Fast Mesh Refinement in Pseudospectral Optimal Control
Mesh refinement in pseudospectral (PS) optimal control is embarrassingly easy
--- simply increase the order of the Lagrange interpolating polynomial and
the mathematics of convergence automates the distribution of the grid points.
Unfortunately, as increases, the condition number of the resulting linear
algebra increases as ; hence, spectral efficiency and accuracy are lost in
practice. In this paper, we advance Birkhoff interpolation concepts over an
arbitrary grid to generate well-conditioned PS optimal control discretizations.
We show that the condition number increases only as in general, but
is independent of for the special case of one of the boundary points being
fixed. Hence, spectral accuracy and efficiency are maintained as increases.
The effectiveness of the resulting fast mesh refinement strategy is
demonstrated by using \underline{polynomials of over a thousandth order} to

Development of an Integrated Governance Strategy for the Voluntary and Community Sector
This report on governance provides a framework for thinking about how policy makers, funders,regulators and advisers can all work with Board members and staff to enhance the effectiveness of nonprofit organisations. It was commissioned by the Active Community Unit (ACU) of the Home Office, in parallel with other reviews designed to improve the capacity of the voluntary and community sector, at a time when the sector plays an increasingly important role in the delivery of services using public funds. That role has recently been investigated in two Government reports, the Cross Cutting Review carried out by the Treasury, and the Strategy Unit review of charities and nonprofits. Our report proposes actions of three types: some that can be taken immediately, some that require further discussion with key interests, and some integration with the other ACU reviews. Taken together they provide the starting point for an evolving strategy to improve governance across the sector. We recommend ACU chairs a group charged with the responsibility for planning and implementing this. Our focus is on governance as 'the systems and processes concerned with ensuring the overall direction, supervision and accountability of an organisation'. This is often taken to mean the way that a Board, management committee or other governing body steers the overall development of an organisation, where day-to-day management is in the hands of staff or volunteers. Sometimes, of course, the committee and volunteers are the same. They – like all governing bodies – have to balance the interests of the organisation and those they are trying to serve, while being conscious of financial and legal responsibilities, and the requirements of funders and other supporters
Particle Swarm Optimization and gravitational wave data analysis: Performance on a binary inspiral testbed
The detection and estimation of gravitational wave (GW) signals belonging to
a parameterized family of waveforms requires, in general, the numerical
maximization of a data-dependent function of the signal parameters. Due to
noise in the data, the function to be maximized is often highly multi-modal
with numerous local maxima. Searching for the global maximum then becomes
computationally expensive, which in turn can limit the scientific scope of the
search. Stochastic optimization is one possible approach to reducing
computational costs in such applications. We report results from a first
investigation of the Particle Swarm Optimization (PSO) method in this context.
The method is applied to a testbed motivated by the problem of detection and
estimation of a binary inspiral signal. Our results show that PSO works well in
the presence of high multi-modality, making it a viable candidate method for
further applications in GW data analysis.Comment: 13 pages, 5 figure

Turbulence Model Implementation and Verification in the SENSEI CFD Code
This paper outlines the implementation and verification of the negative Spalart-Allmaras turbulence model into the SENSEI CFD code. The SA-neg turbulence model is implemented in a flexible, object-oriented framework where additional turbulence models can be easily added. In addition to outlining the new turbulence modeling framework in SENSEI, an overview of the other general improvements to SENSEI is provided. The results for four 2D test cases are compared to results from CFL3D and FUN3D to verify that the turbulence models are implemented properly. Several differences in the results from SENSEI, CFL3D, and FUN3D are identified and are attributed to differences in the implementation and discretization order of the boundary conditions as well as the order of discretization of the turbulence model. When a solid surface is located near or intersects an inflow or outflow boundary, higher order boundary conditions should be used to limit their effect on the forces on the surface. When the turbulence equations are discretized using second order spatial accuracy, the edge of the eddy viscosity profile seems to be sharper than when a first order discretization is used. However, the discretization order of the turbulence equation does not have a significant impact on output quantities of interest, such as pressure and viscous drag, for the cases studied
Chemical compatibility of cartridge materials
This twelve month progress report deals with the chemical compatibility of semiconductor crystals grown in zero gravity. Specifically, it studies the chemical compatibility between TZM, a molybdenum alloy containing titanium and zirconium, and WC 103, a titanium alloy containing Niobium and Hafnium, and Gallium arsenide (GaAs) and Cadmium Zinc Tellurite (CdZnTe). Due to the health hazards involved, three approaches were used to study the chemical compatibility between the semiconductor and cartridge materials: reaction retort, thermogravimetric analysis, and bulk cylindrical cartridge containers. A scanning electron microscope with an energy dispersive X-ray analyzer was used to examine all samples after testing. The first conclusion drawn is that reaction rates with TZM were not nearly as great as they were with WC 103. Second, the total reaction between GaAs and WC 103 was almost twice that with TZM. Therefore, even though WC 103 is easier to fabricate, at least half of the cartridge thickness will be degraded if contact is made with one of the semiconductor materials leading to a loss of strength properties
The question of equity: Who has access to US quantum information education programs?
Driven in large part by the National Quantum Initiative Act of 2018, quantum
information science (QIS) coursework and degree programs are rapidly spreading
across US institutions. Yet prior work suggests that access to quantum
workforce education is inequitably distributed, disproportionately benefiting
students at large research-focused institutions whose student bodies are
unrepresentative of US higher education as a whole. We use regression analysis
to analyze the distribution of QIS coursework across 456 institutions of higher
learning as of fall 2022, identifying statistically significant disparities
across institutions in particular along the axes of institution classification,
funding, and geographic distribution. We also conduct a brief analysis of the
distribution of emerging dedicated QIS degree programs. We conclude with a
discussion of implications for educators, policymakers, and quantum workforce
