    Final Report of the NASA Technology Readiness Assessment (TRA) Study Team

    The material in this report covers the results on the NASA-wide TRA team, who are responsible for ascertaining the full extent of issues and ambiguities pertaining to TRATRL and to provide recommendations for mitigation. The team worked for approximately 6 months to become knowledgeable on the current TRATRL process and guidance and to derive recommendations for improvement.The team reviewed the TRA processes of other government agencies (OGA), including international agencies, and found that while the high-level processes are similar, the NASA process has a greater level of detail. Finally, NASAs HQ OCT continues to monitor the GAOs efforts to produce a TRA Best Practices Guide, a draft of which was received in February 2016. This Guide could impact the recommendations of this report

    An Investigation of Risk Management Approaches for NASA Piloted X-Plane Projects

    NASA is resuming X-plane research. It plans to build a low-boom supersonic flight demonstrator (LBFD), an all-electric general aviation aircraft (X-57), and possibly an ultra-efficient subsonic transport (UEST) demonstrator. In an attempt to define what levels of risk are appropriate in piloted X-plane research, the NASA Office of the Chief Engineer (OCE) evaluated numerous NASA, Department of Defense (DoD), and industry project management and risk assessment tools. Provided are the results of the evaluations of NASA Procedural Requirements (NPR) 7120.5, 7120.8, and 8705.4; Langley Research Center (LaRC) Procedural Requirement (LPR) 7120.5; Dryden (Armstrong) Center Procedures S-002 and X-009; and Military Handbook 516C. Some of these were applied to the LBFD and X-57 aircraft. The impacts on risk of budgeting decisions and specialized flight conditions were also considered. None of the evaluated processes were found to be fully appropriate for governing experimental aircraft projects, but many useful elements were found in some of them

    Neural networks mediating sentence reading in the deaf

    The present work addresses the neural bases of sentence reading in deaf populations. To better understand the relative role of deafness and spoken language knowledge in shaping the neural networks that mediate sentence reading, three populations with different degrees of English knowledge and depth of hearing loss were included-deaf signers, oral deaf and hearing individuals. The three groups were matched for reading comprehension and scanned while reading sentences. A similar neural network of left perisylvian areas was observed, supporting the view of a shared network of areas for reading despite differences in hearing and English knowledge. However, differences were observed, in particular in the auditory cortex, with deaf signers and oral deaf showing greatest bilateral superior temporal gyrus (STG) recruitment as compared to hearing individuals. Importantly, within deaf individuals, the same STG area in the left hemisphere showed greater recruitment as hearing loss increased. To further understand the functional role of such auditory cortex re-organization after deafness, connectivity analyses were performed from the STG regions identified above. Connectivity from the left STG toward areas typically associated with semantic processing (BA45 and thalami) was greater in deaf signers and in oral deaf as compared to hearing. In contrast, connectivity from left STG toward areas identified with speech-based processing was greater in hearing and in oral deaf as compared to deaf signers. These results support the growing literature indicating recruitment of auditory areas after congenital deafness for visually-mediated language functions, and establish that both auditory deprivation and language experience shape its functional reorganization. Implications for differential reliance on semantic vs. phonological pathways during reading in the three groups is discussed. © 2014 Hirshorn, Dye, Hauser, Supalla and Bavelier

    Internal NASA Study: NASAs Protoflight Research Initiative

    The NASA Protoflight Research Initiative is an internal NASA study conducted within the Office of the Chief Engineer to better understand the use of Protoflight within NASA. Extensive literature reviews and interviews with key NASA members with experience in both robotic and human spaceflight missions has resulted in three main conclusions and two observations. The first conclusion is that NASA's Protoflight method is not considered to be "prescriptive." The current policies and guidance allows each Program/Project to tailor the Protoflight approach to better meet their needs, goals and objectives. Second, Risk Management plays a key role in implementation of the Protoflight approach. Any deviations from full qualification will be based on the level of acceptable risk with guidance found in NPR 8705.4. Finally, over the past decade (2004 - 2014) only 6% of NASA's Protoflight missions and 6% of NASA's Full qualification missions experienced a publicly disclosed mission failure. In other words, the data indicates that the Protoflight approach, in and of it itself, does not increase the mission risk of in-flight failure. The first observation is that it would be beneficial to document the decision making process on the implementation and use of Protoflight. The second observation is that If a Project/Program chooses to use the Protoflight approach with relevant heritage, it is extremely important that the Program/Project Manager ensures that the current project's requirements falls within the heritage design, component, instrument and/or subsystem's requirements for both the planned and operational use, and that the documentation of the relevant heritage is comprehensive, sufficient and the decision well documented. To further benefit/inform this study, a recommendation to perform a deep dive into 30 missions with accessible data on their testing/verification methodology and decision process to research the differences between Protoflight and Full Qualification missions' Design Requirements and Verification & Validation (V&V) (without any impact or special request directly to the project)

It provides a generic description of Systems Engineering (SE) as it should be applied throughout NASA. A goal of the expanded guidance is to increase awareness and consistency across the Agency and advance the practice of SE. This guidance provides perspectives relevant to NASA and data particular to NASA. This expanded guidance should be used as a companion for implementing NPR 7123.1, Systems Engineering Processes and Requirements, the Rev 2 version of SP-6105, and the Center-specific handbooks and directives developed for implementing systems engineering at NASA. It provides a companion reference book for the various systems engineering-related training being offered under NASA's auspices

    Expanded Guidance for NASA Systems Engineering. Volume 2: Crosscutting Topics, Special Topics, and Appendices

    Historically, most successful NASA projects have depended on effectively blending project management, systems engineering, and technical expertise among NASA, contractors, and third parties. Underlying these successes are a variety of agreements (e.g., contract, memorandum of understanding, grant, cooperative agreement) between NASA organizations or between NASA and other Government agencies, Government organizations, companies, universities, research laboratories, and so on. To simplify the discussions, the term "contract" is used to encompass these agreements. This section focuses on the NASA systems engineering activities pertinent to awarding a contract, managing contract performance, and completing a contract. In particular, NASA systems engineering interfaces to the procurement process are covered, since the NASA engineering technical team plays a key role in the development and evaluation of contract documentation. Contractors and third parties perform activities that supplement (or substitute for) the NASA project technical team accomplishment of the NASA common systems engineering technical process activities and requirements outlined in this guide. Since contractors might be involved in any part of the systems engineering life cycle, the NASA project technical team needs to know how to prepare for, allocate or perform, and implement surveillance of technical activities that are allocated to contractors

    We present a new method for estimation of seismic coda shape. It falls into the same class of methods as non-parametric shape reconstruction with the use of neural network techniques where data are split into a training and validation data sets. We particularly pursue the well-known problem of image reconstruction formulated in this case as shape isolation in the presence of a broadly defined noise. This combined approach is enabled by the intrinsic feature of seismogram which can be divided objectively into a pre-signal seismic noise with lack of the target shape, and the remainder that contains scattered waveforms compounding the coda shape. In short, we separately apply shape restoration procedure to pre-signal seismic noise and the event record, which provides successful delineation of the coda shape in the form of a smooth almost non-oscillating function of time. The new algorithm uses a recently developed generalization of classical computational-geometry tool of alpha-shape. The generalization essentially yields robust shape estimation by ignoring locally a number of points treated as extreme values, noise or non-relevant data. Our algorithm is conceptually simple and enables the desired or pre-determined level of shape detail, constrainable by an arbitrary data fit criteria. The proposed tool for coda shape delineation provides an alternative to moving averaging and/or other smoothing techniques frequently used for this purpose. The new algorithm is illustrated with an application to the problem of estimating the coda duration after a local event. The obtained relation coefficient between coda duration and epicentral distance is consistent with the earlier findings in the region of interest

    The Contribution of Phonological Knowledge, Memory, and Language Background to Reading Comprehension in Deaf Populations

    While reading is challenging for many deaf individuals, some become proficient readers. Little is known about the component processes that support reading comprehension in these individuals. Speech-based phonological knowledge is one of the strongest predictors of reading comprehension in hearing individuals, yet its role in deaf readers is controversial. This could reflect the highly varied language backgrounds among deaf readers as well as the difficulty of disentangling the relative contribution of phonological versus orthographic knowledge of spoken language, in our case ‘English,’ in this population. Here we assessed the impact of language experience on reading comprehension in deaf readers by recruiting oral deaf individuals, who use spoken English as their primary mode of communication, and deaf native signers of American Sign Language. First, to address the contribution of spoken English phonological knowledge in deaf readers, we present novel tasks that evaluate phonological versus orthographic knowledge. Second, the impact of this knowledge, as well as memory measures that rely differentially on phonological (serial recall) and semantic (free recall) processing, on reading comprehension was evaluated. The best predictor of reading comprehension differed as a function of language experience, with free recall being a better predictor in deaf native signers than in oral deaf. In contrast, the measures of English phonological knowledge, independent of orthographic knowledge, best predicted reading comprehension in oral deaf individuals. These results suggest successful reading strategies differ across deaf readers as a function of their language experience, and highlight a possible alternative route to literacy in deaf native signers
