Open Society Foundations has worked for more than five years with local communities to leverage EU funds for social inclusion projects targeting Roma, as well as other disadvantaged communities. This paper summarizes the experiences and methodologies employed by the program, bearing in mind that national authorities—particularly in new member states benefiting from Structural Funds—might be keen to replicate a similar model to advance their own social inclusion goals.National governments can establish similar support mechanisms for local communities in order to intensify local spending of EU funds for social inclusion. This assistance is most relevant for EU Member States with sizeable Roma communities including Bulgaria, Czech Republic, Hungary, Romania, and Slovakia
