    Who Feels Disadvantaged? Reporting Discrimination in Surveys

    In this chapter, we seek to shed light on the mechanisms of perceived discrimination: Who, among recent immigrants, is more likely to feel discriminated against and report it when asked in a survey? Social scientists typically define discrimination as an observable and unjust difference in the treatment of distinct groups. To personally feel discriminated against, people must be aware of the differential treatment and perceive it as unjust. We show that reporting discrimination when asked in a survey depends substantially upon individual traits, including aspects that shape whether discrimination is accepted and whether immigrants feel attached to the host society. Although respondents report less discrimination if their job situation has improved after migration, people more likely report discrimination when they originate from countries in which the national legislature represents ethnic minority groups relatively well. Earlier difficulties related to the migration process and the lack of supporting networks continue to affect the perception of unfair treatment. Moreover, we show that individuals distinguish to a surprising degree between discrimination in and outside the work environment. For instance, when they are proficient in the local language, respondents often report discrimination in the workplace but not in a public environment. This distinction between discrimination in the workplace and discrimination in public also depends strongly upon the immigrant's origin. We conclude that contemporary individual-level measures and policy recommendations merely approximate discriminatory patterns; we urge future research to consider factors that affect individual perception of discrimination

    Stochastic tuning of gene expression enables cellular adaptation in the absence of pre-existing regulatory circuitry

    Cells adapt to familiar changes in their environment by activating predefined regulatory programs that establish adaptive gene expression states. These hard-wired pathways, however, may be inadequate for adaptation to environments never encountered before. Here, we reveal evidence for an alternative mode of gene regulation that enables adaptation to adverse conditions without relying on external sensory information or genetically predetermined cis-regulation. Instead, individual genes achieve optimal expression levels through a stochastic search for improved fitness. By focusing on improving the overall health of the cell, the proposed stochastic tuning mechanism discovers global gene expression states that are fundamentally new and yet optimized for novel environments. We provide experimental evidence for stochastic tuning in the adaptation of Saccharomyces cerevisiae to laboratory-engineered environments that are foreign to its native gene-regulatory network. Stochastic tuning operates locally at individual gene promoters, and its efficacy is modulated by perturbations to chromatin modification machinery

    Technocratic attitudes: a citizens’ perspective of expert decision-making

    Despite repeated appointments of technocratic governments in Europe and increasing interest in technocracy, there is little knowledge regarding citizens’ attitudes towards technocracy and the idea of governance by unelected experts. This article revisits normative debates and hypothesises that technocracy and democracy stand in a negative relationship in the eyes of European citizens. It tests this alongside a series of hypotheses on technocratic attitudes combining country-level institutional characteristics with individual survey data. While findings confirm that individual beliefs about the merits of democracy influence technocratic attitudes, two additional important factors are also identified: first, levels of trust in current representative political institutions also motivate technocratic preferences; second, historical legacies, in terms of past party-based authoritarian regime experience, can explain significant cross-national variation. The implications of the findings are discussed in the broader context of citizen orientations towards government, elitism and the mounting challenges facing representative democracy

    The Crowdsourced Replication Initiative: Investigating Immigration and Social Policy Preferences. Executive Report.

    In an era of mass migration, social scientists, populist parties and social movements raise concerns over the future of immigration-destination societies. What impacts does this have on policy and social solidarity? Comparative cross-national research, relying mostly on secondary data, has findings in different directions. There is a threat of selective model reporting and lack of replicability. The heterogeneity of countries obscures attempts to clearly define data-generating models. P-hacking and HARKing lurk among standard research practices in this area.This project employs crowdsourcing to address these issues. It draws on replication, deliberation, meta-analysis and harnessing the power of many minds at once. The Crowdsourced Replication Initiative carries two main goals, (a) to better investigate the linkage between immigration and social policy preferences across countries, and (b) to develop crowdsourcing as a social science method. The Executive Report provides short reviews of the area of social policy preferences and immigration, and the methods and impetus behind crowdsourcing plus a description of the entire project. Three main areas of findings will appear in three papers, that are registered as PAPs or in process

    Ethnic Diversity, Economic and Cultural Contexts, and Social Trust: Cross-Sectional and Longitudinal Evidence from European Regions, 2002-2010

    A growing literature investigates the relationship between ethnic diversity and social trust. Comparative research in the European context employing country-level indicators has predominantly produced inconclusive results. This study examines the relationship between immigration-related diversity and social trust at the sub-national level of European regions. The regional perspective allows the capture of relevant variations in ethnic context while it still generates comparable results for a broader European context. Using survey data from the European Social Survey 2002-2010 merged with immigration figures from the European Labour Force Survey, this study builds upon previous research by testing the relationships between various diversity indicators and social trust in cross-sectional and longitudinal perspective. In addition, it investigates the role of economic and cultural contexts as moderators. The results show that across European regions, different aspects of immigration-related diversity are negatively related to social trust. In longitudinal perspective, an increase in immigration is related to a decrease in social trust. Tests of the conditional hypotheses reveal that regional economic growth and ethnic polarization as a cultural context moderate the relationship. Immigration growth is particularly strongly associated with a decrease in social trust in contexts of economic decline and high ethnic polarization. However, there is some evidence that in contexts of low polarization the relationship is actually positive

    Societal implications of antidiscrimination policy in Europe

    The enactment and implementation of European Union Directives on antidiscrimination have received substantial scholarly attention. However, there is little knowledge about whether and how antidiscrimination measures influence citizens’ experiences and perceptions of discrimination. This study investigates the relationship between antidiscrimination policies, citizens’ knowledge in this policy area, and their handling of discrimination. Using data from a standardized policy indicator and repeated cross-sectional survey waves of EU countries, I first examine the relationship between antidiscrimination policy and societal levels of knowledge about victims’ rights. Subsequently, multilevel models test how differences in policy and knowledge levels predict individuals’ reported levels of experienced and perceived discrimination. The results show that people who live in countries with effective antidiscrimination laws know more about their rights to equal treatment than those from countries with less effective policies. For the most part, policy differences across countries are unsystematically related to discrimination-related outcomes. However, an increase in knowledge levels over time is associated with higher reports about witnessed discrimination, lower sociotropic perceptions of discrimination, and less individual self-identification with a discriminated group. The findings suggest that, to the extent that antidiscrimination policies foster knowledge of the law, they contribute to citizens’ awareness and empowerment against discrimination
