From normative to tangible governance: Time to change strategy of the EU enlargement process towards Western Balkans. Bruges Political Research Papers 74/2019

Since the launch of the European integration process in the Western Balkans (WB), the political promise of membership has kept the south-east of Europe out of conflict. The pacification of the region is the core strategic goal of the process, while the European Union’s (EU) use of its normative power is struggling to put the region on the path to Europeanization. Although the European governance targets member states, due to the gravitational attraction of its model, the WB has become an indirect recipient of it, producing a certain normative loyalty towards the EU. Nevertheless, in states currently in political transition, endemic corruption in the public administration, weak democracy, and lack of rule of law among other factors, make the implementation of the European model difficult. Therefore, the achievements of the supposed European governance are not very visible, which gives rise to many questions: Is there a membership perspective? Why does European governance have a limited effect on the WB? For many reasons, especially enlargement fatigue and the debate over a federal EU, the goal has been to keep the region tied to EI (European Integration) rather than a full accession

The Digital Influence: Exploring the Impact of E-Marketing Techniques on Tiktok Users' Purchase Decisions

This research aims to examine the influence of E-Marketing, namely Influencer Marketing, Content Marketing, and User-Generated Content on TikTok users in Daerah Istimewa Yogyakarta regarding their purchase decisions. The criteria for this research include TikTok users aged 18-34 residing in Daerah Istimewa Yogyakarta. The technique used to gather the sample is purposive sampling, and data is collected through an online questionnaire from 100 respondents. The research follows a descriptive analysis with a quantitative approach, and data analysis is conducted using Partial Least Square (PLS) with the data management program Smart PLS 3.0. The results of this study show that influencer marketing has a positive and significant effect on purchase decisions, content marketing similarly has a positive and significant effect on purchase decisions, and user-generated content also positively and significantly influences purchase decisions.Keywords: E-Marketing; Influencer Marketing; Content Marketing; User Generated Content; Purchase Decision; TikTokPenelitian ini bertujuan untuk menguji pengaruh E-marketing, yakni Influencer Marketing, Content Marketing, dan User Generated Content terhadap pengguna TikTok Daerah Istimewa Yogyakarta terhadap Keputusan Pembelian. The behavior of reinforced lightweight concrete beams with initial cracks

This research examines the performance of reinforced lightweight concrete beams subjected to several degrees of damage (50%, 60%, 70%, and 100%). It can use a sheet made of Carbon Fiber Reinforced Polymer (CFRP) to reinforce. The Full U-wrapping rehabilitation method was tested in the presented experimental program. In this method, CFRP sheets are attached to the bottom only and the side and bottom of the beam section. Experiments proved that the service load (Ps) increases by 7.06 % from a damage level of 50 % to 70 %, rises by 1.21 % from a damage level of 60 % to 70 %, and falls by 3.07 % from a damage level of 100 %. The result also rose for the fortified sample by 11.99%. Increases of 42.67 %, 33.07 %, and 23.73 % in the stiffness ratio (k) were observed at damage intensities of 50, 60, and 70 %, respectively. Damage at lower severity levels is increasing at a faster rate. The ductility of the restored LWC beams is more excellent than the control, as with the stiffness. Damage levels of 50%, 60%, and 70% saw increased ductility of 35.60, 34.92, and 34.69 %, respectively

THE EFFICACY OF GASTROINTESTINAL ENDOSCOPY FOR DIAGNOSIS OF THE SURGICAL GASTRIC PATHOLOGIES

Gastrointestinal endoscopy for small animals has evolved to become both an important diagnostic option and, in some situations even a therapeutic solution. Once considered to be only an adjunct to other diagnostic means, gastrointestinal endoscopy is now one of the most important techniques for evaluating patients with gastrointestinal signs. The minimal invasiveness, the increasing diagnostic capabilities, and the professional enjoyment in performing endoscopic procedures all add to the popularity of endoscopy in small animal practice. Endoscopy lends itself to a role of gastrointestinal evaluation because it provides visual documentation of the gastrointestinal lumen and the ability to collect samples for analysis, remove foreign bodies. Often other diagnostic test such as barium contrast studies or ultrasound evaluation of the gastrointestinal tract may not be sensitive enough to delineate many gastrointestinal mucosal disorders and fail to provide a means of collecting tissue for analysis . The gastrointestinal endoscopy has been performed for the first time in Petlife Hospital and the Veterinary Medicine Faculty of Tirana District in 12 dogs of different breeds, gender and age. All these dogs have exhibited clinical signs as anorexia, constipation, diarrhea, dysphagia, hematemesis, melena, mucoid feces, nausea, regurgitation, salivation tenesmus, vomiting and weight loss. Through gastric endoscopy was performed visual examination of the mucosal surface. The potential limitation of gastrointestinal endoscopy was the inability to diagnose submucosal lesions, gastrointestinal motility disorders or lesions that couldn’t be reached by endoscope. In 5 cases have been removed esophageal and gastric foreign bodies. In 2 adult dogs were identified the presence of gastric tumors. All the animals that have been examined through endoscopy were sedated with sedatives. As a conclusions the gastroscopy endoscopy remains in our days one of the most efficient diagnostic way of many surgical gastric pathologies.Keywords: Endoscopy, vomiting, analysis, gastrointestinal, submucosal

The Effect of Financial Literacy and other Determinants on the Intention to Use Electronic Money: Consumer Behavior as a Variable Mediation

The purpose of this study is to investigate how financial literacy and other determinants affect the intention to use electronic money with consumer behavior as a mediating variable. The other determinants are financial capabilities, perceived benefits, and perceived ease of use. The data were collected by distributing questionnaires and analyzed using path analysis. The findings indicate financial literacy, financial capability, perceived benefits, and perceived ease of use directly influence the intention to use electronic money. Moreover, consumer behavior is able to mediate the influence of financial literacy, financial capability, and perceived ease of use, yet unable to mediate the effect of perceived benefits on intention to use electronic money

THE GASTRIC DILATATION AND TORSION IN DOGS, DIAGNOSIS AND TREATMENT

Enlargment of the stomach associated with rotation on its mesenteric axis is referred to gastric dilatation-volvulus. Generally gastric dilatation volvulus is an acute condition. The gastric enlargement is thought to be associated with a functional or mechanical gastric outflow obstruction. The initiating cause is unknown: however the stomach dilates, normal physiologic means of removing air are hindered because the esophageal and pyloric portals are obstructed. This study was performed in Petlife Hospital, Kombinat, Tiranë during the period 2013-2014. During this period we have examined 30 cases of dogs with gastric signs like abdominal distention, vomiting, salivation anorexia etc. 20 of them are diagnosed with gastric dilatation and in 8 cases was observed also volvulus. 18 of these dogs were large , deep chested breeds. The light cases of stomach obstruction have been treated by medical way and the problematic lifethreating in the surgical way. The most successful treatment of the GD and GDV pathologies in dogs is the surgical treatment combined with medical treatment.Keywords: Gastric dilatation, gastric volvulus, dog, abdominal distension.

Analisis Bukti Digital pada Storage Secure Digital Card Menggunakan Metode Static Forensic

Secure Digital Card (SD Card) merupakan salah satu media untuk mendapatkan bukti digital dalam proses penyelidikan suatu kasus cybercrime. Oleh kerena itu, perlu adanya penelitian tentang analisa bukti digital pada media penyimpanan SD Card. Penelitian ini membahas tentang proses eksaminasi dan analisis bukti digital yang terdapat pada media penyimpanan SD Card yang bertujuan untuk membantu proses penyelidikan kasus cybercrime. Proses penelitian menggunakan tools forensic FTK Imager dan Autopsy serta menggunakan metode forensic static dimana barang bukti eletronik diproses secara bit-by-bit image dalam melakukan proses forensik. Hasil dari penelitian ini adalah barang bukti yang berupa SD Card dilakukan proses examinasi dan recovery data yang hilang, data yang berhasil di recovery dibedakan berdasarkan cara pelaku menghapus datanya. Data yang didapatkan pada SD Card dapat dijadikan sebagai barang bukti pada proses persidangan kasus cybercrime
