    This study aimed to examine the effect of participation in budgeting and financial management managerial roles with the object of the entire study area SKPDs Rokan Hulu district, consist of 25 SKPD. The research sample are 100 respondents consisting of 13 heads of department, 30 head of sector, 27 head subsections, and 1 hospital director in Rokan Hulu district. Data collected by distributing questionnaires. From 100 questionnaires sent, there were 74 respondents who returns the queationnaires and only 70 questionnaires that can be processed and analyzed. sampling techniques using simple random sampling. The method of data collection is by distributing questionnaires. Analysis using multiple regression. The results of this study we concluded that participation in budgeting and financial management managerial role area significantly positive effect on the performance of local government. In this study the magnitude of the effect that the R2 of 0.230 or 23% indicated that participation in budgeting and financial management managerial roles affect the performance of the local government area by 23%.     BUCCAL DRUG DELIVERY: A TECHNICAL APPROACH

    Over the last few years Pharmaceutical scientists are trying to explore transdermal and transmucosal routes as an alternative to injections. Buccal delivery of the desired drug using mucoadhesive polymers has been the subject of interest since the early 1980s. Conventional dosage forms for delivery of drugs via the oral mucosa include solutions, erodible or chewable, buccal or sublingual tablets and capsules. Unfortunately, a major portion of the drug in these systems may be unavailable due to involuntary swallowing and a very short residence time, because of mastication, speech etc and hence sustained release is usually not within the scope of such Formulations and development of Novel bioadhesive dosage forms for mucosal delivery of drugs that attempt to overcome these limitations. We formulated buccal drug delivery, The buccal cavity was found to be the most convenient and easily accessible site for the delivery of therapeutic agents for both local and systemic delivery as retentive dosage forms. Because buccal Adhesive drug delivery system prolong the residence time of the dosage form at the site of application or absorption and facilitate an intimate contact of the dosage form with the limited absorption surface and thus contribute to improved  better therapeutic efficacy of the drug. Buccal administration of drugs provides a convenient route of administration for both systemic and local drug actions. Buccal drug delivery has gained significant attention and momentum since it offers remarkable advantages. This review article is an overview of buccal drug delivery systems encompassing a review of oral mucosa, active ingredient delivered via buccal route by different mucoadhesive formulations. Including, commercial technologies and future prospects of this route of drug delivery are discussed

    Neutrino hierarchy from CP-blind observables with high density magnetized detectors

    High density magnetized detectors are well suited to exploit the outstanding purity and intensities of novel neutrino sources like Neutrino Factories and Beta Beams. They can also provide independent measurements of leptonic mixing parameters through the observation of atmospheric muon-neutrinos. In this paper, we discuss the combination of these observables from a multi-kton iron detector and a high energy Beta Beam; in particular, we demonstrate that even with moderate detector granularities the neutrino mass hierarchy can be determined for θ13\theta_{13} values greater than 4^\circ.Comment: 16 pages, 7 figures.     Dark Matter Results from 100 Live Days of XENON100 Data

    We present results from the direct search for dark matter with the XENON100 detector, installed underground at the Laboratori Nazionali del Gran Sasso of INFN, Italy. XENON100 is a two-phase time projection chamber with a 62 kg liquid xenon target. Interaction vertex reconstruction in three dimensions with millimeter precision allows to select only the innermost 48 kg as ultra-low background fiducial target. In 100.9 live days of data, acquired between January and June 2010, no evidence for dark matter is found. Three candidate events were observed in a pre-defined signal region with an expected background of 1.8 +/- 0.6 events. This leads to the most stringent limit on dark matter interactions today, excluding spin-independent elastic WIMP-nucleon scattering cross-sections above 7.0x10^-45 cm^2 for a WIMP mass of 50 GeV/c^2 at 90% confidence level.Comment: 5 pages, 5 figures; matches accepted versio

    Implications on Inelastic Dark Matter from 100 Live Days of XENON100 Data

    The XENON100 experiment has recently completed a dark matter run with 100.9 live-days of data, taken from January to June 2010. Events in a 48kg fiducial volume in the energy range between 8.4 and 44.6 keVnr have been analyzed. A total of three events have been found in the predefined signal region, compatible with the background prediction of (1.8 \pm 0.6) events. Based on this analysis we present limits on the WIMP-nucleon cross section for inelastic dark matter. With the present data we are able to rule out the explanation for the observed DAMA/LIBRA modulation as being due to inelastic dark matter scattering off iodine at a 90% confidence level.Comment: 3 pages, 3 figure

    A Constructive Perspective on Signcryption Security

    Signcryption is a public-key cryptographic primitive, originally introduced by Zheng (Crypto \u2797), that allows parties to establish secure communication without the need of prior key agreement. Instead, a party registers its public key at a certificate authority (CA), and only needs to retrieve the public key of the intended partner from the CA before being able to protect the communication. Signcryption schemes provide both authenticity and confidentiality of sent messages and can offer a simpler interface to applications and better performance compared to generic compositions of signature and encryption schemes. Although introduced two decades ago, the question which security notions of signcryption are adequate in which applications has still not reached a fully satisfactory answer. To resolve this question, we conduct a constructive analysis of this public-key primitive. Similar to previous constructive studies for other important primitives, this treatment allows to identify the natural goal that signcryption schemes should achieve and to formalize this goal in a composable framework. More specifically, we capture the goal of signcryption as a gracefully-degrading secure network, which is basically a network of independent parties that allows secure communication between any two parties. However, when a party is compromised, its respective security guarantees are lost, while all guarantees for the remaining users remain unaffected. We show which security notions for signcryption are sufficient to construct this kind of secure network from a certificate authority (or key registration resource) and insecure communication. Our study does not only unveil that it is the so-called insider-security notion that enables this construction, but also that a weaker version thereof would already be sufficient. This may be of interest in the context of practical signcryption schemes that do not achieve the stronger notions. Last but not least, we observe that the graceful-degradation property is actually an essential feature of signcryption that stands out in comparison to alternative and more standard constructions that achieve secure communication from the same assumptions. This underlines the vital importance of the insider security notion for signcryption and strongly supports, in contrast to the initial belief, the recent trend to consider the insider security notion as the standard notion for signcryption

    Search for Two-Neutrino Double Electron Capture of 124^{124}Xe with XENON100

    Two-neutrino double electron capture is a rare nuclear decay where two electrons are simultaneously captured from the atomic shell. For 124^{124}Xe this process has not yet been observed and its detection would provide a new reference for nuclear matrix element calculations. We have conducted a search for two-neutrino double electron capture from the K-shell of 124^{124}Xe using 7636 kg\cdotd of data from the XENON100 dark matter detector. Using a Bayesian analysis we observed no significant excess above background, leading to a lower 90 % credibility limit on the half-life T1/2>6.5×1020T_{1/2}>6.5\times10^{20} yr. We also evaluated the sensitivity of the XENON1T experiment, which is currently being commissioned, and find a sensitivity of T1/2>6.1×1022T_{1/2}>6.1\times10^{22} yr after an exposure of 2 t\cdotyr.Comment: 6 pages, 4 figure
