    Efektivitas PPID Terhadap Kepuasan Pelayanan Publik Dalam Rekrutmen Badan Adhoc Pemilu 2024

    Menjelang pelaksanaan pemilu tahun 2024, KPU telah melaksanakan rekrutmen badan adhoc untuk membantu penyelenggaraan pemilu di tingkat Kecamatan, Desa dan TPS. Proses rekrutmen badan adhoc tersebut diwarnai dengan fenomena pencatutan nama tanpa izin sebagai anggota partai politik yang terdaftar di Sipol, sehingga menghambat proses rekrutmen badan adhoc. Namun demikian, KPU telah membentuk helpdesk yang merupakan bagian dari pelayanan publik PPID sebagai sarana bagi masyarakat yang namanya terdaftar dalam Sipol sebagai anggota partai politik untuk mengajukan tanggapan, untuk selanjutnya ditindaklanjuti proses pengahapusan namanya. Tujuan penelitian ini adalah untuk mengetahui apakah PPID efektif dalam memenuhi kepuasan pelayanan publik dalam rekrutmen badan adhoc pemilu 2024. Metode penelitian ini adalah deskriptif kualitatif, dimana data diperoleh menggunakan teknik pengumpulan data melalui telaah dokumen, observasi dan wawancara dengan Ketua, Plt.Sekretaris dan Kepala Subbagian Teknis Penyelenggaraan Pemilu, Partisipasi dan Hubungan Masyarakat KPU Kabupaten Penukal Abab Lematang Ilir. Hasil penelitian menyimpulkan bahwa PPID telah memenuhi indikator kepuasan pelayanan publik yang meliputi aksesibilitas, kejelasan informasi, kualitas pelayanan, kemanan dan kerahasiaan, penanganan keluhan serta transparansi dalam rekrutmen badan adhoc pada pemilu tahun 2024

    Sistem pemilu proporsional terbuka dan tertutup di Indonesia memiliki dampak yang signifikan terhadap partisipasi pemilih. Penelitian ini bertujuan untuk memahami dampak sistem pemilu proporsional terbuka atau tertutup di Indonesia terhadap partisipasi pemilih. Metode yang digunakan adalah studi literatur dengan mengumpulkan data dari sumber-sumber akademis, laporan riset, dan publikasi pemerintah terkait dengan pemilihan umum dan partisipasi pemilih. Hasil penelitian menunjukkan bahwa sistem pemilu proporsional terbuka dan tertutup di Indonesia memiliki dampak yang berbeda terhadap partisipasi pemilih. Sistem pemilu proporsional terbuka dapat meningkatkan partisipasi pemilih karena memberikan kesempatan langsung bagi pemilih untuk memilih wakil legislatifnya. Namun, biaya kampanye yang tinggi dan keterbatasan informasi tentang calon dapat mengurangi partisipasi pemilih dalam sistem ini. Sementara itu, sistem pemilu proporsional tertutup dapat menurunkan partisipasi pemilih karena pemilih hanya memilih partai politik, bukan calon legislatif secara langsung. Namun, sistem ini juga dapat meningkatkan stabilitas politik dan memberikan kesempatan yang lebih besar bagi partai kecil untuk mendapatkan kursi di parlemen

    Transparansi merupakan salah satu faktor yang dapat mempengaruhi kepercayaan public terhadap sebuah lembaga pemerintahan, termasuk lembaga Komisi Pemilihan Umum Kabupaten Lebong. Untuk meningkatkan rasa kepercayaan  public dalam perekrutan Badan Adhoc untuk Pemilu 2024, media social menjadi media untuk melaksanakan transparansi yang dipengaruhi oleh beberapa indikator yang meliputi penyediaan informasi yang jelas, kemudahan akses informasi, adanya suatu mekanisme pengaduan, dan meningkatkan arus informasi melalui kerjasama dengan media massa dan lembaga non pemerintah. Penelitian ini dilakukan untuk melihat efektifitas media social yang digunakan terhadap kepercayaan masyarakat terhadap proses seleksi perekrutan Badan Adhoc Pemilu 2024. Informan untuk penelitian ini terdiri dari 20 orang dengan metode penelitian yang digunakan dengan metode deskriptif kualitatif dengan metode pengumpulan data berdasarkan hasil wawancara dan informasi dari informan. Hasil penelitian ini menunjukkan bahwa media social berpengaruh dan efektif dalam meningkatkan kepercayaan masyarakat terhadap transparansi seleksi perekrutan Badan Adhoc Pemilu 2024 yang dilaksanakan oleh KPU Kabupaten Lebong

    The reason for the recommendation of Re-Voting (PSU) by the Election Supervisory Board (Bawaslu) of Central Bangka Regency is that voters who do not have the right to get votes are given the opportunity to exercise their rights. This is an indication of the election administration violation and negligence of the Voting Organizing Group (KPPS) in carrying out its duties and obligations. PSU took place at TPS 10 Beluluk Village and TPS 04 Air Mesu Village, Pangkalan Baru District. This study aims to determine the electoral administration violations and negligence of the KPPS as the cause of the Bawaslu recommendation. By using descriptive qualitative research methods through interviews with election organizers, literature study and documentation. The results showed administrative violations because the KPPS had difficulties in distinguishing the types of voters. The negligence of KPPS is a form of accidental duty caused by the lack of understanding of KPPS, heavy workload, pressure from voters who are enthusiastic, lack of coordination between TPS supervisors and KPPS and KPPS feels experienced.Keywords: Administrative Violations, Negligence, Voting Again (PSU

    Pasangan calon harus mempunyai strategi untuk bisa memenangkan pemilihan kepala daerah. Tujuan penelitian ini adalah untuk mengetahui strategi pemenangan Eva Dwiana dan Deddy Amarullah dalam Pemilihan Walikota dan Wakil Walikota Bandar Lampung tahun 2020, selanjutnya penulis ingin mengungkap faktor utama kemenangan Eva Dwiana dan Deddy Amarullah yang bisa mengalahkan petahana. Adapun metode penelitian ini adalah deskriptif kualitatif dengan data yang bersumber dari hasil wawancara dengan beberapa informan serta dokumentasi. Hasil penelitian menyimpulkan bahwa strategi pemenangan yang lebih berpengaruh dalam kemenangan Eva Dwiana dan Deddy Amarullah adalah strategi pendukung sumber daya dan strategi kelembagaan. Strategi pendukung sumber daya terdiri dari sumber tenaga yakni partai pengusung dan pendukung serta tim pemenangan sedangkan sumber keuangan yakni bersumber dari dana pribadi yang lebih besar dibandingkan pasangan calon lain.     The formula for the most votes in determining the list of candidates who win seats in each constituency makes all candidates have the same opportunity to be elected. Therefore, it is not uncommon for elite political parties to be unable to compete with external candidates who are recruited just before the election. Political party elites who are not elected have the potential to commit fraud. With the party's infrastructure, the political party elites who are not elected have the potential to change vote acquisition. To anticipate this fraud, the KPU carried out Digital Engineering by implementing the Vote Counting Information System (Situng). Through Sitting, the results of the legislative candidates' votes will be published quickly to the public. That way, the public can participate in exercising control over the recapitulation stages of counting the votes acquired by political parties and their candidates. This study uses a qualitative descriptive research method. Data was obtained and processed to be used as material for conducting interviews with informants related to Sitting. The research location is at KPU Bandar Lampung City. The conclusion of this study is that the Open Proportional System with the most votes has resulted in the failure of a number of political party elites in Bandar Lampung City to sit in parliament.     Managing Organizational Conflict in the 2019 Concurrent Election In Palembang

    In the 2019 concurrent election, the General Election Commission of Palembang City was prosecuted due to the accusation of not executing recommendations and not protecting voting rights. This research aims to : (1) identify the source of internal conflict; (2) identify the source of external conflict, and (3) analyze conflict management applied to resolve the conflict. This research’s method is qualitative descriptive, data were collected through interviews with purposive informants and documentation. Research shows that conflict was mainly caused by lack of regulation and human resources factors which can be specified into internal conflict were caused by personal factors such as (1) communicational barrier; (2) conflict of interest in recruitment; (3) character differences. Functional factors were disproportioned structure and lack of competence. External conflicts were mainly caused by lack of regulation resulted in misperceptions and also personal and intervention factors. By using the framework of organizational conflict management, it has become clear that the General Election Commission of Palembang applied different approaches to conflict management: forcing and withdrawal for ad hoc electoral body, and institutional (legal approach) in dealing with the Election Supervisory Agency of Palembang. Although they might produce some agreements, those types of conflict management were not leading to genuine resolution since it was a win-lose pattern. It is important to formulate rigid regulation, enhance the competence of election organizers, develop check and balance coordination, and synergize as fellow election organizers to avoid conflict reoccurrence in the future

    A SHIFTIN TRADITIONAL WISDOM OF SEMENDE TRIBE IN PULAU PANGGUNG TANGGAMUS

    The traditional wisdom of tunggu tubang has shifted  due to economic needs, lack of agricultural land, job mobility, marriage with other than Semende tribe, which impacts the rights fulfilling and obligations of tunggu tubang. However, this shift has been  responded to by innovations so that this traditional wisdom persisted. This research  is to describe innovations in maintaining the traditional wisdom. This research uses descriptive quantitative method with 40 randomly chosen respondents. Data were taken from interviews using a questionnaire, and  interviews with key informants. The data were analyzed quantitatively with frequency tables, given the meaning with the structural functional approach of Talcott Parson, that traditional wisdom still functions when able to adapt,  goal attainment, integration, latent maintenance. The results showed:  92.5% tunggu tubang to get rights to houses, gardens, fields and carrying out their obligations, but 7.5% without these rights (tepang bangkang) so they cannot carry out their obligations, namely occupying an inheritance house, taking care of their parents and their younger siblings. Tunggu tubang property sold out.This violation is tolerated because of economic necessity. But tepang bangkang still the decision maker in the family and  can give the right for the next tunggu tubang. If tunggu tubang married to someone other than Semende tribe, her husband follows it.If working outside the city, rights are still given while obligations are carried out indirectly. This adaptation makes the  traditional wisdom survive, be the goal of life, carries out the function of integration, but the function of pattern maintenance is getting weaker

    This study aims to: (1) identify trends in students in selecting candidates and political parties, (2) know the reasons students choose candidates and political parties, and (3) explain the factors that led to the student in choosing difficult. To explain the purpose of this study used a behavioral approach choosing (voting behavior). While the types of research using qualitative methods of data collection through interviews and open questionnaires. The results showed that (1) students tend to choose based nationalist political party, the PDI-P, the Democratic Party, and Gerindra. In selecting candidates for the legislature and the executive (the prospective governor/vice governor), students tend to prefer candidates who are well known and have an emotional attachment; (2) The reasons students choose a political party because he felt the presence of emotional closeness with the concerned parties or the candidates (candidates) are carried by the parties concerned. (3) Students assume the 2014 election had a lot of trouble to vote, because it is only 9.58% which assumes no difficulty in choosing. While the cause is considered to be the most difficult in choosing is non-technical factors such as too many candidates, the candidates are not known, ballots that are too big, and not accompanied by photographs candidates (DPRD)
