Nowe inicjatywy biblioteki akademickiej (na przykładzie Biblioteki Politechniki Łódzkiej)

Продемонстровано основні статистичні показники діяльності бібліотеки. На прикладі бібліотеки Політехніки Лодзі показано вирішення нових завдань, які ставить стрімкий розвиток наукових комунікацій. Підкреслено основні напрями впровадження нових бібліотечних технологій: цифрова бібліотека eBiPoL, цифрорвий репозитарій CyReNa, модуль дистанційного навчання WIKAMP, обслуговування загальноінститутського пункту персоналізації (UPP). Показано нові ініціативи бібліотеки - створення проекту «Центр інформації авторського права і промислової власності».The basic statistics of the library were demonstrated. It was shown the solution to new tasks in imitation of Lodz Polytechnic Library, which are posed by rapid development of scientific communication. The main directions of introduction the new library technologies were emphasized: digital library eBiPoL, digital repository CyReNa, e-learning module WIKAMP, service of university personalization post (UPP). A new library initiative was displayed - a project "Information center of copyright and industrial property.

Library as university hub? New time, new challenges

In the era when most of the academic library users – not only students, but unfortunately also the researchers – are increasingly satisfied with the information found on the open Internet, the role of library as a source of high-quality information is increasingly reduced. Paradoxically, libraries contribute to this phenomenon by popularizing „open access” initiatives, which, for some, are more or less the same as „open Internet”. In such conditions, to maintain its relevance and role in the university, library must undertake new tasks, which often have little in common with the traditional function of academic library. These activities have yet to demonstrate that the organizational environment of library and competence of library staff allow them to undertake many functions and tasks vital to the parent university. In the text, new functions and tasks carried out by the library of the Technical University of Lodz are presented, with particular regard to the role in the project of electronic learning platform. Within the framework of this project, the library is the main coordinator as well as the provider of a number of new services, for the realization of which an alternative was the establishment of an independent, new unit within the university.W czasach, gdy większość użytkowników biblioteki akademickiej – nie tyko studentów, ale niestety także pracowników naukowych – jest coraz częściej usatysfakcjonowana informacjami, które może wyszukać w otwartym internecie, rola biblioteki jako źródła informacji o wysokiej jakości jest coraz bardziej pomniejszana. Paradoksalnie do zjawiska tego przyczynia się także popularyzacja przez same biblioteki źródeł informacji typu Open Access. W takich warunkach, aby utrzymać swoje znaczenie i rolę w uczelni, biblioteki muszą podejmować się nowych zadań, które często mają niewiele wspólnego z tradycyjną funkcją biblioteki akademickiej. Zadania te mają jednak na celu wykazanie, że warunki organizacyjne oraz kompetencje pracowników bibliotek pozwalają im na realizację wielu funkcji o charakterze centralnym i istotnym dla macierzystej uczelni. W artykule zostaną przedstawione nowe funkcje i zadania realizowane przez Bibliotekę Politechniki Łódzkiej, ze szczególnym uwzględnieniem jej roli w projekcie uczelnianej, elektronicznej platformy dydaktycznej. On the language of advertising in the Polish press in the imperial and royal county town of Rzeszów in the period 1890-1910

Celem niniejszej pracy jest zbadanie i opisanie języka reklamy i ogłoszeń prasowych na przełomie 19. i 20. wieku. Jego korpus stanowi prasa wydawana w okresie 1890-1910 w Rzeszowie, dawnym cesarsko-królewskim mieście powiatowym w Austro-Węgrzech. Jest to czas, w którym Królestwo Galicji i Lodomerii, jako jego część cieszy się od 1873 roku, pod polskim przewodnictwem, pełną autonomią. W artykule starano się pokazać obraz ówczesnego języka polskiego w reklamie i ogłoszeniach.The aim of this paper is to examine and describe the language of advertising at the turn of the 20th century. The corpus analysed in the paper comprises the press published during 1890–1910 in Rzeszów, a former imperial and royal county town in the Austro-Hungarian Empire. During that period (since 1873) the Kingdom of Galicia and Lodomeria, part of the empire, enjoyed complete autonomy under the Polish rule. The paper attempts to present the Polish language of those times the way it was used in advertising and notices.Das Ziel des vorliegenden Beitrags ist es, die Sprache der Werbeanzeigen zu analysieren, die in den in Rzeszów um die Wende des 19. und 20. Jahrhunderts herausgegebenen Zeitschriften beobachtet werden können. Als Untersuchungskorpus wurde die Presse gewählt, die in der Zeit von 1890 bis 1910 in der damaligen freien königlichen Stadt Rzeszów im Königreich Galizien und Lodomerien herausgegeben worden ist. Bezpieczeństwo prawne a bezpieczeństwo finansowe społeczności lokalnych. Wybrane zagadnienia

The study has been devoted to showing the relationship between legal security and financial security at the local government level. To this end, firstly some consideration has been given to determining the meaning of the terms “security” and “financial security” from the point of view of the state and local government. In addition, it has been shown that financial security is inextricably linked to the financial power enjoyed by the state, specifically by the bodies acting in its name and on its behalf. The power resulting from this is the financial power of local government units, which is enjoyed by such units although to a limited extent. However, it has been found that even this scope of legal regulations limiting the possibilities of authoritative financial activities of local government bodies is of key importance from the security viewpoint of local communities.Opracowanie zostało poświęcone ukazaniu zależności pomiędzy bezpieczeństwem prawnym a bezpieczeństwem finansowym na szczeblu samorządowym. W tym celu w pierwszej kolejności przeprowadzono rozważania dotyczące określenia znaczenia pojęć „bezpieczeństwo” oraz „bezpieczeństwo finansowe”, zarówno z punktu widzenia państwa, jak i samorządu terytorialnego. Ponadto wykazano, że bezpieczeństwo finansowe jest nierozerwalnie związane z władztwem finansowym przysługującym państwu, a dokładnie organom działającym w imieniu państwa i na jego rzecz. Za wynikające z tego władztwa uznano władztwo finansowe jednostek samorządu terytorialnego, które przysługuje tym jednostkom, choć w ograniczonym zakresie. Jednakże uznano, że nawet ten zakres regulacji prawnych, ograniczający możliwości władczego działania finansowego organów samorządowych, ma zasadnicze znaczenie z punktu widzenia bezpieczeństwa społeczności lokalnych

Comprehending Public Means of Conditioning the Realization of Public Purpose in Poland

The subject of the article is very important in Poland, especially now that Poland has a lot of expenditures from budget. The problems which are present include polish solution, and they are the basis for further regulations. According to the accepted title, the study was devoted to the review of important issues connected with public means in Poland. One should regard as basic this type of financial means conditioning. Also, they should determine the completion of the so-called purpose/tasks public. Due to the adopted subject, the study is presenting in the only selective way, cardinal regulations concerning the accumulation and disbursing of public means by entities and by law. This was described based on the annual financial plan whereby Poland are accepting the character of one central budget - state budget and self-government budgets - of individual communes, districts, and provinces. The Andrew W. Mellon Foundation and the National Library of Estonia organized a Conference on Union Catalogs which took place in Tallinn, in the National Library of Estonia on October 17–19, 2002. Нестандартна діяльність бібліотек вищих навчальних закладів Польщі

Artykuł opisuje rezultaty badania ankietowego wykonanego w celu uzyskania informacji o niestandardowej działalności bibliotek polskich uczelni akademickich. Wyniki pokazują, że prawie wszystkie biblioteki prowadzą różnorodną działalność kulturalną, promocyjną i edukacyjną. Znacznie mniejszy procent angażuje się w nietypową działalność w obszarze tworzenia i utrzymania systemów informacji o nauce czy systemów dydaktycznych.The paper describes the results of a survey conducted in order to obtain information about non-standard activities in libraries of Polish academic institutions. The results show that almost all libraries are involved in diverse cultural, promotional and educational activities. A much smaller percentage engages in non-typical activities in the area of supporting the university in creating and maintaining current research information systems or teaching systems.У статті представлено результати анкетування і проведеного дослідження з метою аналізу інформації про нестандартну діяльність польських бібліотек ВНЗ. Результати показали, що практично усі бібліотеки здійснюють різноманітну культурну, рекламну і освітню діяльність. Значно менша кількість бібліотек займається нетиповою діяльністю у сфері створення і підтримки автоматизованих інформаційних систем у сфері науки або сучасних систем електронного навчання
