    Influence of built structures on Tonle Sap fisheries : synthesis report

    This document is a synthesis of the major findings and recommendation of a study on the influence of built structures on the fisheries of the Tonle Sap Lake. The multidisciplinary study analysed the influence and impact of built structures on hydrology, fish, and ultimately on people. The project established a database of major structures around the Tonle Sap Lake. Hydrologists modeled the influence of infrastructure on the flow and quality of water. Environmental scientists analysed information about how infrastructure affects the environment. Experts in ecology and fish biology assessed teh direct impacts on fisheries.     A Decision-tree Approach to Seasonal Prediction of Extreme Precipitation in Eastern China

    Seasonal prediction of extreme precipitation has long been a challenge especially for the East Asian Summer Monsoon region, where extreme rains are often disastrous for the human society and economy. This paper introduces a decision‐tree (DT) method for predicting extreme precipitation in the rainy season over South China in April–June (SC‐AMJ) and the North China Plain in July–August (NCP‐JA). A number of preceding climate indices are adopted as predictors. In both cases, the DT models involving ENSO and NAO indices exhibit the best performance with significant skills among those with other combinations of predictors and are superior to their linear counterpart, the binary logistic regression model. The physical mechanisms for the DT results are demonstrated by composite analyses of the same DT path samples. For SC‐AMJ, an extreme season can be determined mainly via two paths: the first follows a persistent negative NAO phase in February–March; the second goes with decaying El Niño. For NCP‐JA, an extreme season can also be traced via two paths: the first is featured by “non El Niño” and an extremely negative NAO phase in the preceding winter; the second follows a shift from El Niño in the preceding winter to La Niña in the early summer. Most of the mechanisms underlying the decision rules have been documented in previous studies, while some need further studies. The present results suggest that the decision‐tree approach takes advantage of discovering and incorporating various nonlinear relationships in the climate system, hence is of great potential for improving the prediction of seasonal extreme precipitation for given regions with increasing sample observations

    Active Amplification of the Terrestrial Albedo to Mitigate Climate Change: An Exploratory Study

    This study explores the potential to enhance the reflectance of solar insolation by the human settlement and grassland components of the Earth's terrestrial surface as a climate change mitigation measure. Preliminary estimates derived using a static radiative transfer model indicate that such efforts could amplify the planetary albedo enough to offset the current global annual average level of radiative forcing caused by anthropogenic greenhouse gases by as much as 30 percent or 0.76 W/m2. Terrestrial albedo amplification may thus extend, by about 25 years, the time available to advance the development and use of low-emission energy conversion technologies which ultimately remain essential to mitigate long-term climate change. However, additional study is needed to confirm the estimates reported here and to assess the economic and environmental impacts of active land-surface albedo amplification as a climate change mitigation measure.Comment: 21 pages, 3 figures.     Focus on vulnerable populations and promoting equity in health service utilization ––an analysis of visitor characteristics and service utilization of the Chinese community health service

    Background Community health service in China is designed to provide a convenient and affordable primary health service for the city residents, and to promote health equity. Based on data from a large national study of 35 cities across China, we examined the characteristics of the patients and the utilization of community health institutions (CHIs), and assessed the role of community health service in promoting equity in health service utilization for community residents. Methods Multistage sampling method was applied to select 35 cities in China. Four CHIs were randomly chosen in every district of the 35 cities. A total of 88,482 visitors to the selected CHIs were investigated by using intercept survey method at the exit of the CHIs in 2008, 2009, 2010, and 2011. Descriptive analyses were used to analyze the main characteristics (gender, age, and income) of the CHI visitors, and the results were compared with that from the National Health Services Survey (NHSS, including CHIs and higher levels of hospitals). We also analyzed the service utilization and the satisfactions of the CHI visitors. Results The proportions of the children (2.4%) and the elderly (about 22.7%) were lower in our survey than those in NHSS (9.8% and 38.8% respectively). The proportion of the low-income group (26.4%) was apparently higher than that in NHSS (12.5%). The children group had the lowest satisfaction with the CHIs than other age groups. The satisfaction of the low-income visitors was slightly higher than that of the higher-income visitors. The utilization rate of public health services was low in CHIs. Conclusions The CHIs in China appears to fulfill the public health target of uptake by vulnerable populations, and may play an important role in promoting equity in health service utilization. However, services for children and the elderly should be strengthened

    Decarbonization Pathways for Paraguay’s Energy Sector

    In light of the upcoming renegotiation of Annex C of the Treaty of ItaipĂș, the Ministry of Finance of Paraguay asked Professor Jeffrey Sachs and his team to revisit the 2013 report, with support from the Development Bank of Latin America (Banco de Desarrollo de AmĂ©rica Latina [CAF]) and in partnership with the Sustainable Development Solutions Network (SDSN). CCSI, the Quadracci Sustainable Engineering Lab at Columbia University, and the Centro de Recursos Naturales, EnergĂ­a y Desarrollo (CRECE) authored the report Decarbonization Pathways for Paraguay’s Energy Sector, published by CCSI in November 2021. The report – available in English and Spanish – integrates the results of three energy models with findings from literature review and expert interviews to provide recommendations for Paraguay to reduce greenhouse gas (GHG) emissions to meet its climate change commitments under the Paris Agreement by decarbonizing the country’s energy use sectors by 2050 through economy-wide zero-carbon electrification, massive energy efficiency gains, behavioral changes, and institutional reforms
