A critical analysis and validation of the accuracy of wave overtopping prediction formulae for OWECs

The development of wave energy devices is growing in recent years. One type of device is the overtopping wave energy converter (OWEC), for which the knowledge of the wave overtopping rates is a basic and crucial aspect in their design. In particular, the most interesting range to study is for OWECs with steep slopes to vertical walls, and with very small freeboards and zero freeboards where the overtopping rate is maximized, and which can be generalized as steep low-crested structures. Recently, wave overtopping prediction formulae have been published for this type of structures, although their accuracy has not been fully assessed, as the overtopping data available in this range is scarce. We performed a critical analysis of the overtopping prediction formulae for steep low-crested structures and the validation of the accuracy of these formulae, based on new overtopping data for steep low-crested structures obtained at Ghent University. This paper summarizes the existing knowledge about average wave overtopping, describes the physical model tests performed, analyses the results and compares them to existing prediction formulae. The new dataset extends the wave overtopping data towards vertical walls and zero freeboard structures. In general, the new dataset validated the more recent overtopping formulae focused on steep slopes with small freeboards, although the formulae are underpredicting the average overtopping rates for very small and zero relative crest freeboards

Si bien el paradigma de la gobernanza apuesta por un escenario de apertura y un mayor pluralismo en la elaboración e implementación de las políticas públicas, la proliferación de los conflictos relacionados con el uso y la gestión del territorio es indicadora de la falta de canales suficientes para la implicación y participación de la ciudadanía durante el proceso de planificación del territorio. El artículo propone analizar algunas de las nuevas problemáticas en las formas de gobernanza territorial actuales a través del estudio de las causas tanto del aumento de los conflictos territoriales como del surgimiento de las movilizaciones sociales que protagonizan dichos conflictos

Planejament estratègic urbà a Venècia : un pla entre la moda i la necessitat?

A finals de l'any 2000, i amb l'arribada del nou alcalde Paolo Costa, Venècia va optar -també- per l'elaboració d'un pla estratègic per al municipi, a fi d'afavorir un posicionament més incisiu del sistema urbà venecià en els processos econòmics, socials i territorials del nord-est italià i d'Europa. Des d'un bon principi, l'alcalde va delegar totes les competències al regidor de planificació estratègica i a l'Oficina del Pla, l'encarregada de promoure els debats amb els principals agents socioeconòmics, i de perfilar els continguts del document. El Pla Estratègic de Venècia va ser aprovat el mes d'octubre del 2004. D'una banda, aquest article analitza el llarg procés de creació del pla i la metodologia implementada i, de l'altra, en qüestiona la necessitat.À la fin de l'année 2000 et avec l'arrivée du nouveau maire Paolo Costa, Venise a opté -aussi- pour l'élaboration d'un plan stratégique pour la municipalité afin de favoriser un positionnement plus incisif du system urbaine vénitien dans les procédures économiques, sociales et territoriales du nord-est italien et de l'Europe. D'abord, le maire a délégué toutes les compétences au conseiller municipal de planification stratégique et au Bureau du Plan, qui a été le responsable de la promotion des débats avec les principaux agents socioéconomiques et du dessin des contenus du document. Le Plan Stratégique de Venise a été approuvé le mois d'octobre de 2004. Dans cet article on analyse, d'un côté, le long procès de création et la méthodologie implémentée dans ce plan et, de l'autre, on pose en question le besoin de son existence.At the end of the year 2000 and with the arrival of the new Mayor Paolo Costa, Venice chose -also- to draw up a strategic plan for the municipality in order to favour a more incisive positioning of the Venetian urban system in the economic, social and territorial processes of the North-Eastern Italy and Europe. This article analyzes, on one side, both the long creation process of the plan and the implemented methodology and, on the other, it questions the necessity of its existence

Los conflictos urbanísticos: sus causas y sus protagonistas. Una reflexión a partir de la experiencia de Cataluña

En Cataluña, durante los últimos años, los conflictos relacionados con el uso y la gestión del territorio entre la administración y la ciudadanía han aumentado, especialmente durante el proceso de elaboración y ejecución de algunos planes urbanísticos. Este artículo pretende analizar cuáles son las causas que los originan e identificar los actores que intervienen y, por lo tanto, fijará la atención en las estrategias de movilización que desarrollan los ciudadanos y los discursos que elaboran para poder incidir en el proceso de planeamiento, así como también en las actuaciones que la administración local realiza.In Catalonia, during last years, the conflicts related with the use and management of the territory among the administration and the citizenship have increased, especially during the process of drawing up and execution of some urban plans. This article pretends to analyse which are the causes that originate them and to identify the actors that intervene and, therefore, it will pay attention to the strategies of mobilization that citizens develop and the discourses that create trying to influence the planning process, as well as to the actions that the local administration undertakes
