Masyarakat Internasional telah sepakat membentuk kerja sama internasional dalam hal pemulangan pelaku kejahatan melalui mekanisme ekstradisi sebagaimana dirumuskan dalam konferensi PBB pada tahun 2000 di Palermo, Italia yang melahirkan UNTOC. Indonesia sendiri telah memiliki Undang-undang yang mengatur masalah ekstradisi yaitu Undang-undang RI No.1 tahun 1979. Tidak mengherankan apabila ada beberapa ketentuan ekstradisi di UNTOC yang belum diatur dalam UU RI No.1 tahun 1979 tentang ekstradisi, seperti UNTOC menyaratkan Negara-negra untuk melaksanakan proses ekstradisi secara singkat (simplified ektradition process) demi terciptanya kepastian hukum. Pada praktiknya penanganan ekstradisi di Indonesia membutuhkan waktu yang lama dan proses birokrasi yang panjang. Menyikapi hal tersebut Polri kemudian membuat suatu alternatif mekanisme penyerahan pelaku kejahatan transnasional yang tertangkap di Indonesia dari Polri kepada penegak hukum negara yang berhak mengadilinya, proses ini disebut dengan handing over. Handing over merupakan penyederhanaan berdasarkan pertimbangan taktis dari ketentuan-ketentuan yang sepenuhnya didasari serta berpedoman pada Undang-Undang ekstradisi Nomor 1 tahun 1979 dan kepentingan bersama antara penegak hukum negara peminta serta negara yang diminta. Kebijakan handing over yang diciptakan oleh Polri tentunya berasaskan resiprositas (timbal balik), dengan tujuan apabila pelaku kejahatan yang dicari Polri tertangkap di negara yang sebelumnya telah dibantu oleh Polri, maka aparat penegak hukum negara tersebut harus menyerahkan pelaku kepada Polri melalui handing over bukannya ekstradisi. The purpose of this Classroom Action Research (CAR) was carried out with the aim to find out the improvement of Islamic Religious Education learning outcomes through the application of the Accelerated Learning Learning model. This Classroom Action Research (CAR) was carried out in stages 2 cycles, and the results of the actions taken have been proven to be able to improve student learning outcomes / achievements in terms of classical student mastery learning, namely in cycle I by 73%, which could increase to 97% in second cycle and in terms of the average value of evaluation results 71 in the second cycle of 80, this means there is an increase of 10%. From the results of this class action research also showed an increase in the level of student learning activities from 3 categories Active Enough in the first cycle to 3.6 Active categories, Active categories in the second cycle to 4.1 Very Active categories

Comorbidities of COVID-19 patients associated with mortality at the Baubau Regional Public Hospital, South East Sulawesi

Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) that cause coronavirus disease 2019 (COVID-19) has become a global pandemic. Until November 30th, 2020, World Health Organization (WHO) confirmed 61,869,330 positive cases with 1,448,896 deaths (CFR 2.3%). Some comorbidities are associated with the COVID-19 mortality. This study aimed to investigate risk factors of the COVID-19 mortality at the Baubau Regional Public Hospital, Sout East Sulawesi. It was a cross-sectional study with a retrospective analysis involving 81 COVID-19 patients. Purposive sampling was applied in this study. Chi-square analysis was conducted to calculate odd ratio (OR). The result showed that in the period from January to September 2021, 30 COVID-19 patients died consisting of 20 male and 10 female. Most of the patients died were >45 yo and only 4 patients died were <45 yo. Among the patients died, 11 patients had hypertension, 12 patients had type 2 diabetes mellitus (DM), 4 patients had pulmonary TB and 3 patients had dyspepsia. Further analysis showed that hypertension (OR=6.803; 95%CI: 1.925-24.038; p=0.002) and dyspepsia (OR=0.222; 95%CI: 0.059-0.838; p=0.016) were significantly associated with the COVID-19 mortality, whereas type 2 DM (OR=1.123; 95%CI: 0.445-2.832; p=0.495) and pulmonary TB (OR=0.559; 95%CI: 0.059-0.838; p=0.270) were not. In conclusion, hypertension is risk factor, whereas dyspepsia is protective factor of COVID-19 mortality
