    Indirect Taxation and 1992

Since June 1985, when the Commission of the European Communities ( Commission ) presented to the European Council its White Paper on completing the Internal Market by the elimination of physical, technical, and fiscal barriers inside the European Communities ( EC or Community ), the harmonization of indirect taxation has become a main topic in the European press. In this article an attempt will be made to clarify the impact of indirect taxation, or more correctly, the obstacles created by indirect taxes to the realization of the Internal Market, by looking at the past, the present and the future. However, what indirect taxes create these obstacles should be clarified

AC conductivity of a niobium thin film in a swept magnetic field

We report the results of the measurement the ac conductivity of a Nb superconducting thin film in a swept dc magnetic field. In the mixed state the swept dc field creates vortices at the film surface which pass through the film and form the observed ac conductivity. Vortex rate generation does not depend on the value of the dc field and there is a large plateau-like region of dc magnetic fields where the dissipation is approximately constant. A proposed phenomenological model describes quite well the main features of the ac response in these fields including its dependency on the sweep rate, ac amplitude, frequency, and value of the second and third harmonics.Comment: 7 pages and 10 figures; Journal of Physics: Condensed Matter, 201

Serological evidence of influenza a viruses in frugivorous bats from Africa

Bats are likely natural hosts for a range of zoonotic viruses such as Marburg, Ebola, Rabies, as well as for various Corona- and Paramyxoviruses. In 2009/10, researchers discovered RNA of two novel influenza virus subtypes - H17N10 and H18N11 - in Central and South American fruit bats. The identification of bats as possible additional reservoir for influenza A viruses raises questions about the role of this mammalian taxon in influenza A virus ecology and possible public health relevance. As molecular testing can be limited by a short time window in which the virus is present, serological testing provides information about past infections and virus spread in populations after the virus has been cleared. This study aimed at screening available sera from 100 free-ranging, frugivorous bats (Eidolon helvum) sampled in 2009/10 in Ghana, for the presence of antibodies against the complete panel of influenza A haemagglutinin (HA) types ranging from H1 to H18 by means of a protein microarray platform. This technique enables simultaneous serological testing against multiple recombinant HA-types in 5μl of serum. Preliminary results indicate serological evidence against avian influenza subtype H9 in about 30% of the animals screened, with low-level cross-reactivity to phylogenetically closely related subtypes H8 and H12. To our knowledge, this is the first report of serological evidence of influenza A viruses other than H17 and H18 in bats. As avian influenza subtype H9 is associated with human infections, the implications of our findings from

Disorder and thermally driven vortex-lattice melting in La{2-x}Sr{x}CuO{4} crystals

Magnetization measurements in La{2-x}Sr{x}CuO{4} crystals indicate vortex order-disorder transition manifested by a sharp kink in the second magnetization peak. The transition field exhibits unique temperature dependence, namely a strong decrease with temperature in the entire measured range. This behavior rules out the conventional interpretation of a disorder-driven transition into an entangled vortex solid phase. It is shown that the transition in La{2-x}Sr{x}CuO{4} is driven by both thermally- and disorder-induced fluctuations, resulting in a pinned liquid state. We conclude that vortex solid-liquid, solid-solid and solid to pinned-liquid transitions are different manifestations of the same thermodynamic order-disorder transition, distinguished by the relative contributions of thermal and disorder-induced fluctuations.Comment: To be published in phys. Vortex Lattice Melting into Disentangled Liquid Followed by the 3D-2D Decoupling Transition in YBa_2Cu_4O_8 Single Crystals

A sharp resistance drop associated with vortex lattice melting was observed in high quality YBa_2Cu_4O_8 single crystals. The melting line is well described well by the anisotropic GL theory. Two thermally activated flux flow regions, which were separated by a crossover line B_cr=1406.5(1-T/T_c)/T (T_c=79.0 K, B_cr in T), were observed in the vortex liquid phase. Activation energy for each region was obtained and the corresponding dissipation mechanism was discussed. Our results suggest that the vortex lattice in YBa_2Cu_4O_8 single crystal melts into disentangled liquid, which then undergoes a 3D-2D decoupling transition.Comment: 5 pages, 4 eps figures, RevTex (Latex2.09

Metastability and Transient Effects in Vortex Matter Near a Decoupling Transition

We examine metastable and transient effects both above and below the first-order decoupling line in a 3D simulation of magnetically interacting pancake vortices. We observe pronounced transient and history effects as well as supercooling and superheating between the 3D coupled, ordered and 2D decoupled, disordered phases. In the disordered supercooled state as a function of DC driving, reordering occurs through the formation of growing moving channels of the ordered phase. No channels form in the superheated region; instead the ordered state is homogeneously destroyed. When a sequence of current pulses is applied we observe memory effects. We find a ramp rate dependence of the V(I) curves on both sides of the decoupling transition. The critical current that we obtain depends on how the system is prepared.Comment: 10 pages, 15 postscript figures, version to appear in PR
