    Institutional strategies for capturing socio-economic impact of academic research

    Evaluation of socio-economic impact is an emerging theme for publicly-funded academic research. Within this context the paper suggests that the concept of institutional research capital be expanded to include the capture and evaluation of socio-economic impact. Furthermore, it argues that understanding the typology of impacts and the tracking from research to impact will assist the formulation of institutional strategies for capturing socio-economic impact. A three-stage approach is proposed for capturing and planning activities to enhance the generation of high-quality impact. Stage one outlines the critical role of user engagement that facilitates the tracking of such impact. Stage two employs an analytical framework based on the criteria of ‘depth’ and ‘spread’ to evaluate impacts that have been identified. Stage three utilizes the outcomes of the framework to devise strategies, consisting of either further research (to increase depth) or more engagement (to increase spread) that will improve the generation of higher quality impact

    Are current accountability frameworks appropriate for degree apprenticeships?

    Purpose In 2015 the Conservative-led government announced their plan to increase the number of people participating in apprenticeship to 3 million by 2020. As part of this plan there is to be an expansion of the number of degree level apprenticeships, with the government suggesting that these should be seen as a real alternative to university. Despite the government’s propaganda of an alternative to university, higher education institutions (HEI) have a pivotal role to play in both the development and delivery of degree level apprenticeships. However, the accountability for the success of degree level apprenticeships remains unclear. The purpose of this paper is, therefore, to consider whether existing outcome-based notions of accountability are appropriate, given the tri-partite relationship involved in apprenticeship delivery. Design/methodology/approach The paper provides an analysis of current notions of outcome-based accountability contextualised through the degree apprenticeship programme. Findings The paper illustrates that outcome-based accountability frameworks do little to support the delivery of degree level apprenticeships suggesting that there needs to be a shift to a holistic approach where student success forms just one element of an accountability framework. A conclusion is subsequently made that current accountability frameworks may end in an unnecessary confusion regarding the roles and responsibilities of individual contributors associated with degree apprenticeships, resulting in a missed opportunity to maximise on the value arising from the tri-partite delivery relationship. Originality/value This paper provides an original perspective involving accountability associated with degree apprenticeship programmes in the UK

    Health literacy: setting an international collaborative research agenda

    <p>Abstract</p> <p>Background</p> <p>Health literacy is an increasingly important topic in both the policy and research agendas of many countries. During the recent 36<sup>th </sup>Annual Meeting of the North American Primary Care Research Group, the authors led an audio-taped 3-hour forum, "<it>Studying Health Literacy: Developing an International Collaboration</it>," where the current state of health literacy (HL) in the United States (US) and United Kingdom (UK) was presented and attendees were encouraged to debate a future research agenda.</p> <p>Discussion of Forum Themes</p> <p>The debate centred around three distinct themes, including: (1) refining HL definitions and conceptual models, (2) HL measurement and assessment tools, and (3) developing a collaborative international research agenda. The attendees agreed that future research should be theoretically grounded and conceptual models employed in studies should be explicit to allow for international comparisons to be drawn.</p> <p>Summary and Authors Reflections</p> <p>The importance of HL research and its possible contribution to health disparities is becoming increasingly recognised internationally. International collaborations and comparative studies could illuminate some of the possible determinants of disparities, and also possibly provide a vehicle to examine other research questions of interest.</p

    Constructing a national higher education brand for the UK: positional competition and promised capitals

    This article examines national branding of UK higher education, a strategic intent and action to collectively brand UK higher education with the aim to attract prospective international students, using a Bourdieusian approach to understanding promises of capitals. We trace its development between 1999 and 2014 through a sociological study, one of the first of its kind, from the 'Education UK' and subsumed under the broader 'Britain is GREAT' campaign of the Coalition Government. The findings reveal how a national higher education brand is construed by connecting particular representations of the nation with those of prospective international students and the higher education sector, which combine in the brand with promises of capitals to convert into positional advantage in a competitive environment. The conceptual framework proposed here seeks to connect national higher education branding to the concept of the competitive state, branded as a nation and committed to the knowledge economy

    Comparing and learning from English and American higher education access and completion policies

    England and the United States provide a very interesting pairing as countries with many similarities, but also instructive dissimilarities, with respect to their policies for higher education access and success. We focus on five key policy strands: student information provision; outreach from higher education institutions; student financial aid; affirmative action or contextualisation in higher education admissions; and programmes to improve higher education retention and completion. At the end, we draw conclusions on what England and the US can learn from each other. The US would benefit from following England in using Access and Participation Plans to govern university outreach efforts, making more use of income-contingent loans, and expanding the range of information provided to prospective higher education students. Meanwhile, England would benefit from following the US in making greater use of grant aid to students, devoting more policy attention to educational decisions students are making in early secondary school, and expanding its use of contextualised admissions. While we focus on England and the US, we think that the policy recommendations we make carry wider applicability. Many other countries with somewhat similar educational structures, experiences, and challenges could learn useful lessons from the policy experiences of these two countries

    Bioinformatics and the politics of innovation in the life sciences: Science and the state in the United Kingdom, China, and India

    The governments of China, India, and the United Kingdom are unanimous in their belief that bioinformatics should supply the link between basic life sciences research and its translation into health benefits for the population and the economy. Yet at the same time, as ambitious states vying for position in the future global bioeconomy they differ considerably in the strategies adopted in pursuit of this goal. At the heart of these differences lies the interaction between epistemic change within the scientific community itself and the apparatus of the state. Drawing on desk-based research and thirty-two interviews with scientists and policy makers in the three countries, this article analyzes the politics that shape this interaction. From this analysis emerges an understanding of the variable capacities of different kinds of states and political systems to work with science in harnessing the potential of new epistemic territories in global life sciences innovation

    Big data analytics — A review of data-mining models for small and medium enterprises in the transportation sector.

    The need for small and medium enterprises (SMEs) to adopt data analytics has reached a critical point, given the surge of data implied by the advancement of technology. Despite data mining (DM) being widely used in the transportation sector, it is staggering to note that there are minimal research case studies being done on the application of DM by SMEs, specifically in the transportation sector. From the extensive review conducted, the three most common DM models used by large enterprises in the transportation sector are identified, namely “Knowledge Discovery in Database,” “Sample, Explore, Modify, Model and Assess” (SEMMA), and “CRoss Industry Standard Process for Data Mining” (CRISP-DM). The same finding was revealed in the SMEs’ context across the various industries. It was also uncovered that among the three models, CRISP-DM had been widely applied commercially. However, despite CRISP-DM being the de facto DM model in practice, a study carried out to assess the strengths and weakness of the models reveals that they have several limitations with respect to SMEs. This paper concludes that there is a critical need for a novel model to be developed in order to cater to the SMEs’ prerequisite, especially so in the transportation sector context

    Meeting the needs of industry: the drivers for change in engineering education

    This paper was presented at Engineering Education 2010 (EE2010): Inspiring the next generation of engineers, 6 - 8 July 2010, Aston University, organised by the Higher Education Academy Engineering Subject Centre, Loughborough University.This paper examines the drivers for change as engineering departments develop ‘experience-led degrees’ that aim to equip students with the employability skills needed by industry. The term ‘experience-led engineering degree’ came from the Sainsbury Review and is taken to mean components of an engineering degree that develop industry related skills and which may also include industry interaction. It presents the relevant findings from a study on how engineering degrees meet the needs of industry (Engineering graduates for industry). The study used a case study approach to address the research question: “How can we enhance a sustainable world-class higher education engineering sector that meets the graduate recruitment needs of industry?” Six case studies were developed that describe examples of experience-led components in engineering departments across England. A number of key messages emerged from the analysis of the case studies and this paper looks in detail at the drivers that lead to change within universities and discusses how these vary according to institutional missions and priorities. The case studies demonstrated examples of both wide-scale radical change and incremental small-scale change, with all cases showing the vital role played by learning and teaching champions in driving forward change at a departmental level and the importance of support from senior management. It is also recognised that responsibility for change must be shared between universities, industry and the funding bodies. Barriers to change have been identified and recommendations are made as to how change can be facilitated

    The nature of learning at forest school: : practitioners' perspectives

    This is an accepted manuscript of an article published by Taylor & Francis in Education 3-13 on 11 September 2015, available online at http://dx.doi.org/10.1080/03004279.2015.1078833This paper investigates forest school practitioners perceptions of learning at forest school to identify the topics covered, the learning styles, and the philosophies underpinning its delivery, based on interviews with experienced forest school practitioners. Practitioners identified the focus of learning at forest school as social development: teamwork, relationships with others, self-knowledge, and learning to take risks. Children also engaged with nature and developed an attachment to the woods where forest school took place. Learning styles were kinaesthetic, sensory, and experiential. Forest school leaders saw themselves as facilitators of learning rather than teachers.Peer reviewe
